BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County·commissioners of Otter
Tail County Minnesota met at 1:00 p.m., Tuesday, April 22, 1980, all members present.
Motion was made by Andy Leitch, seconded by Bert Hovland and carried,
to cancel the 197.4 tax on Lot 10, Block 1, Crystal Hills, 4th Add'n, where a :trans-
fer was made in 1977 and certification ·as.to taxes by the Auditor's office of no
delinquent taxes.
Motion was made by Sydne'y Nelson, sec;onded by Bert Hovland and car-
ried, to change the May meeting dates to the 5th and 6th rather than the 6th and 7th
because of a meeting scheauled for the Association of Minnesota Counties on May 7th.
Motion was made by Sydney Nelson·, se·conded by Andy Leitch and carried,
to approve the plat of The Peninsulas, located in Sections 4 and 9 of Dora Township.
Motion was made by Sydney Nelson, seconded by Bert Hovland and carried,
to approve the plat of Sybling Hills, located in Section l, Dora Township.
Motion was made by Hub Nordgren, seconded by Bert Hovland and carried,
to approve the following applications for sewage disposal installers license, subject
to posting of bond:

to approve an application of Erwin H. Post for on sale wine license for the Park Way
Inn, Leaf Mountain Township, subject to bond.
Motion was made by Andy Leitch, seconded by John Snowberg and carried,
to approve an application of Myron D. Russell for license to sell intoxicating liquor
at Becker's Supper Club in Buse Township.
Upon motion made by Bert Hovland, seconded by Andy Leitch and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, pursuant to Minn. Stat. 282.01, the City of Pelican
Rapids has made application for conveyanc,e of the following tax-forfeited
land:
Lot 10, Block l of Subdivision of Res. 1, 2 & 4, Frazee's Add'n
to the City of Pelican Rapids, and
WHEREAS the purpose of obtaining said property to be used for
park purposes,
NOW, THEREFORE, BE IT RESOLVED, the County Board of Otter Tail
County does hereby approve said application and recommends that the same be
granted.

carried, the following resolut~on was ~dopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that 1 '
WHEREAS, pursuant to Minn. Stat. 15.163 a responsible authority
shall be named for the preparation and compilation of public documents relating
to private or confidential data on individuals maintained by the County of
Otter Tail,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board
does hereby appoint Kenyon Rudd, Clerk of District Court, as the responsible
authority for the preparation and compilation of public documents relating
to private or confidential data on individuals, and
BE IT.FURTHER RESOLVED, the named Kenyon Rudd shall appoint
other department heads as sub-designees in their respective offices.

Commissioner Bert Hovland introduced the following resolution and
moved its adoption:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota,
WHEREAS, the 'expens~s. incurr;d and'to be incurred in the completion
of the sewage collection and treatment facility of the Crystal Lida Sewer System
have been calculated;
NOW, THEREFORE, EE IT RESOLVED by the Cotinty Board of Commissioners
of the County of Otter Tail, Minnesota, as follows:
l. The County Audi tor, w'ith tl).e. a1~si:tt~nce'. o'f'. _the engineer, shall calculate
the proper amount to be specially assessed for the improvement against
every assessable lot, piece or parcel of land, without regard to cash
valuation.
2. The proposed assessment roll shall be filed with the County Auditor and
opened to public inspection.
3. The Auditor shall then publish notice of a hearing in the official papers
covering the area of the improvement to consider the proposed assessment.
4. Such notice shall indicate May 27, 1980 at 10:00 a.m. as the time and
the Otter Tail County Courthouse in Fergus Falls, Minnesota, as the place
of the hearing, and the notice shall bepublishea as least once and shall
be mailed to the owner of each parcel described in the assessment roll,
said publication and mailing to be made not less than two weeks prior to
the hearing.
5. Such notice shall be in substantially the following form:
NOTICE OF HEARING ON ASSESSMENT FOR
CRYSTAL LIDA SEWER SYSTEM IMPROVEMENTS OF 1980
TO WHOM IT MAY CONCERN:
Notice is hereby giventhat the County Board of Commissioners of Otter
Tail County, Minnesota and the Commiss'oners of Crystal Lida Sewer
System will meet in the Otter Tail County Courthouse in Fergus Falls,
Minnesota, on the 27th day of May, 1980 at 10:00 a.m. to consider ob-
jections to the proposed assessments for Crystal Lida Sewer System im-
provements of 1980, consisting of the sewage collection and treatment
system, heretofore ordered bythe County Board. The area proposed to be
assessed consists of every lot, piece or parcel of land to be benefited
by said improvements, and is as follows:
Blocks 1, 2, 3, 4 and 5 of CRYSTAL-LIDA BEACHES, according to the
plat thereof on file and of record in the office of the County
Recorder in.and for the County of Otter Tail, State of ~innesota;
AND ALSO
Lots l through 12, inclusive, of INLET BEACH, according to the
plat there of on file and of record in the office of the County Re-
corder in and for the County of Otter Tail, State of Minnesota;
AND ALSO
The West 300 feet of Government Lot 3 inSection 14, Township 136
North of Range 42 West of the 5th P.M.
RND ALSO
Subdivision of Lot 1, Block 3, and Lot 9, Block 2, Crystal-Lida
Beaches
The proposed assessment roll is on file with the County Auditor and open
to·public inspection. Written or orai objections thereto by any property
owner will be considered.
The motion for the adoption of the foregoing resolution was duly
seconded by. Commissioner Andy Lei_tch and upon a vote being taken thereon, the
following voted in favor thereof:

