Pursuant to Statute, the Board of County CODDDissioners·of Otter
·rail County met at 9:30 A.M.; Monday, July 9th, 1979., all members present.
Motion was.made by Bert Hovland, seconded by·John Snowberg and
carried; to approve Change Order No. M-1, with an addition of $1,942.00 on the
Government Services Building.
Motion was made py.John Snowberg, seconded by Andy Leitch and carried,
to approve payment in the amount of $5,861.53 to Glenn· ·W-. Cording Associates, Inc.,
for architectural services on the Government Services Buildi_ng accrued to date.
The Board, having previously advertised for bids ~~i>e ~eceived
for the sale of a parcel of land located in the S½ of Section 36=132:..42, containing
1.89 acres, proceeded to open bids which were found to be as follows:
Dennis Delzer, Dalton, Minnesota $110 .oo
Motion was made by Andr;Leitch, seconded by John Snowberg and car.-
ried, to accept the bid of Denniso,lzer, Dalton, Minnesota in the amount of $110.00,
it being the only bid.
A discussion was held,relativeto the resort sign program. No
action taken.
Motion-was made by John Snowberg, seconded by Hub Nordgren and
carried, to share the cost with the'City of Deer Creek of repairing damage to a
water main in the Ciiy of Deer Creek; caus~-·by ·road construction.
The matter of bids received at·the Board of·Hmnan Services meeting
on JuJy .i 5th for fumishings for· the new government -sen.ices--building ·was brought
up for final action. Motion was mad~:by John,Snowberg, seconded by-Bert Hovland
and carried, to accept the bids on recommendation of Roland Winterfeldt for chairs
from Victor Lundeen tr C"o., Fergus Falls, in _the amount of $8,512.00 and desks,
folding tables and lateral files from Cooper's Office Supply, Fergus Falls in the
amount of $10,314.88.
Motion was made by Hub Nordgren, seconded by John Snowberg and
carried, to grant special aid to the Township of Folden in the amount of $500.00
for road repairs.
A delegation of persons from Maine Township appeared relative
to the Waters~reet Bridge which is to be replaced. No action taken.
Milton Seifert, together with his attorney, Charles Krekelberg,
appeared before the Board requesting the use ~f Industrial Revenue Bonds for a
proposed development in Dunn Township. A motion was made by Bert Hovland to
approve a resolutinn calling for said bonds. The motion was seconded.by Sydney
Nelson bu~ failed with Hub Nordgren, Andy Leitch and John Snowberg voting "no".
Motion was made by John Snowberg, seconded by Bert Hovland and
carried, to change the meeting of-July 24th from 1:00 p.m. to 9:30 a.m.
Motion was made by John Snowberg, seconded by Andy Leitch and
carried, to approve a split on a delinquent 1977 tax on the NE¼ NW¼, ex. tr.
36-133-43, allowing Doyle Tomb.ave to pay the tax on the portion retained by
him.
Motion was made by Andy Leitch, seconded by Hub Nordgren and
carried, instructing the Board Chairman and the County Engineer to meet with
the Cowtcil members of ·the City of New:. York Mills in· an attempt to resolve
problems resulting from street work,, c':11'b & gutter, etc., in the City of New
York Mills.
The Coun.ty Sher~ff presented proposals to the County Board for

the purchase of a car for the use of the Sheriff's Department. . Motion was
made by John Snowberg, seconded by Hub.Nordgren and carried with Andy Leitch
voti_ng "no'.', to purchase and authorize payment_ upon delivery of a 1979 Dodge
•·.
Aspen, 4 dr sedan in the amount of $5,640.00.
Motion was made by John Snowbe_rg, seconded by Andy Leite h and
carried, to approve-change orders No. G-1 in the amount of $457.24 and G-2 in
the-amowtt of $6,244.80 on the government services building.
Upon motion made by Hub Nor_dgren, seconded by Andy Leitch and
carried·, the following resolution was •dopted: •

BE IT RESOLVED that the Commissioner of Transportation be and he hereby
is authorized and requested to .take such steps and perform such acts on behalf
of the County of Otter Tail as may be'neceSsary to have the construction and
improvement of the roads and bridges, hereinafter described, properly approved
by the :Federal Hi,ghway Ad_mini_str:a.tor as Federal-Aid assisted projects eligible
for the expenditure of federal funds thereon, and eligible for present construc-
tion and the letting of contracts therefor.
Replacement of the following existing deficient bridges:

carried, the following resolution was adopted:

bid of Donald Conroy Construction Company, Dumont, Minnesota in the amount
of $44,942.50 for S.A.P. 56-599-03, and
WHEREAS the above contract has now been completed to the
satisfaction of the County Board at a total cost of .$45,23:0.75, an increase
of $338.25 due to additional payment for finishing work that was to have been
completed by the grading contractor,
NOW, THEREFORE BE IT RESOLVED, the County Auditor is hereby
authorized and directed to.issue a warrant in the amount of $5~099.58 payable
to Donald Conroy Construction Company, Dumont, Minnesota as final payment
for this work.

