Pursuant to adjournment, the Board of County Commissioners
of Otter Tail County met at 9:30 a.m., Tuesday, April 8, 1980, all members present.
The Board, having previously advertised for bids to be received
for bituminous surfacing under S.A.P. 56-642-03, proceeded to open bids which were
found to be as follows:

service.

After considera~on, motion was made by Bert Hovland, seconded by
Sydney Nelson and carried, to accept the bid of Finn Equipment Company, Cincinnati,
Ohio in the amount of $5,925.00, being the lowest bid.
The Board, having previously advertised for bids to be received
for roadside mowing, proceeded to open bids, whereupon Andy Leitch moved not to
accept any bids for roadside mowing and re-advertise for the entire road right-of-
way. The motion died for lack of a second. The bids were opened as follows:

The Board, having previously advertised for bids to be received

After consideration, motion was made by John Snowberg, s.econded by
Bert Hovland and carried, to accept the bid of Murphy Oil Corp., Superior, Wis-
consin, in the amount of $.7883 for M.C., $.8183 for R.C. and $.7683 for S.C.,
it being the lowest bid.
Pursuant to advertisement, the Board conducted an auction sale of
used highway equipment and upon motion made by Hub Nordgren, seconded by Andy
Leitch and carried, accepted the highest bid of Bluffton Township in the amount
of $3,200 for Unit #26, 1966 GMC 25,000# GVW Dump Truck; and upon motion by Bert
Hovland, seconded by Sydney Nelson and carried, accepted the highest bid of Friberg
Township in the amount of $3,400 for Unit #54, 1966 International 25,000# GVW Dump
Truck.
Upon motion made by Andy Leitch, seconded by Bert Hovland and
carried, the county engineer was authorized to advertise for bids to be received
until 9:30 a.m., Tuesday, May 6, 1980 for the county's salt requirements.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and
carried, authorizing the county engineer to advertise for bids to be received until
9:45 a.m., Tuesday', May 6, 1980 for bridge replacement between Otter Tail and Becker
County in Butler and Paddock townships. • , 1 •
Motion was made.by Andy Leitch, seconded by Bert Hovland and carried,
to authorize the county engineer-to advertise for bids to be received until 10:00
a.m., Tuesday, May 6, 1980 for grading and aggregate surfacing a portion of County
Road #7, a distance of five miles from C.S.A.H. #26 to County Road #2.
Upon motion made by Andy Leitch, seconded by Bert Hovland and car-
ried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
I' WHEREAS, in accordance with ·a Procedural Agreement between the
Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Service,
dated May 23, 1962, certificatic5n by the County B.oard of _Commissioners for acqui-
sition of lands by the U. S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the -u.· S. Fish and Wildlife Service
met with said Board on April 8, 1980 and informed said Board that waterfowl ease-
ments had been secured from Mr. and Mrs. Paul L. Lee on the S½SE¼SW¼ of Section
32 -131 -41 and from Mr. and Mrs. Olaf V. Draxten on the W½SE¼, SE¼SE¼, Lot 8
and Lot 7, less 15.5 acre tract all in Section 22 -132 -42 and Lot 4 less the
west 40 rods and the E½SW¼NW¼ less a 1.29 acre tract inthe SW corner, all in
Section 27 -132 -42,
NOW, THEREFORE, BE IT RESOLVED, the aforementioned waterfowl
easement acquisitions are hereby approved for acquisition by the U .. S. Fish arid
Wildlife Service.

Upon motion made by Sydney Nelson, seconded by John Snowberg and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Service,
dated May 23, 1962, certification by the County Board of Commissioners for acqui-
sition of lands by the U. S. Fish and Wildlife Service.is requested, and

met withthe County Board on April 8, 1980 and informed said Board that a pur-
chase agreement had been secured from Mr. and Mrs. Albert Huwe, Jr. on part of

NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby

carried with Hub Nordgren voting "no",' to approve a prelimiftary plat of Murphy
Lake Shores to be located in Section 6 of Gorman Township, with the stipulation
the road be constructed with a building line of three feet above the normal high
water mark and with one access for Lots l & 2.
Motion was made by Sydney Nelson, seconded by Andy Leitch and
carried with Hub Nordgren voting "no", to approve an application of Donald D.
Busker for special use permit for construction of road to serve the proposed
subdivision of Murphy Lake Shores in Section 6 of Gorman Township, subject to
conditional requirements.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and
carried, to approve a preliminary plat of Rose Lake Beach, 1st Add'n to be lo-
cated in Government Lot 4, Section 22 -137 -40, as presented with conditions;
Motion was made by Hub Nordgren, seconded by Andy Leitch and
carried, to approve an application of Ray A. Chase for special us.e permit to
allow consumption and display of intoxicating liquor at Chase's Ethel Beach
Resort in Section 4 of Girard Township.