and the following voted against the same: None
Whereupon said resolutionwas·declared duly passed and adopted

RESOLUTION P,ROVlDING FOR PUBLIC· SALE
OF $520,000'GENERAL OB~IGATION -S~WAGE SYSTtM
BONDS OF 1980
RESOLVED by the County Board of Otter Tail County Minnesota,
1. It is hereby found, determined and declared that this
County should issue $520,000 General Obligation Sewage System Bonds of 1980
to finance the acquisition of land for and construction of a sewage system for
the Crystal-Lida Lake Sanitary District.
2. This Board shall meet at 1:00 p.m., Tuesday, May 27, 1980
for the purpose of opening and considering sealed bids for, and awarding the
sale of $520,000 General Obligation Sewage System Bonds of 1980 of said County.
3. The County Auditor is hereby authorized and directed to cause
notice of the time, place and purpose of said meeting to be published in the
official newspaper of the County and. in Commercial West not less than ten days
in advance of date of sale, as provided by law, which notice shall be in sub-
stantially the form set forth in Exhibit A.
4. The terms and conditions of said bonds and the sale thereof
are fully set forth in the "Official Terms of Bond Sale", Exhibit ·B.·
The motion for the adoption of the foregoing resolution was duly
seconded by Andy Leitch and upon a vote being taken thereon, the following voted
in favor thereof:
Sydney Nelson, Bert Hovland, Andy Leitch, Hub Nordgren and John Snowberg
and the following voted against the same:
None
Whereupon said resolution was declared duly passed and adopted
this 22nd day of April, 1980.

Upon motion made by Andy Leitch, seconded by Bert Hovland and
carried, the Chairman of the Board and the County Auditor were authorized to
sign an application for assistance for the WesMin Resource Conservation and
and Development Ass'n for an overall study of flooding and water quality problems
in the Pomme de Terre water shed area.
Representatives from the City of Perham appeared relative to a
cost sharing rental agreement with Doug Ackling for space for county court in
the City of Perham. Motion was made by Sydney Nelson, seconded by Andy Leitch
and carried, to enter into a one year agreement with the City of Perham on
leasing space in the Ackling Building for County Court.
Motion was made by Andy Leitch, seconded by Bert Hovland and
carried, authorizing Springsted, Inc., Saint Paul, Minnesota to acquire a credit
rating for Otter Tail County from Moodys.
Motion was made by Anµ! _Le~tch., :3econded by Bert Hovland and
carried, to increase the bond fi&ure for the Crystal-Lida Sewer District by
one percent (1%) to cover:any unforseen.factors in connectlon thereof.
