Home My WebLink AboutBoard of Commissioners - Minutes - 10/23/1979MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 1:00 p.m., Tuesday, October 23, 1979, all members present. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, instructing the County Auditor to write to the Executive Director of the Minnesota Pollution Control Agency requesting the hearing scheduled for the -15th of November in Detroit Lakes for the proposed amendment r'elative to sanitary landfill operations for sparsely populated areas be re-scheduled because of a conflict of dates with the annual meeting of the Association of Minnesota Counties. Resolutions from the City of Vergas and the Township of Hobart re- questing to be removed from the Northeast Otter Tail Sanitary Landfill District were read to the Board. Motion was made by Bert Hovland, seconded by John Snowberg and carried, instructing the County Auditor to fire said resolutions. Motion was made by Hub Nordgren, seconded by .John Snowberg and carried, to approve the plat of 2nd A\id 'n to Coney Islc:j_nd Acre.s, located in Section 33 -133 -39. Motion wasmade by Sydney Ne],,~on., seconded by Hub Nordgren and carried, to approve a preliminary plat of Pioneer Acres, to be located in Section 36 -135 -39. ,•; .• / I Motion was made by John Snowberg, seconded by Bert Hovland and carried, to close the courthouse on Christmas Eve Day, December 24, 1979. Motion was made by John Snowberg, seconded by Andy Leitch and carried, to approve payment in the amount of $3,296.36 to Glenn W. Cording Associates, Inc., for professional services in connection with the government services building. Motion was made by Sydney Nelson to negotiate for the purchase of the Perham Jobbing building in the City of Perham, subject to approval of the County Court. The motion failed for lack of a second. Upon motion made~by_Andy.Leitch, seconded by.Bert Hovland and carried, the following resolution was adopted: RESOLVED by the , Board of County. ·commissioners of Otter Tail County Minnesota, that WHEREAS, in accordance with a Procedural Agreement between the Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Ser- vice, dated May 23, 1962, certification by the County Board of Commissioners for acquisition of lands by the U. S. Fishand Wildlife Service is requested, and WHEREAS, representatives of the U.S. Fish and Wildlife Service met withthe Board of Commissioners on October 23, 1979, and informed said Com- missioners that a waterfowl easement had been secured from Mr. and Mrs. Iver A. Harison, on the W1~SE¾, N½SW¾ of SEction 35 -131 -41, NOW, THEREFORE, BE IT RESOLVED the County Board does hereby approve the aforementioned easement acquisition by the U. S. ATTEST: Clerk ' Upon motion made by Bert Hovland, seconded by Andy Leitch and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on October 10, 1978 the County Board accepted the bid of Mark Sand & Gravel Co., Fergus Falls, Minnesota in the amount of $535,054.00 for grading, bituminous surfacing and aggregate shouldering on CSAH Old #52, between CSAH #10, NW of Carlisle and CSAH #24 in Rothsay, and WHEREAS the above·contract has now been completed tothe satisfac- tion of the County Board at a total cost of $560,326.30, an increase of $25,272.30 due to additional excavation and bituminous materials needed, NOW, THEREFORE, BE IT RESOLVED, theCounty Auditor is hereby authorized and directed to issue a warrant inthe amount of $5,603.26 payable to Mark Sand & Gravel Company, Fergus Falls, Minnesota as final payment for this work. WHEREAS the above contract has now peen completed to the satis- faction of the County Board at a total cost of $7,692.48, NOW, THEREFORE~ BE:. IT RESOLVED·, the County Audi tor is hereby ~ authorized and directed to issue a warrant inthe amount of $769.25 payable to Carl Wallevand, Vining, MN, as final payment for this work. ATTEST: Clerk Upon motion made by Bert Hovland, seconded by John Snowberg and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS the City of Elizabeth has made application to the F.H.A. for assistance for the construction of a new water system, and WHEREAS approval by the Otter Tail County Board of Commissioners is necessary before application by the City can be made, NOW, THEREFORE, BE IT HEREBY RESOLVED, because Otter Tail County has no;-· over-all sewer & water plan, the County Board offers no objection to the construction by the City of Elizabeth for a .new water system and thereby approves said application. ATTEST: Clerk : '~ ~ ~' ~'f .. _j; '\ Upon motion made by Bert Hovland, seconded by John Snowberg and carried, the following resolution was adopted: RESOLVED by the Board of County Commissionersof OtterTail County Minnesota, that WHEREAS, the 1979 Minnesota Legislature passed Chapter 324 en- titled "Community Social Services Block Grant" and, WHEREAS, this act provides that the funds for programs under the Community Social Services Block Grant are to come to the county board, and WHEREAS, the county board is respons_ible for administration, plan- ning and funding community social service programs, and WHEREAS, the county board shall appoint a Community Social Services Director, and WHEREAS, the county board may delegate social services and income maintenance program respensibilities as well as community social services funds, and WHEREAS, the county board must designate an agency to provide services under the Hospitalization and Commitment Act, NOW, THEREFORE, BE IT RESOLVED that the County Board of Commissioners of Otter Tail County, Minnesota in session this 23rd day of October, 1979 does hereby designate (Chapter 253A) the Otter Tail County Department of Social Services 1. The Otter Tail County Human Services Board shall be established as the agency to receive all funds under the Community Social Services Act 'for deposit in the Otter Tail County Human Services board funds in the appropriate accounts. 2~ That the Otte~Tail County Huma~ Services Board shall be respon- sible for administration, planning, and funding the Community Social Services Act thru the Otter Tail County Department: of Social,. Services. , · 3. That the county welfare director shall also be the Community Social Services director. 4. That the responsibility for administering the income maintenance and social service programs in Otter Tail County are delegated to the Otter Tail County Human Services Board thru the Otter Tail County Department of Social Services. 5. That the agency designated to carry out the responsibilities of the Hospitalization and Commitment Act is the Otter Tail County Department of Social Services (a department under the OtterTail County Human Services Board.
