HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/25/1980<2:i MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tall County met at 1:00 p.m., Friday, July 25, 1980, Bert Hovland absent. Motion was made by John Snowberg, seconded by Sydney Nelson and carried, to cancel the 1974 tax on Lot 9, Block 1, Crystal Hills, 4th Add'n, be- cause of a certification as to taxes on a transfer of property inl977 in error. Motion was made by Andy Leitch, seconded by Hub Nordgren and car- ried, to accept the resignation of Andy Lindquist from the Otter Tail County Plan~ ning Advisory Commission, effective August 1, 1980. Motion wa's made by Andy Leitch, seconded by Sydney Nelson and car- ried, to appoint Willard Martin of Battle Lake as a member of the Otter Tail County ~ Planning Advisory Commission, effective August 1, 1980, to complete the unexpired term of Andy Lindquist who has resigned. Motion was made by Andy Leitch, seconded by Sydney Nelson and car- ried, to approve the plat of Reinke Beach, located in Section 14 -131 -40. Motion was made by Hub Nordgren, seconded by Andy Leitch and car- ried, to approve the following applications for special use permit: Ernest A. Mancinic: Dunn Township Michael D. Conroy Maine Township Excavate for walk-out basement (subject to conditional requirements) Access from CSAR #115 (subject to DNR approval) Motion was made by Andy Leitch, seconded by Hub Nordgren and carried, to approve a preliminary plat of Froslee Shores, to be located in Section 35-133~39. Motbn was made by Hub Nordgren, seconded by Sydney Nelson and carried, to approve the following applications for sewage disposal system cleaners license: Douglas C. Haugen Roger Heinen Pelican Rapids, Minnesota Dalton, Minnesota Motion was made by Hub Nordgren, seconded by Andy Leitch and car- ried, to approve an application of Leonard L. Johnson of Johnson Sanitation, Otter- tail, MN for solid waste collection and transportation license. Upon motion made by Hub Nordgren, seconded by Andy Leitch and car- ried, the following resolution was adopted: RESOLVED by the Board of County Commissionersof Otter Tail County Minnesota, that WHEREAS Grant #4~190405280 was approved by the State Crime Control Planning Board for the OtterTail County Jail Treatment Coordinator, and WHEREAS Tunding for said project will be discontinued for the year 1981, and -WHEREAS completion of the project will not be realized at the end of the fundirig period, NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve local funding to extend the contract for the One-half time position of Jail Treatment Coordinator for·an additional year after funding by the State Crime Control Planning Board. Adopted at Fergus Falls, Minnesota this 25th day of July, 1980. ATTEST: Clerk Upon motion made by Hub Nordgren, seconded by Sydney Nelson and carried, the following resolution was adopted: BE IT RESOLVED, that the following described project is hereby approved by Otter Tail County and the County Highway Engineer shall take such action needed to have thework completed. BE IT FURTHER RESOLVED, that the work may be included in future County contracts, added to existing County contracts or by any other method deemed to be the most advantageous tothe County: Project Owne~ Dunn Township Type Road Base and Bituminous Surfacing Location Between Sections 7 and 18 Dunn Township Approx. Length 5,300 feet -----"--------------------- Approx. Cost $40,000 BE IT FURTHER RESOLVED, that when work is added to an existing contract, an additional contracttime allowance will be made on a proportional basis for the extra work. Adopted this 25th day of July, 1980. ATTEST: Clerk Motion was made by Sydney Nelson, seconded by Andy Leitch and carried, to accept the resignation of Ke~ McNabb from the Crystal-Lida Sewer Commission. Pursuant to adjournment, the hearing on the redetermination of benefits of County Ditch #37 was continued from July 15th. After listening to the various interested parties, motion was made by Andy Leitch, seconded by Hub Nordgren to close the hearing and authorize the viewers to consider the ob- jections and changes for the final.determination on August 5th at 10:30 a.m .. Upon motion made by Sydney NelsoB, seconded by Hub Nordgren and carried, the County Engineer was authorized to advertise for bids to be received until 2:00 p.m., Tuesday, September 23rd, for the following: C.S.A.H. #8, Grading & Bituminous Surfacing, 1.2 miles from 2.9 miles northeast of Perham to 4.1 miles northeast of Perham Motion was made by Hub Nordgren, seconded by Sydney Nelson and carried, to approve the application of Dorothy M. Ohde for permit to allow con- sumption and display of intoxicating liquor at Graystone Lodge in Everts Township.
