OF THE
BOARD OF COUNTY COMMISSIONERS
-OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of'. County Commissioners of
Otter Tail County Minnesota met at 9:30 a·.m., Tuesday, November 6, 1979, all mem-
bers present.
The Board, having previously adverti~ed for bids to be received
for bridge replaament, proceeded to open bids which were found to be as follows:

After consideration, motion was made by Hub Nordgren, seconded by
Andy Leitch and carried, to award the bid for S.A.P. 56=599-24 to Landwehr Heavy
Moving, In~., St. Cloud, MN inthe amount of $21,402.00, it being the lowest bid.
Motion was made by Hub Nordgren, seconded by John Snowberg and _carried, to award
the bid for S.A.P. 56-599-27 to Ackling Construction, Perham, MN, in the amount of
$31,024.88, it being the lowest bid.
The Board, having previously advertised for bids to be received
for one automobile to be used by the sheriff's department, proceeded to open bids
which were found to be as follows:

ried, to table awarding of the bid until Wednesday,/November 7th, 1979.
Motion was made by Andy Leitch, seconded by Bert Hovland and car-
ried, to accept the recommendation of the county sheriff and increase the charge
for boarding of prisoners as follows:
$20.00 perday for out of county committing jurisdictions
$10.00 per day for in county committing jurisdictions

Douglas Ackling, Perham appeared before the Board with a proposal
for the rent of office space in the City of Perham
Motion was made by Hub Nordgren, seconded by John Snowberg and car-
ried, to approve an increase of rental fees for the highway garage and storage in
the City of Henning to $200.00 and $75.00 for the sign shop, commencing December 1,
1979.
Motion was made by. Andy Leitch, seconded by JohnSnowberg and carried,
to convey, _by quit claim deed, a portion of~ coun~y highway -right-of-way property
along County Road #82 to the City of Dalton and the chairman of the board and county
auditor are authorized to execute the proper documents on behalf of Otter Tail County.
Motion was made by Hub Nordgren, seco:nded by John Snowberg and carried,
with Bert Hovland and Andy Leitch voting "no", to reduce the roadside mowing to two
swaths only.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried,
to install a larger culvert and drainage _system in County Ditch #41 in the City of
New York Mills.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried,
to grant approval to Fred Flatau for the transfer by metes and bounds description of
a parcel in Government Lot 4, Section 3 -136 -40, provided, however, there will be
no more splits on said property.
Gladen Construction appeared before the Board with a request for ad-
justment of liquidated damages on S.A.P. 56-598-01 and S.A.P. 56-610-05, to be con-
sidered by the County Engineer.

Upon motion made-by ~ndy Leitch, seconded by Bert Hovland and car-
ried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS the Otter Tail County Court Service Department surveyed
county officials including the District Court Judge, two County Court Judges,
the County Attorney, the Sheriff, .the Chief of Police in the City of Fergus Falls
the the Court Services, and
WHEREAS the survey indicated no significant _interest shown in the
Community Corrections program,
NOW, THEREFORE~ BE IT RESOLVED, Otter Tail County is neither at
the present time nor in the foreseeable future interested in participating in the
Community Corrections program,
BE IT FURTHER RESOLVED, any funds earmarked for Otter Tail County
be released and made available to other counties who would like to enter the· act.

Upon motion made by Hub Nordgren, seconded by Bert Hovland and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS on June 5, 1979, the Board accepted the bid of Mark Sand
& Gravel Co., Fergus Falls, MN inthe amount of $1,138,652.95 for bituminous fur-
facing on CSAH #11, #52, #81, #iO, C.R. #116, #136, Twp. and 79:MM, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost.of $1,004,643.40, a decrease of
$134,009.55 due to the decrease of township work and l~fS maintenance material
required,
NOW, THEREFORE, BE IT RESOLVED, th~ County Auditor is hereby .. i:

authorized and directed to issue a warrant in the amount of $200,756.66 to
Mark Sand & Gravel Co., Fergus Falls, Minnesota as final payment for this work.

