Otter Tail County Minnesota met at 9:30 a.m., Tuesday, March 4, 1980, all mem-
bers present.
The Board, having previously advertised for bids to be received
for snow plows, proceeded to open bids which were found to be as follows:
Little Falls Machine, Inc., Little Falls, Minnesota
Mac Queen Equipment, Inc., Saint Paul, Minnesota
$13,970.00
No bid
After consideration, motion was made by Bert Hovland, seconded by
Andy Leitch and carried, to accept the bids of Little Falls Machine, Inc., Fergus
Falls, Minnesota in the amount of $13,970.00, it being the only bid.
The Board, having previously advertised for bids to be received
for refacing road signs, proceeded to open bids which were found to be as follows:
M-R Sign Co., Inc., Fergus Falls, Minnesota
Earl F. Andersen & Assoc., Inc., Bloomington, Minnesota
$ 4,680.83

After consideration, motio.n ,was made by Sydney Nelson, seconded
by Hub Nordgren and carried, to accept the bid •of M-R Sign, Company, Fergus Falls,
Minnesota in the amount of $4,680.83, it being the lowest bid.
Motion was made by Andy Leitch, seconded by Bert Hovland and carried,
to approve payment of $363.49 to Northwestern Bell to cover damage to a toll cable
' in connection with road work in Henning.
Motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to call for a hearing on April 10, 1980, at 1:00 p.m., on the design features and
the social, economic and environmental effects of the proposed replacement of
bridge no. 92 (Dewey Bridge) on CSAH #15 over the Otter Tail River.

Upon motion made by Hub Nordgren, seconded.by Andy Leitch and
carried, the following resolution was adopted:
RESOLUTION
WHEREAS, existing highway funding has not kept pace with the
increasingly high c_osts of highway maintenance and new highway con-
struction, and
WHEREAS, there is a grea,t need for additional funds unless the
level of service. being provided for public transportation is drasti-
cally curtailed.
NOW THEREFORE BE IT RESOLVED, that Otter Tail County does support
new legislation that will generate the much needed funds to provide a
satisfactory highway system that will continue to meet the needs of the
people.

Upon motion made by Andy Leitch, seconded by Hub Nordgren and
carried, the following resolution was adopted:
RESOLVED bythe Board of County Commiss.ioners of Otter Tail
County Minnesota, that
WHEREAS, on April 10, 1979, the County Board accepted the bid
of Twin City Construction Co., Fargo, North Dakota in the amount of $89,450.00
for mechanical construction on the Government Services building, and
WHEREAS the above contract has now been completed to the satis-
faction of the county board at a total cost of $91,392, an increase of $1,942
due to change orders,
NOW, THEREFORE BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $1,125.00 payable
to Twin City Construction Co. of Fargo, North Dakota in final payment thereof.

carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the County Board on April 10, 1979 accepted the bid

of Moorhead Electric, Inc., M~orhead, 'Minnesota inthe amount of $54,850.00,
and
WHEREAS, the above contract has ~hbw been completed to the satis-
faction of the County Board at a total costcof $55,243.00, an increase of
$393.00 due to change orders,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $5,189.00 as final
payment for this work, with an additional pay111ent of $500.00 after minor cor-
rec_tions, for a total of $5,689.00, balance due on said contract.

