OF THE BOARD OF COUNTY COM~ISSIONERS OTTER TAIL COUNTY MINNESOTA I Pursuant to adjournment, the Board of County Commissioners met at l: 00 p. m. ·, Tuesday, December 18; 1979, all members present. Motion was ·made by Sydney Nelson; seconded by Andy Leitch and carried, to grant special aid to Paddock Township in the amount of $500.00 for "T) \"f( .. '1.'i.\j 2147 roadwork in Sections 10 and 11. Motion· was made by John Snowberg, ·seconded by Andy Leitch and carried, to pay the Swedberg Nurseries, Battle Lake, MN the amount of $337.50 to cover the cost of landscaping, plantings, etc., at Phelps Mill Park by the Douglas and Tweeten monuments. Mot ion was made by Bert Hovland, ,. seconded by Andy Leitch and carried, to approve payment of $8,333.50 to Wilkin Co~nty as Otter Tail County's share of bills accrued against Otter·Tail-Wilkin Join~ County Ditch #2. Motion·was-made by Bert Hovland, seconded by John.Snowberg and carried, authorizing the Chairman of the Board and the County Auditor to execute documents transferring ownership of certain road right-of-way to Dunn Township. Motion was made by Andy ~eitfh~ seconded by ried, with Hub.Nordgren voting "no", to appropriate $2,000 fBnds to Otter Tail Country. Motion was made by Bert Hovland, seconded by Andy Leitch and carried, to amend a previous motion of No_v:ember 20th, concerning· Cas~t~M s Beach subdivision located in Section 32 -134 -40, to approve the preliminary plat as presented, with . /, a 33 foot right-of-way, rather than a six1:y-six foot road right-of-way. •. -I • • , ~ • , • < Motion was made by Sydney.Nelson, seconded by John Snowberg and carried, to approve a·preliminary plat of Star Lake Heights, to be located in Section 4 -135 - 41, as approved-by the Otter Tail County Planning Advisory Commission. Upon motion made by Andy Leitch, seconded by Hub Nordgren and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on February 22, 1978 a resolution was passed requesting Douglas County act as the authorized agent of Otter Tail County for the con- struction of base and bituminous surfacing on CSAH #64, under C.P. 78:64, and WHEREAS the above contract has now been completed tothe satis- faction of the County Board at a .total cost of $19,297.19 for Otter Tail County's portion, NOW, THEREFORE, BE IT RESOLVED, the Co~nty Auditor is hereby authorized and directed to issue a warrant in the amount of $2,920.05 payable to Douglas County as final pa~ent for this work. ATTEST: _Clerk Upon motion made by Bert Hovland, seconded by John Snowberg and carried·, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that The County of Otter Tail enter into an agreement with the State of Minnesota, Department of Puplic.Safety for the following purpose to-wit: To provide authority for the county to receive.from the State of Minnesota, Department of Public Safety, ALERT J3A portable breath test unit or units on a loan basis. The unit or units are to be used by county law enforcement officers to assist them in detection of motorists who may be in violation of Minnesota Statutes Section 169 .121. BE IT FURTHER RESOLVED that the Board Chairman and County Auditor be and they hereby are authorized to execute such agreement. ATTEST: Clerk Upon motion made by Bert Hovland, seconded by John Snowberg and carried, the following resolution was adopted: RESOLVED by the Board of County Commissbners of Otter Tail County Minnesota, that Effective January 1, 1980, no ·pre·liminary plat shall be scheduled for public hearing that requires earth moving and/or road con- struction un_less an application for a special use permit is submitted to : . ATTEST: - Clerk Upon motion made by Hub Nordgren, seconded by Bert Hovland and ' . carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota that Effective January 1, 1980, all final plat plans shall be.-·sub- mitted to the Land& Resource Management Office at least two (2) weeks before · the next regularly scheduled County Board meeting, as required in the current Otter Tail County Subdivision Control Ordinance, III Procedures, C.l. ' -, RESOLVED by the Board Of County Corilmissioners of Otter Tail County Minnesota, that WHEREAS the County Board, on the 10th day of April, 1979 accepted the bid of Anderson Bros. Construction, Fergus Falls, Minnesota in the amount of $370,245.00 for the general construction of the new· government services .building, and WHEREAS the above contract has now been completed tothe ·satisfac~ tion of the County Board at a total· cost of $377,965.6~, an increase of $7,720.67 due to change orders, NOW, THEREFORE, BE IT RESOLVED the County Auditor is hereb~J in- structed to issue a warrant inthe amount of $55,270.64 to Anderson Bros. Const., . Inc., Fergus Falls, Minnesota in final payment thereof, with $1,000 withheld for minor alterations and repairs. Dated at Fergus Falls, Minnesota this 18th day of December, 1979. I " Motion was made by Sydney Nelson, secoDded by Hub Nordgren and carried, to approve a preliminary plat of Mielke Beach, to be located in Section· 15 -135 -39, with the road connecting with County Road #14, and approve an application for special use permit for construction of the road to servethe proposed subdivision. Motion was made by Andy Leitch, seconded by John Snowberg and carried, to approve payment of $1,496.36 to Monroe Calculator Company, Morristown, New Jersey, for fonr;calculators purchased by the treasurer's office. Motion was made by John Snowberg, seconded by Sydney Nelson and carried, with Andy Leitch and Hub Nordgren voting "no", to increase the 1980 salary of the County Engineer1by; 6%, ov~r · the .1979 salary. Motion was made by John Snowberg to increase the 1980 County Commissioners' salary by· 5.% over. the '1979 salary. a second. rh~ motion failed for lack of Motion was made byHub Nordgren, seconded by Bert Hovland and carried, to approve all salary schedules as presented and adjusted, except for the highway department and the sheriff's department. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, to authorize a transfer of funds in the amount of $37,589.68 from the County Building Fund to the Human Services Fund to cover previous transfers from Human Services to Project Revenue Account in the amount of $34,537.35 and the Nursing Home Account in the amount of $3,052.33. Motion was made by John Snowberg, seconded by Bert Hovland and carried, with Andy Leitch voting "no", to increase the on-sale liquor license fee from $1,500 to $2,000 annually, effective January 1, 1980. Motion was made by Andy Leitch, seconded by Hub Nordgren and carried, with John Snowberg voting "no", to increase the rental fee of Field Abstract for office space in the County Recorder's office from $200.00 monthly to $300.00 monthly commencing January 1, 1980.