Upon motion made by Sydney Nelson, seconded by John· Snowberg and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U .. S. Fish and Wildlife Service,
dated May 23, 1962, certification by the County Board of Commissioners for acqui-
sition of lands by the U. S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U. S. Fish and Wildlife Service
met withthe Board of Commissioners of Otter Tail County on November 6th, 1979,
and informed said Commissioners that a waterfowl easement had been secured from
Mr. and Mrs . Eldon L. MorEY, et al, on Lot 2, Section 31 -13 5 -41,
NOW, THEREFORE, BE IT HEREBY RESOLVED, the Otter Tail County Board
does hereby approve the aforementioned waterfowl acquisition by the U.S. Fish
and Wildlife Service, provided, however, thereare no objections from the Star Lake
Town Board.

WHEREAS on April 10, 1979, the bid for mowing Area A was
awarded to Arnold Bennett, Route· #3-, Frazee,'. Mr in the. amount of $8,139.56, and
WHEREAS the above c~mtract has now -been, comfleted to the satis-
faction of the Comity Board ·at a total ·cost of $8,139.56, ·
NOW, THEREFORE,_ BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a ·warrant 'inthe'amount of $813.96 payable to
Arnold Bennett, Frazee, MN as final payment for this work.

RESOLVED by the Board of County Commissioners of Otter Tail
. County Minnesota, that
WHEREAS on May 22, 1979, the bid for mowing Area B was awarded
to Thomas Benson, Route #2, Henning, MN inthe amount of $9,095.12 and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $8,668,63, a decrease of $426.49
due to a deduction of 3.46 miles of mowing on CSAH #62 because of construction
and also $140.00 for liquidated damages,
Now·, THEREFORE,' BE IT RESOLVED, the County Audi tor is hereby
authorized and directed to issue a warrant in the amount of $740.86 payable to
Thomas Benson, Henning, MN as final payment for this work.

-WEDNESDAY'S SESSION -
Pursuant to adjournment;the·Board of County Commissioners of
Otter Tail County met at 9:30 a.m., Wednesday, November 7, 1979, all members pre-
sent.
George Walter, Perham, appeared before the Board with a proposal
for office space in the City of Perham. No action taken.
The H. R. A. Commission and director appeared before the Board
requesting additional office space. No action taken.
Representatives of the Regional Development Commission appeared be-
fore the Board relative to the Land-Use Planning Grant. Motion was made by Andy
Leitch, seconded by Hub Nordgren and carried, to authorize the Chairman of the
Board to sign said grant agreement on behalf of Otter.Tail County.
Motion was made by Andy Leitch, seconded by John Snowberg and car-
ried, to make application for grant for additional land acquisition at Phelps Mill.
Motion was made by Hub Nordgren, seconded by John Snowberg and car-
ried, authorizing the County Engineer to advertise for bids to be received until
9:30 a.m., Tuesday, December 4, 1979, for the following:
(1) CONSTRUCT CONCRETE ARCH CULVERTS: S.A.P. 56-599-34, Bridge replacement
with one line of 169" span RCP-A Culverts over South Bluff Creek
(2) CONSTRUCT CONCRETE ARCH CULVERTS: S.A.P. 56-599-35, Bridge replacement
two lines of 138" span RCP-A culverts over Oak Creek
( 3) CONSTRUCT CONCRETE ARCH CULVERTS: S.A.P. 56-599-36, Bridge replacement
one line of 169" span RCP-A culverts over South Bluff Creek
(4) CONSTRUCT CONCRETE BOX CULVERTS: S.A.P. 56-599-37, Bridge replacement ·,,

