John Rice, Chairman of the County Employees' Committee appeared before the Board, no action taken. Motion was made by Andy Leitch, seconded by Hub Nordgren and carried, to approve the plat of Clar-Mar Add'n, located in Section l of Clitherall Township. Motion was made by Andy _LE:itch_, seconded by Hub Nordgren and carried, to approve an application of Loyd Evander'.. for_ s'~ecial <~se permit to construct 1200' of 33 1 roadway for an access road to parcels on Middle Lake in Eagle Lake Township. Motion was made.by Andy Leitch,.seconded by Bert Hovland and carried, to approve a preliminary plat of Swan View Estates to be located in Section 29 - 132 -42. Motion was made by Andy Leitch, seconded by Bert Hovland and car- ried, to approve an application of Robert B. Oslund & Associates, for Otter Camps, Inc., for special use permit to construct road to serve the proposed plat of Swan View Estates in Dane Prairie Township. Motion was made by Sydney Nelson, seconded by Andy Leitch and car- ried, to approve a preliminary plat of Hillview Estates, to be located in Section 9 -136 -40. Upon motion made by Andy Leitch, seconded by Hub Nordgren_ and car- ried, the following applications for special use permit were approved: O.T. County HiWay Dept. Crossing CSAH 60, Toad River Section 19, Corliss O.T. County HiWay Dept. Crossing Co. 13, Toad River Sections 29 & 30, Corliss O.T. County HiWay Dept. Crossing Co. 15 & O.T. Crossing CSAH 19, Red Eye River Section 17, Paddock Upon motion made by Sydney Nelson, seconded by Hub Nordgren and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, Norman Kenney, Jr., owner of record of Lot 8, Block 1, Crystal Beach, has made application to repurchase, said property having for- feited tothe State of Minnesota for the tax of 1974, and WHEREAS the above applicant has paid the sum of $500.52, being the aggregate of all delinquent taxes, assessments, penalties, costs and interest, NOW, THEREFOR.E, BE IT RESOLVED, the County Board does hereby approve the application for repurchase to be in the best public interest and relieve undue hardship. Dated at Fergus Falls, Minnesota this 18th day of March, 1980. ATTEST: Clerk Pursuant to published notice, a hearing was held onthe subject of a gravel tax proposed in Otter Tail County. Individuals appeared and testi- monies given, no action taken. Howard Peterson appeared before the Board requesting an on-sale liquor license for the Prairie Moon in Amor Township. Motion was made by Bert Hovland, seconded by Andy Leitch and carried, to deny said application for liquor license, on the·basis o;f the recent township vote. Representatives of the Crystal-Lida Sewer District appeared before the Board along with the engineer and upon motion made by Bert Hovland, seconded . ;1; by Hub Nordgren and carried, authorization was given for advertising for bids to be received until 10:00 a.m., Tuesday, April 15th, 1980, for construction of the sewage facility. RESOLVED by the Board of County Commissi.9n.ers of Otter Tail County Minnesota, that WHEREAS, the County.Board, on May 13, 1978 accepted the bid of Gladen Construction Company, Laporte, Minnesota in the amount of $156.871.54 for grading and C.S. Str. Pl. P-A culvert, Bridge No. 91554, under S.A.P. 56-598-01, and WHEREAS the above contract has now been completed to the satis- faction of the County Board at;:· total cost of $156,578:99, decrease_ of $292.55 due to underrtm' of common excavation ·and liquidated damages in the amount of $18,659.54, NOW, THEREFORE, BE IT RESOLVED,-the County Auditor is hereby authorized and directed to issue a warrant .inthe amount of $12,050.65 payable to Gladen Construction Company, Laporte, Minnesota as final payment for this work. NOW, THEREFORE BE TT RESOLVED, that County Board approval is hereby given regarding any "Special Use1' construction requirements on all projects contracted before January,!, 1980, BE IT ALSO RESOLVED, that applications for "Special ·use" permits will be made and considered·on an individual project basis on applicable projects cont:-r:acted after January 1, 1980.