. WHEREAS, Otter Tail County has previously agreed to act in
behalf of the City of Perham in obtaining funds for the Perham Bicycle
Trail, and
WHEREAS, the contt:"act for this work has been satisfactorily
cqmpleted.
NOW THEREFORE BE IT RESOLVED that Otter Tail County does
approve the final payment to the contractor on this project.

carried, the following res~lution was adopted:

County Minnesota, that
WHEREAS, Myron T. Duhn, personal representative of the estate
of Bessie Carlson, has made application to repurchase the followi_ng described
property:
Lot 10 & W SO' of 11 & 12, Block 2.and vacated 1/2 st. adj.
H. Pickets Add'n to the City of Fergus Falls
said property having forfeited to the State of Minnesota on October 27, 1978,
for non-payment of the 1972 tax and subsequent years, and
WHEREAS the above applicant has agreed to pay the sum total
of $2,425.50, the amount of aggregate delinquent taxes~ assessments, penalties,
costs and interest,
NOW, THEREFORE BE IT HEREBY RESOLVED the County Board approves

Minnesota Department of Natural Reosurces and the U. s. Fish.and Wildlife Ser-
vice, dated May 23, 1962, certification by the County Board of Connnissioners
for acquisition of lands by the U. s. Fish and Wildlife Service is requested, and
WHEREAS representatives of the U. s. Fish and Wildlife Service
met with the Board of Commissioners of Otter Tail County on July 9, 1979 and
informed the Commissoners that waterfowl easements had been secured from the
following persons:

Representatives of the Otter Tail County Historical Society
appeared before the Board with their budget request for the year 1980. After
discussion, motion was made by Andy Leitch, seconded by Bert Hovland and carried,
to grant an appropriation of $22,696.00 for the Otter Tail County Historical
Society, for the year 1980.
Motion was made by Hub Nordgren, seconded by John Snowberg and
carried, to table action on a request for a liquor license for James Klemick
and Werner Knapp.
A letter of request for an abatement of penalty on a late pay-
ment of tax from Arnold D. Mickelson was read before the Board. Motion was made
by Andy Leitch, seconded by John Snowberg and~~arr~ed, to deny said request.
Motion was made by Hub Nordgren, seconded by Andy.Leitch and
carried, to authorize payment of funds received by.the County·from Social Ser-

vices Block Grants, under Minnesota Laws of 1979, Chapter 324, directly to
the Otter Tail County Hman Services funds.
Pro~osals were received by the District Court Judge for air-
conditioning of the District Court Room, and presented to the County Board.
Upon motion made by Andy Leitch, seconded by John Snowberg and carried, the
proposals of Knutson Heating & Air Conditioning, Fergus Falls, Minnesota in
the amount of $4,625.00 for phase #1 and $4,750.00 for phase #2 were accepted.
Motion was made by Andy Leitch, seconded by John Snowberg and
carried, to deny mileage reimbursement for the county's H.R.A. office request
of 17¢ per mile and the office was instructed to resubmit at lSf per mile for
their June mileage reimbursement.
Motion was made by John Snowberg, seconded by Bert Hovland
and carried, to accept the following County Auditor's report of taxes levied
for county purposes for the ~urrent year, amounts collected to date and
balances W1collected, etc.:

-TUESDAY'S SESSION -
Pursuant to adjournment, the Board of County Conunissioners met
at 9:30 A.M., Tuesday, July 10th, 1979, all members present.
Motion was made by Bert Hovland, seconded by Andy Leitch and
carried, to re-appoint Harold Marty to the Board of Directors of the Buffalo-
Red River Water Shed District.
Pursuant to notice,,•:;~ hearing'..was-held· for: the purpose of
determining the need of an ordinance to regulate and limit the use of Pelican
. . ' Lake, located in Dunn and Scambler Town~hip, for water: skiing:·purposes. After
considerable discussion and listening to ~he various intereste4 parties, motion
was made by Bert Hovland to allow a gra~e period until August 21st to resolve
problems without an ordinance. The ·motion was seconded by Hub Nordgren and carried.
The Board, having requested proposals for a public address system
in the courthouse, accepted the proposal of The Photo Center, Fergus Falls,
Minnesota at a cost of $3,256.10, plus music supply and volwne control, upon
motion made by Andy Leitch, seconded by Bert Hovland and carried.
Representatives of the Senior Citizens Center in the City of New
York Mills appeared before the Board requesting diagonal parking on the north
iide of the street of the Senior Citizens Center in New York Mills. Motion was
made by Sydney Nelson, seconded by John Snowberg and carried, to request the
Minnesota Department of Transportation explore the possibility of diagonal parking
at said location.

carried, to approve the budget in the amount of $1,254,~20 for the Human Services.

Motion was made by Bert Hovland, seconded by Jqhn Snowberg and
carried, with Andy Leitch and Sydney Nelson voting "no", to delay action until
August 8th on preliminary plats of Pine Wood, Located in Section 21, and Ever-
green Hills, located in Sections 15 I 16 in Scambler Township.
Representatives of the Northeast Otter Tail County Landfill
appeared before the Board requesting the establishment of. a solid waste manage-
ment service area. Upon motion made by Sydney Nelson, seconded ·by Hub _Nordgren
and carried, the County Auditor was instructed to set a hearing for 8:00 P.M.,
Thursday, August 2nd in the 4-H Building in Perham, and publish notice thereof,
for the purpose of establishing the boundaries of·a solid waste management service
area, including in whole or in part the following townships and cities: Blowers,
Bluffton, Butler, Candor, Corliss, Dead Lake, Dora, Edna, Gorman, Hobart, Homestead,
Newton, Paddock, Perham, Pine Lake, Rush Lake, Star Lake, Otto, Bluffton City,
Dent, New York Mills, Perham City, Richville and Vergas.
