MINUTES OF THE REGULAR MEETING
OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to Statute, the Board of County Commissioners of Otter
Tail County met at 9:30 A.M., Tuesday, January 8, 1980, with Sydney Nelson,
Ber Hovland, Andy Leitch, Hub Nordgren and John Snowberg present.
The meeting was called to order by the County Auditor who stated
the first item of business to be that of election of the Chairman and Vice Chair-
man for the year 1980. Motion was made by Hub Nordgren, seconded by Sydney Nelson
and carried, to elect John Snowberg as Chairman. Motion was made by Bert Hovl~nd,
seconded by John Snowberg and carried, to elect Hub Nordgren as Vice Chairman.
Gordon Bjoralt, West Otter Tail County Agricultural Inspector,
appeared before the Board and presented his 1979 Annual Report. Motion was made
by Bert Hovland, seconded by Sydney Nelson and carried, to approve said report.
Motion was made by Andy Leitch, seconded by Hub Nordgren and car-
ried, to re-appoint Andy Lindquist and Arlys Jacobson to·the Otter Tail County
Planning Advisory Commission, each for a three year term expiring December 31,
1982.
Motion was made by Sydney Nelson, seconded by Andy Leitch and
carried, to re-appoint Frank Lachowitzer to the Otter Tail County Planning Advisory
Commission for a three year term expiring December 31, 1982.
Motion was made by Andy Leitch, seconded by Bert Hovland and car-
ried, to appoint the five county commissioners, Roland Winterfeldt, Gene Davenport,
Dennis Berend as voting delegates to the Association of Minnesota Counties.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and car-
ried, authorizing the Chairman of the Board to execute the grant application for
jail coordinator.

RESOLVED by the Board of County Commissioners of Otter Tail • ~-:1
County Minnesota, that
The sum of ten cents (10¢) ·be· paid ou:t of the Revenue Fund of
the County for every pocket gopher and wood chuck killed in said county during
the year 1980 in cases where the townships in which pocket-gophers and wood
chucks are so killed sall provide for the payment of an additional bounty of
ten cents (10¢) for each pocket-gopher and wood chuck so killed.
RESOLVED FURTHER that payment of such bounty shall be made by
the County Auditor upori certificates executed by the Chairman of the Town Board
of said townships setting forth that the pocket-gophers or wood chucks were duly
presented to the Chairman of suchBoard and that the townships had issued and
delivered to each claimant a town order for twenty cents (20¢) for each pocket-
gopher or wood chuck so killed.

year 1980.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
The sum of not less than $350.00 be and the same hereby is
appropriated out of the County Revenue Fund of said County for Otter Tail
County exhibit at the Minnesota State Fair for 1980, and the County Auditor
and Chairman of the Board are directed to issue a warrant for said amount in
favor of Clarence Mielke.

WHEREAS,-it is provided in Minn. · Statute 282. 05 for the apportion-
ment of the 'proceeds· from the sale of tax-forfeited lands:
WHEREAS, the County Auditor shall apportion the tax sale proceeds
·to the taxing districts pursuant to Minn. Stat. 282 .08;
WHEREAS, Minn. Stat. 282.08(4)(b) provides that the County Board
may set aside 20% of the proceeds remaining after the value of public improvements,
special assessments and bond issues levied on the property have been paid, for ac-_
quisition and maintenance of county parks and recreational areas;
WHEREAS, Otter Tail County has pa-~k:1 :ari.d recreational areas which
-would beenfi t by such an apportionment;
NOW, THEREFORE, BE IT RESOLVED, .that the County Auditor ~etain 20%. ·. .,., .

Minnesota, that
The Chairman of the Board be and is hereby authorized to select
two members of the Board, together with himself, as members of various boards:
County Board of Health for the year 1980; to have charge of the Court House,
Court House Annex, Jail and grounds for the year 1980; purchase all furniture
and supplies, except books, blanks and stationery, needed for the Court House
and Jail during the year 1980, and provide for such repairs as may become an
immediate necessity.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Ser-
vice, dated May 23, 1962, certification by the County Board of Commissioners
for acquisition of lands by the U. S. Fish and Wild~ife Service is requested, and
WHEREAS, representatives of the U. S. Fish and Wildlife Service
met with the Board of Commissioners on January 8, 1980 and informed said Commis-
sioners that a purchase agreement had been secured from Willard C. Nelson, et al,
on that part of· the SE!r;NE\ and Lot 6 lying· easterly of township road in Section
25 -131 -42, and
WHEREAS the request has been considered by said Board,
NOW, THEREFORE, BE IT RESOLVED, the County Board does hereby

