Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 9:30 a:m., Monday, .February 4, 1980, all members present. Alva Krekula, Ea?t Otter Tail County Agricultural Inspector appeared before the Board and presented his report for the year 1979, which was approved upon motion made by Sydney Nelson, seconded by Bert Hovland and carried. Representatives of the East Otter Tail County Sofl & Water Con- servation District appeared before the Board requesting additional funds to complete the fiscal year. Motion wa s·made by Sydney Nelson;. seconded by Andy Leitch and carried, to grant an additional $3,000 to the East Otter Tail Soil & Water Conservation District for the fiscal year ending June 30, 1980. Motion was made by Bert Hovland, seconded by Andy Leitch and carried, to approve change· order ,·#E-2, electrical c~fostruction, in .the amount of $80.00 on the government services building. Motion was .made by Andy Leitch'. seconded by ,'Sydney Nelson and carried, to enter into contract with Prqgress Telephone Company, under Option 2, obtain future service from Progress Telephone Company as neede·d on a "Labor plus Material" basis. Motion was made by Sydney Nelson, seconded by Andy Leitch and carried, to credit the City of New York Mills the amount of $3,856.50 which represents 50% of the cost of a construction project to make drainage better from the westside of the city to the county ditch, located in New York Mills. Upon motion made by Andy Leitch, seconded by Bert Hovland and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS the County Board at their meeting on the 17th of October, 1977, accpted the bid of Northside Heating. & Air Conditioning, Inc.,• Alexandria, .Minnesota, in the amount of $31_,411.00 for mechanical construction on the Highway Department Garage.Building, and . S. Fish and Wildife Service, dated. May 23, 1962, certification by the County Board of Commissioners for acquisition of lands by the U. S. Fish and Wildlife Service is requested, and WHEREAS, representatives of the U. S. Fish and Wildlife Servic~ met with the Board of.Commissioners on February 4:, 1980, and informed said Board that a waterfowl easement had been-secured from Lawrence Douglas on the W½NW¼, Lot 4 and Lot 3, less the east 20 rods, all in Section 11 -134 -42, NOW, THEREFORE, BE IT RESOLVED the County Board .does hereby· approve the aforementioned waterfowl easement acquisition by the U. S. Fish and Wildlife Service. S. Fish and Wildlife Service, dated May 23, 1962, certification ·by ·the County Board of Commissioners for acquisition of lands by the U. Fish ·and Wildlife Service is requested, and WHEREAS, representatives of the U. §. Fish and Wildlife Service met with the County Board on February 4th, 1980and informed said Commissioners that a purchase agreement had been secured from Mr. and Mrs. Truman J. Sanner on the following described lands: From the SE corner of Section 20, proceed northerly along section line approx. 1320' to the SE corner of NE\SE¾, thence Westerly along 1/16 line approx. 330' to P.O.B., thence westerly along 1/16 line approx. 990' to SE corner of NE¾SE:,. thence northerly along 1/16 line 330 feet to a point, thence easterly approx. 990 1 to a point, thence southerly approx. 330' to P.O.B, ,Section 20 -134 -41. • NOW THEREFORE, BE IT RESOLVED, the Otter Tail County Board does hereby approve the aforementioned acquisition by'the U. Upon motion made by Andy_ Leitch, seconded by Sydney Nelson and carried, the meeting was adjourned.until 9:30 a.m., ·Tuesday, February 5, 1980. . -TUESDAY'S SESSION~ Pursuant ·to adjournment, the Board of County Commissioners of Otter Tail County met at 9:30 a.m., Tuesday, February 5, 1980, all members present. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to appoint Dr. Geo. Morgan, Battle Lake, to the Board of Health. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to authorize the County H.R.A. to hire a secretary, to be an employee of the county. Upon ·motion made by Bert Hovland, seconded by Andy Leitch .and carried, the following abatements were approved: First National Bank James Erickson City of Fergus Falls City of Fergus Falls Mobile home in bankruptcy court Mobile home i:n; '.Wrong name. The scheduled hearing on the long range road & bridge construction was held in t~e new Social Services Building; Rules of the hearing were set forth by the Board Chairman, John Snowberg·. · Moti~n was mad·e by Andy Leitch, ·seconded by Hub Nordgren and carried, to limit Joe Merz presentation to five minutes.