Motion was made by Bert Hovland, seconded by Sydney Nelson and
carried, to approve an application of John V. Stumpf; Jr., for special use per-
mit to park camper for recreational use and cut and fill on Lot 2, Block 1,
Perrin Subdivision, Lida Township, subject to restrictions of Soil Conservation
Service.
"Motion was made by Sydney Nelson, seconded by Hub Nordgren and
carried, to approve an application of Joanne Cichy for special use permit to
operate a hobby craft shop on Rush Lake in Rush Lake Township.
Motion was made by Andy Leitch, seconded by Sydney Nelson and
carried, to deny transfer of ten parcels by metes and bounds descriptions in
Goverment Lot 3, Section 15 -131 -40.
Members of the City Council from New York Mills appeared before
the Board relative to a dispute over CSAH #67 rebuilt in the City of New York
Mills. Motion was made by Sydney Nelson, sec<?nded:by Hub Nordgren and carried
with Andy Leitch voting "no", to accept payment in the amount of $13,500.00,
plus payment by the City of $3 ,"8.56. for. o:i:ter Tail County's· portion of repairs to
a ditch.
Motion was made by Bert Hovland, seconded by Andy Leitch and car-
ried, to accept the statement 'of ._receipts and dtsbur·sements for the year ended
Deiember 31, 1979, as presented by the County Auditor.
Motion was made by Andy Leitch, seconded by Bert Hovland and
carried, .to accept the proposal of Dick Anderson, in the amount of $2,225.00 for
remodelling a room on first floor for use by Land & Resource.
Motion was made by Andy Leitch, seconded by Bert Hovland and car-
ried, requesting the County Auditor write a letter to Robert Hamilton of the
Solid Waste Division of the Minnesota Polluti?n Control Agency asking for the
removal of Willis Matson and Larry Olson from the district office in Detroit Lakes.
Representatives of the Otter Tail County Humane Society appeared be-
fore the Board requesting assistance from the County to continue their operation in
the County. Motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to grant assistance in the amount of $4,800 through Community Health Services.
Upon motion made by Hub Nordgren, seconded by Sydney Nelson·and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on August 7, 1979 the.bid for P.C. P-A Culverts, Bridge
No. 95066, inthe amountof $41,220.00 and on September 18, 1979, the bid for
R.C. P-A Culverts, Bridge No. 95168 in the amount of $57,789.00 were awarded
to Landwehr Heavy Moving, Inc., Saint Cloud Minnesota, and
WHEREAS Bridge No. 9.5067 has now been completed to the satis-
faction of the County Board at a total cost of $40,764, an decrease of $456.00
due to normal variations, and
WHEREAS Bridge No. 95168 has now been completed to the satis-
faction of the County Board at a total cost of $55,531.80, a decrease of $2,207.20,
due to grading items deleted from the contract,
NOW, THEREFORE, BE. IT RESOLVED, the County Audi tor is hereby au-
thorized and directed to issue a warrant inthe amount of $4,076.40 as final pay-
ment on Bridge No. 95066 and $5,553.18 as final payment on Bridge No. 95168, to
Landwehr Heavy Moving, Inc., Saint Cloud, Minnesota.

carried, the following resolution was adopted:

County Minnesota, that
WHEREAS, in accordance wi tiri a Procedural Agreement between the
Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Ser-
vice, dated May 23, 1962 ,' ce·rtification by the Cour:ity B6ar-d of Commissioners
for acquisition of lands bythe U. S. Fish,and Wildlife Service is requested, and
WHEREAS on March'4th, 1980, representatives of the U. E. Fish and
Wildlife Service met with the County Board and informed said Board that a water-
fowl easement had been secured from Ambrose A. Klinnert on Lot 2, Section 17, and
tne NE¼NE¼, Lots 7 and 8 of Section 18 -135 -41,
NOW,.THEREFORE, BE IT RESOLVED, the County Board does here by
approve the aforementioned waterfowl easement.acquisition by the U. S. Fish and
Wildlife Service.

carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Ser-
vice, dated May 23, 1962, certification by the County Board of Commissioners
for acquisition of lands bythe U. S. Fish and Wildlife Service is requested, and
WHEREAS, on March 4, 1980 representatives of the U. E. Fish and
Wildlife·Service met with the County Baordand informed said Board that a water-
fowl easement had been sequred from Mr. and Mrs. Julius 0. Mobraten on the SW¾SW¾
and the E½SW¾, exc. tract, and the N½SE¾, ex. tract, in Section 2--134 -44,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby ap-
prove the aforementioned waterfowl easement acquisition by the U. S. Fish and
Wildlife Service.