Motion was made by Sydney Nelson, seconded by Hub Nordgren and
carried, to approve the plat of Spirit Hills West, located in Section 5 -136 -41.
Motion was made by Sydney Nelson, seconded by Andy Leitch and car-
ried, to uphold the decision of the Otter Tail County Planning Advisory Commission
and deny the application of Ole Lather for special use permit to construct .road
and fill area, in G.L. 2 of Section 13 -135 -39.

to approve a preliminary plat of Reinke Beach, to be located in Section 14 -131 -40.
Motion was made by Andy Leitch, seconded by-Hub Nordgren and carried,

Motion was made by Andy Leitch, seconded by Bert Hovland and carried,
to approve a preliminary plat of West Pebble Beach of Section 14, Buse Township.
Motion was made by Andy Leitch, seconded by Hub ~ordgren and carried,
to approve an application of Jack Iversen for special use permit to construct road
to serve proposed subdivision of West Pebble Beach.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and
carried, with Andy Leitch and Bert Hovland voting "no", to increase the per diem
for the members of the Otter Tail County Planning Advisory Commission to $30.00.
The Board, having previously advertised for bids to be received
for the County's printing and publishing for the year 1980, proceeded to open bids
which were found to be as follows:

-·WEDNESDAY'S SESSION -
The Board of County Commissioners of Otter Tail County Minnesota
met at 9:30 A.M., Wednesday, January 9, 1980, all members present.
The County Sheriff appeared before the Board with a request _for
two new vehicles for use by his department. After discussion, motion was .made by
Sydney Nelson, seconded by Hub Nordgren and carried, with Andy Leitch and John
Snowberg voting "no", to authorize the Sheriff to obtain quotations on an auto-
mobile and a four wheel drive vehicle.
Motion was made by Andy Leitch, seconded by Bert Hovland and car-
ried, authorizing the County Engineer to negotiatle with other counties for a joint
purchase of a road rater.
Motion wasmade by Hub Nordgren, seconded by Andy Leitch and carried,
to set a hearing on proposed road and bridge construction plan, to be held at 1:00
p.m., Tuesday, February 5th, in the meeting room of the new Government Services
Building.

ried, the County Engineer was authorized to attend the Engineer's Winter Conference.

NOW,, THEREFORE, BE IT RESOLVED, that no person shall operate
any vehicle· or combination of vehicles .upon .any restricted county
road or highway in th(;! ·county ;:oLOtter Tail and ~tate _of Minnesota,
generally described· as follows:
Otter Tail County State Aid-Highways and Otter Tail
County Roads, ·
where.·the gross weight on any singie ·axle,· as d~fined in Minnesota
Statutes 1945, Sec. 169.87, Sub-division), exceeds five tons (10,000
pounds) and the County Highway Engineer of said County is hereby
directed and authorized to determine the need and to erect and main-
tain appropriate signs plainly indicating .the prphibitions and re-
strictions at each end of that portion of any highway affected thereby,
and these restrictions shall be effective an_d _this prohibition effective
upon the erection and maintenance of the appropriate signs.

Since the specifications called fo~. certain sections of the
various township, motion was made by Andy Leitch, seconded by Bert Hovland_ and
carried, to authorize the various departments invoived, to select the lowest
bid for the half-section maps needed, with the total bid figure not to exceed
$7,500.00.
Motion was made by John Snowberg, seconded by Hub Nordgren and
carried, to re-appoint June Ryan and Charles Beck to thre~ year terms on the
Otter Tail County Planning Advisory Commission, retroactive to January 1, 1979.
Motion was made by John Snowberg, seconded by Bert Hovland arid
carried, with Andy Leitch and Hub Nordgren voting "no", to offer an increase of
9% over the 1979 salary to the Otter Tail County Sheriff's Association.
Motion was made by ·Hub Nordgren to grant a 9% increase in salary
to all county employees except the County Commissioners. Motion failed for lack
of a second.
Motion was made by Hub Nordgren, seconded by Andy Leitch and car-
ried, to approve the application of Ray Chase for license to sell non-intoxicating
malt liquor at Ethel Beach Resort, Girard Township.
There being no further business, the Chairman declared the meeting
adjourned until 1:00 p.m., Tuesday, January 22, 1980.
