BOARD OF COUNTY-COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Taila CoWlty met at 9:30 A.M., Tuesday, June 5, 1979, all members present.
The Board, having previously advertised'for bi.ds to be received
for the sale of the.Otter·Tail CoW1tyNursing Home, located in Amor Township,
proceeded to open bids which. were found to be as follows:
Mark Mandel & Marc Liebhaber, Golden Valley, Minnesota
Marvin R. Burton & Amold Soskin, St. Louis Park, Minnesota

After determination·bythe Assistant CountyAttomeythe bids
were firm, with attached sureties, the bidders were allowed to raise their bids
orally. Ron Burton of Geri-Care,_ INc., raised his bid to $800,000.00 provided
addendums 2 or 3 of his bid, calling for a time payment plan be accepted. · ,·,
Thereupon motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to not accept addendum 2 and 3, accepting only cash payment. 1Thebid of.Burton
of Geri-Care, Inc., was then waived. After formal cash payment bidding was
received, motion was made by John Snowberg, seconded by Hub Nordgren and
carried unanimously, to accept the bid of $700,000.00 from Mark Mandel 6 Marc
Liebhaber, Golden Valley, Minnesota, it being the highest bi.d.
The Board, having previously advertised for bids to be received
for g_rading and aggregate stirf acing, under s. A. P. 56-633-04, proceeded to open
bids which were found to be as follows:

After consideration, motion was made by Andy Leitch, seconded by

Fergus Palls, Minnesota, in the amount of $272,215.80, it being the lowest bid.
The Board, having previously adverti.sed for bids to be received
for bituminous surfacing, under S.A.P. S6-611:...os, proceeded to open bids which
were found to be as follows:

After consideration, motion was made by John Snowberg, seconded by
Bert Hovland and carried, to accept the bid of Starry Construction Co., Inc.,
Long Prairie, Minnesota in the amount of $212,811.40, it being the lowest bid.
The Board, having previously advertised for bids·to be received
for highway striping, mtder C.P. 79:H.S., proceeded to open bids which were fotmd
to be as follows:
Traffic Marking Service, Inc., Buffalo, Minnesota $33,592.50
After consideration, motion was made by John Snowberg, seconded by
I • Andy Leitch and carried, to.accept the'bid of-Traffic Marking Service, Inc.,
Buffalo, Minnesota in the amount of $33,592.50, it being the only bid.
Representatives ~of the:tund-Ame~ica Boat Works of New York Mills
appeared before the Board relative to a drainage problem near old Highway #10.
After considerable discussion, motion was made'by Sy~ey Nelson, seconded by
Hub Nordgren and carried, to participate fifty percent (50%), or a $5,000 maximum
w~th the City of New York Mills to correct.the problem, with the City of New York
Mills negotiating the work to be done.
The County Sheriff appeared before the Board relative to ventilation
·k
of the county jail. Motion was made by Andy Leitch, seconded by John Snowberg and
carried, to accept a proposal from lCnutson·Heating & Air Conditioning, in the amount
of $1,795.00, plus $6S0,00 for wiring,,for ventilation.
Proposals received by· Kenyon E. Rudd, Clerk of District Court, for
redecorating theClerk"s office were presented to the Board for consideration.
After consideration, motion was made by JohnSnowberg, seconded by Hub Nordgren
an~ carried, to accept the quotation of Bob"s Construction, Pelican Rapids, Minne-
sota in the amount of $799.70.
Motion was made by Andy Leitch, seconded.by Bert Hovland and
carried, to·approve payment of$197.32 to the· Association of Minnesota Counties
for Otter Tail Co1D1ty's share of the Minnesota Counties Computer Cooperative
contract. ,
Motion was made by Andy Leitch, seconded by Hub Nordgren and
carried, to approve payment to Dave's Backhoe Service, Roue 2, ·Underwood, Minnesota
in the amount of·$2S.OO, out of the County·Ditch Fmd,.for cleaning ditch #37
into Bass Lake.

carried, to· approve payment in the amomt ·of,'$S,581.00 torMinriesota Motor Company,
Fergus Falls, Minnesota for an automobile recently purchased by the Sheriff's
Department authorized May 22, 1979, on proposals received.

