OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 1:00 p.m., Tuesday, June 24, 1980, with
Bert Hovland absent.
Motion was made by Andy Leitch, seconded by Sydney Nelson and
carried, to forgive penalty and interest on a late payment of tax by Ivy
Fogard, Section 17, Amor Township, due to confusion of ownership.
The matter of the reconstruction of Schmidt's bridge came up
for final action and upon motion made by Andy Leitch, seconded by Hub Nordgren,
the engineer's report was accepted and the consultant was authorized to proceed
with the design of Schmidt's bridge.
Lake Region Disposal Service, together with their attorney, John
Eidsmoe, appeared before the Board requesting exemption from load restrictions.
No action taken.
Motion was made by Andy Leitch, seconded by Hub Nordgren and
carried, to approve Caspers Beach, located in Section 32 -134 -40, John Snowberg
voting "no".
Motion was made by Hub Nordgren, seconded by John Snowberg an_d
carried, to approve the following applications for sewage disposal installers
license, subject to posting of bond:

Pelican Rapids, Minnesota
Wadena, Minnesota

Motion was made by Andy Lei~ch, seconded by John Snowberg and car-
ried, to approve a preliminary plat of Lakeside's Rolling Woodlands on South Turtle
Lake in Section 36 -133 -41.
Motion was made by Andy Leitch, seconded by Sydney Nelson and car-
ried, to approve the following applications for license to sell non-intoxicating
malt liquor:
Milton Baglien
Gerald Smith
American Legion Post #30
Pelican Beach Resort
Buse Township
Dunn Township
Motion was made by Sydney Nelson, seconded by Andy Leitch and
carried, to approve the application of Bonita Houts for permit to allow con-
sumption and display of intoxicating liquor at Birch Shore Resort in Candor
Township.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, to grant forgiveness of penalty and interest to Crystal Park, Inc., for
late payment of tax on the Ely 140' of Lot 25, Block 3, Crystal Hills, Lida
Township, where an error was made in transfer of property in 1973 and statements
were never received.
Motion was made by Andy Leitch, seconded by Sydney Nelson and
carried, to approve a supplemental agreement with Sterling Excavating under •
S.A.P. 56-599-16, to include 7,000 cubic yards additional for a Tumuli Township
Road at the Pomme De Terre River.
Upon motion made by Sydney Nelson, seconded by Hub Nordgren
and carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, Leaf Thrane, President of Crystal Pcr>k, Inc., has
made application to repurchase the Ely 140 1 of Lot 21, Block 3, Crystal
Hills, said property having forfeited tothe State of Minnesota for non-
payment of the 1973 taxes and subsequent years, and
WHEREAS, said applicant, being owner of record has paid
the total of $120.20, aggregate of delinquent taxes, deed fee, recording
fee,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby
approve said application, to be in the best public interest and relieve
undue hardship.

Upon motion made by Sydney Nelson, seconded by Andy Leitch and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Service,
dated May 23, 1962, certification by the County Board of Commissioners for acqui-
sition of lands bythe U. S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U.S. Fish and Wildlife Service
met with the Board of Commissioners of Otter Tail County on June 24, 1980 and in-
formed said Commissioners that a waterfowl easement had been secured from Mr. and
Mrs. J. Ellard Johnson on Lot 1 and Lot 4, Section 1 and the SE¾SW¾ of Section
11 -133 -42,
NOW, THEREFORE BE IT RESOLVED the County Board does hereby ap-
prove the aforementioned easement acquisition by the U. S. Fish and Wildlife
Service.

Upon motion made by Andy Leitch, seconded by Hub Nordgren and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, on March 4, 1980, the County Board accepted the bid
of All Building Corporation, Fergus Falls, Minnesota-in the amount of $17,980
for repairs ~o the fire damaged County Garage #8, and
WHEREAS the above contracthas now been completed to the satis-
faction of.the Board at a total cost of $17,433.00, a decrease of $547.00 due
to a-change order,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $8,433.00 payable
to All Building Corp., Fergus Falls, Minnesota as final payment for this
contract.

improvement of the roads and bridges, hereinafter described, properly approved
by the Federal_ Highway Administrat_or as Federal:--Aid as:sisted projects eligible
for the expenditure of federal funds thereon, and eligible for present construc-
tion and the letting of contracts the~efor.