A letter from Senator Roger D. Moe, 2nd District, was read to
the Board relative to the 2 mill levy for the lower Red River Watershed District.
Motion was made by Andy Leitch, seconded by·Bert Hovland and carried, to respond
with the request of no levy for the lower Red River Watershed District.
Motion was made by Bert Hovland, seconded by Andy Leitch and
carried, to approve the plat of Poss Beach, located in Section 31 -137 -42.
Motion.was made by Bert Hovland, seconded by Hub Nordgren and
carried, to approve the ·preliminary plat of Haugen's point, located in Sections
8 & 17 of Dunn Township, approved as recommended by the Planning Commission.
Motion was made by Sydney Nelson, seconded by Bert Hovland and
carried, to approve the preliminary plat of Sibling Hills, to be located in
Section l -136 -41.
Motion was made by Ber_t Hovland, seconded by Hub Nordgren and
carried, to approve the application of Leonard Hillstrom of Vergas Investment,
Inc., for special use permit to remove fill and fill old rioad bed on Lots 2,
3 & 4, Tri-Lakes Estates, Lida To_w~shtp.
Upon motion made by Bert Hovland, seconded by Hub Nordgren and
carried, the following resolution was adopted: '
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, the City of Erhard has made application for the convey-
ance of a tract of land in the SE\;SE¾ of Section 21 -135 -43, beginning at
the SE cor., N 462', W 553', Son R.R. to.S line, E to beg., ex. tracts, for
use as city streets; said land having forfeited to the State of Minnesota-for.
non_;payment of tax, and
WHEREAS the County Board has examined intq the allegations of
said application,
NOW, THEREFORE, BE IT RESOLVED by the County Board that it

carried, to authorize the County Engineer to advertise for bids to be received
until 10:15 a.m., Tuesday, April 8, 1980, for a mulcher to be used by the
Highway Department.
The Board, having previously advertised for bids to be received
for the repair of the damagedcounty garage in Battle Lake, proceeded to open
bids which were found to be as follows:

After consideration, motion was made by Bert Hovland, seconded by
Andy Leitch and carried, to accept the bid of All Buildipg Corporation, Fergus
Falls, Minnesota in the amount of $17,980.00, it being the only bid.
Motion was made by Sydney Nelson, seconded by Bert Hovland and
carried with Andy Leitch voting "no", authorize the County Engineer to obtain
quotations on the purchase of a steamer for use by the Highway Department.
Motion was made by Sydney Nelson, seconded by Andy Leitch and
carried, to offer used equipment to the townships, if interested, otherwise at.
public auction at 11:00 a.m., Tuesday, April 8, 1980.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, to advertise for bids to be received until 9:30 a.m., Tuesday, April
8, 1980, for bituminous surfacing, county wide.
Motion was made by Hub Nordgren, seconded by Andy Leitch and car-
ried, to advertise for bids to be received until 9:30 a.m,, Tuesday, April 8,

1980, for grading and aggregate surfacing 2.8 miles of County Road #143 2 miles
SW of Bluffton.

carried, to approve the application of Bettie Anderson for on-sale liquor license

Motion was made by Andy Leitch to deny the application in the name
of David & Sonja Bjerketvedt for cancellation of tax, penalties and interest on
Lot 17 & 18, Block 3, City of Vining, sold to the City of Vining. The motion was
seconded by Sydney Nelson and carried, with Hub Nordgren and.John. Snowberg voting
"no".
Motion was made by Andy Leitch, seconded by Hub Nordgren and car-
ried, to offer for sale to the public the SE\SE\ of Section 22 -137 -37, which
is a tax forfeited parcel.

ried with Hub Nordgren and Andy Leitch voting "no", to cancel the 1978 t_ax on
Lots 1 through 5, Block 22, North Division in the City of Fergus Falls, which

carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS a bill for an act has been introduced relating: to • I
' transportation, allowing the use of certain documents as relevant evidence
of exceeding vehicle weight limits; requiring record keeping for shipments
unloaded; imposing civil penalties; amending Minn. Stat. 1978, Chapter 169,
and
WHEREAS the Otter Tail County Board has considered such
legislation,
NOW,_THEREFORE, BE IT RESOLVED, the Board of County Commissioners
of Otter Tail County does hereby go on record in support of legislation allowing
the use of certain documents as relevant evidence of exceeding vehicle weight
limits; requiring record keeping for shipments unloaded; imposing civil penalties,
etc.,
BE IT FURTHER RESOLVED copies of this resolution bemailed to
the legislators representing Otter Tail County, the Chairman of the Committee
on Transportation and to the Association of Minnesota Counties.

and carried, the following resolution was_ adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County, that
WHEREAS· legislation has been introduced under Senate File
#2228 and House File #2252, pertaining to Mn/DOT gas tax and motor vehicle
tax, and
WHEREAS thelCounty Board has given consideration to the impact
of such legislation,
NOW, THEREFORE, BE IT RESOLVED, the Board of County Commissioners
' .. of Otter Tail County does hereby approve said legislation.under s·.F. 2228 and . I
H.F. 2252 and does urge its passage,