Motion was made by Hub Nordgren, seconded by Bert Hovland and
carried, to grant tax exemption classification to the Lake Region Recreational
Center on Otter Tail Lake and abate;the 1980 tel.~.
Motion was made by Bert Hovland, seconded by Andy Leitch and car-
ried, that the County Engineer an.d-the _C()unty B:oard have-eitended enough energy
on the.Maine Township bridge problem and any further action should be taken by
the Town Board.

Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County met at 9:30 a.m., Wednesday, April 9, 1980, all members present.
The Board, having previously advertised the sale of highway right-
of-way, a parcel containing 3.18 acres inthe SW corner of Section 31, Dane Prairie
Township, proceeded to open bids which were found to be as follows:

After receiving oral bids, motion was made by Andy Leitch, seconded
by Bert Hovland and carried, to accept the bid of Merhle Messer, Fergus Falls, Min-
nesota in the amount of $3,500.00, the highest bid.
Motion was made by Bert Hovland, seconded by Andy Leitch and car-
ried, to accept the proposal of Erickson Engineering, Saint Louis Park, Minnesota
for designing and engineering on the proposed replacement of the Schmidt Bridge
in Friberg Township.
Motion was made by Bert _Hovland, seconded by Hub Nordgren and car-
ried, authorizing Otter Tail County to act as agentfor Dunn Township for road con-
struction and the County Eilgineer was_authorized to advertise for bidsto be re-
ceived until 9:45 a.m., May 6th, 1980 for grading & aggregate surfacing under Pro-
ject 80:01.
Motion was made by Sydney Nelson, seconded by Bert Hovland and car-
ried, to approve an application for reduction of assessed value on the Donald &
Carol Johnson property in Section 22 Perham Township.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and car-
ried, authorizing the County Sheriff to purchase a used vehicle from the State of
Minneosta Highway Patrol for use by the Sheriff's Department.
Motion was made by Hub Nordgren, seconded by Sydney.Nelson and car-
ried, to authorize the Board Chairman andthe County Auditor to execute a deed from
Otter Tail County to the City of Parkers Prairie on property in the City of Par-
kers Prairie, Lots 9 through 12, Lakeview Add'n, said property having been sold to
the City of Parkers Prairie in 1965 and the _deed lost without recording.

carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, pursuant to M.S. 4.075 the State Department of Public
Safety has been designated as the appropriate agency to receive, allocate and
disburse federal monies under the National Highway Safety Act of 1966 (P.L.
89-564) as amended, and,
WHEREAS, the County of Otter Tail is authorized to administer
local highway safety programs which have been approved by the governor as part
of the State Highway Safety Program and to receive such funds as may be avail-
able for such purposes, and,
WHEREAS, a program of increased traffic law enforcement has been
approved as part of the State Highway Safety Program and funds are a\cli.lable for
the use of the State and the County, and
WHEREAS the total amount of reimbursement for Otter Tail County
for reimbursement in said project shall not exceed $20,200.00,
NOW, THEREFORE, BE IT RESOLVED the Board Chairman and Otter Tail
County Sheriff are hereby authorized and direct~d to enter into agreement with
the State of Minnesota Department of Public Safety in ·connection with said project.

carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS Jerry Braaten of Holly's REsort in Amor Township has
been requested by the State Fire· Marsh.all to replace windows in his present
s.tructures to comply with certain i'egulations.~ and
WHEREAS the cost of replacing said windows would create an
economic hardship and an unnecessary expense,
NOW, THEREFORE BE IT RESOLVED, the Board of County Commissioners
of Otter Tail County does hereby grant a variance to Jerry Braaten of Hollys
Resort in Amor Township from,:the state's requirement to replace present windows.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS application has been made by Delmer Pomeranz for re-
purchase of the N 93' of E 58' of Lot 6, Block 1, ex. N 60' of the E 46',
City of Urbank, said property having forfeited tothe State of Minnesota on
January 23, 1980 for non-payment of taxes, and
WHEREAS the above applicant being a successor in interest has
paid the aggregate of all delinquent taxes, assessments, penalties, costs and
interest,
NOW, THEREFORE BE IT RESOLVED, the County Board does hereby
approve application to repurchase, to be inthe best public interest and relieve
undue hardship.