Car bids received November 6th were brought up for final action.
Motion was made by John Snowberg, seconded by Andy Leitch and carried, to accept
the bid of Fergus Dodge, Fergus Falls, MN in the amount of $7,071.15, it being
the lowest bid.
Motion was made by.Andy Leitch, seconded by John Snowberg and
. ,; . carried, authorizing the County Treasurer to cancel all 'outstanding checks through
the year 1972.
Upon motion made by Hub Nordgren, seconded by Andy Leitch and
carried, the following resolutions were adopted:
RESOLVED by the Board of County Commissioners of Otter Ta_il County
Minnesota, that
WHEREAS, the County of Otter Tail has applied to the Commissioner
of Transportation for a grant from the Minnesota State Transportation Fund for the
construction of Township Bridge No. 95170 over Blue Creek, and;
WHEREAS, the application for the grant has been reviewed by the
West Central Regional Development Commission, and;
WHEREAS, the amount of the grant has been determined to be
$29,569.88 by reason of the lowest responsible bid,
NOW, THEREFORE, BE IT.RESOLVED, that the County of Otter Tail

does hereby affirm that any cost of the bridge in excess of the grant will be
appropriated from funds available to the County of Otte~ Tail, and that any grant

monies appropriated for the bridge but not ·req·~ired, ba~ed on· the final estimate,
~ . shall be returned to the Minnesota State Transportation Fund.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, the County of Otter Tail has applied tothe Commissioner
of Transportation for a grant from the Minnesota State Transportation Fund for
the construction of Township Bridge No. 95067 over Rock Creek, and;
WHEREAS, the application for the. grant has· been reviewed by -the
West Central Regional Development Commission, and; ·_
WHEREAS, the amount of the grant has been determined to be
$18,~45.00 by reason of the lowest responsible bid,
NOW, THEREFORE, BE IT RESOLVED, that the County of Otter Tail
does hereby affirm that any cost of the bridge in excess of the grant will be
appropriated from funds available to the County of Otter Tail, and that any
grant monies appropriated for the bridge but not required, based on the final
estimate, shall be returned to the Minnesota State Transportation Fund.

Upon motion made by Hub Nordgren, seconded by Bert Hovland and
carried, the following resolution was adopted:
WHEREAS, Provision is made. in the Minnesota Statutes 1971, Section
18,231, Subdivision 1, the Board of County Commissioners when requested by the Com-
missioner of Agriculture, shai1 appoint a county agric·u1 tural inspector, who shall
meet qualifications prescribed by the commissioner of agriculture, whose duties
shall be to see that the provisions of-all laws and regulations dealing with weed
control and seed inspection are carried out; to participate in insect and plant
disease, pesticide, feed and fertilizer programs.
WHEREAS, the Commissioner of Agriculture has requested on the 14th
day of September, 1979 such appointment by the County Board of Otter Tail County,
NOW, THEREFORE, BE IT RESOLVED that Alva Krekala whose address is
New York Mills, MN and whose telephone number is 218 385 3004, is hereby appointed
from January 1, 1980 to December 31,_1980 at a salary of $473,20 mon~hly, plus
longevity.
BE IT FURTHER UNDERSTOOD that Alva Krekala may attend the Annual
County Agricultural Inspectors' Short Course and other district conferences held
during the year.
BE IT FURTHER RESOLVED, that a copy of this resolution shall be
forwarded to the Commissioner of Agriculture, 90 West Plato Blvd., Saint Paul,
Minnesota 55107.

The Board reviewed all applications received by the County Auditor
for the position of custodian forthe courthouse. After viewing applications, the
County Auditor was instructed to call in various individuals for personal interviews
with the ·following appearing: Thomas Hardyman,.Howard Koeppen, Larry Rosentreter,.
Donald Pederson,
and William Helland. Upon completion of all interviews, motion was made by Bert
Hovland, seconded by Hub Nordgren and carried, to appoint Howard Koeppen as head
custodian at a monthly salary of $1,000; to be negotiated at the end of a six month
probationary period; William Helland to be hired as an assistant custodian at
$880 .00 per month and Larry Rosentreter to be hired as· an assistant custodian at
$780.00 per month, both at six month probationary period.