Upon motion made by Bert Hovland, seconded by John Snowberg and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Ser-
vice, dated May 23, 1962, certification by the County Board of Commissioners for
acquisition of lands by the U.S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the u. S. Fish and Wildlife Service
have met with the Board of Commissioners and informed the·commissioners that a
waterfowl easement has been secured from certain individuals on lands described
as follows:

Harold Skistad of the West Otter Tail Soil & Water Conservation
District appeared before the Board relative to the 1980 budget for the District.
Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to table

action until the meeting of the Board on the 18th of June, 1979.
Motion was made by Bert Hovland, seconded by John Snowberg and
carried, to increase the assessment charge by the County Assessor for assessing
local units to $2.80 per parcel in 1980 and $3.00 in 1981.
Motion was made by Hub Nordgren, seconded by Andy Leitch and
carried, to approve an application of Luella R. Karn, Scambler Township, for
the refund of a duplicate payment of the first half of the 1979 tax on Lot 2,
Oakhaven Beach, subject to approval by the State Department of Revenue.
Motion was made by John Snowberg, seconded by Hub Nordgren and
carried, to transfer a 1974 Dodge currently being used by the County Engineer's
Department to the Sheriff's Department.
Motion was made by Andy Leitch to call for bids for two cars for
use by the Sheriff's Department~ The motion was seconded by John Snowberg but
failed, with Hub Nordgren, Bert Hovland and Sydney Nelson voting "no".
Motion was made by Bert Hovland to advertise for bids for one
car for the Sheriff's Department for a pursuit car and get quotations on a car
..
for paper service. The motion was secpnded by Hub Nordgren and carried, with
Andy Leitch and John Snowberg voting "no".
Moti~ was made by.Bert Hovland, seconded by John Snowberg and
carried, to set a hearing for July 10th, at 10:00 A.M. to consider an ordinance
calling for restrictions on water skHng on Pelican Lake in Dunn and Scambler
Townships.
Motion was made by John Snowberg to increase mileage to 16¢ per
mile beginning July 1st, with an additional lt increase January 1, 1980. The
motion was seconded by Hub Nordgren and carried, with Andy Leitch voting "no".
Upon motion made by Hub Nordgren, seconded by Andy Leitch and
carried, the County Engineer was authorized to.advertise for bids to be received
until 9:30 A.M., Monday, July 9th, 1979, for road construction in the City of
Bluffton.
Upon motion-made by Qert· Hovland·, seconded by Hub Nordgren and
carried, the following resolution was adopted:

WHEREAS, the Minnesota_Housing Finance Agency, State of Minnesota,
.... ' has been authorized 1.Dundertake a program to provide gr~ts for funds to property
owners for the purpose of housing rehabilitation; and
WHEREAS, Otter Tail Cotmty has developed an application as an
Administering Entity for-the Minnesota Housing Finance Agency Home Improvement
Program; and
WHEREAS, Otter Tail County has de~9nstrated the ability to per-
form-the required activities of the Minnesota1. Housing Finance Agency Home Improve-
ment Grant Program;
NOW,. _THEREFORE, BE IT RESOLVED, that Otter Tail Co\!llty_ is hereby
authorized to make application to the••!Minnesota Housing Finance Agency for a
grant of funds pursuant to the Home Improvement Grant Program;
BE.IT Fl!RTI:IER RESOLVEDthat·OtterTail County is hereby authorized
as an entity to be charged with the administration of funds made·available through
the Minnesota Housing Finance Agency Home Improvement Grant Program,·in the
CoWlty of Otter Tail.

Upon motion made by Andy Leitch, seconded by John Snowberg and
carried, the meeting was adjoumed until 9:30 A.M., Wednesday, June 6, 1979.
-WEDNESDAY'S SESSION -
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M. Wednesday, June 6, 1979, all members
present.
A delegation representing the East-Otter Tail County 4-H Clubs
appeared before the Board with a request for funds to assist in the construction
of a lunch stand at the East Otter Tail _County Fair Gromds. Upon motion made
by Hu~ Nordgren, seconded by Bert Hovland and carried, an appropriation in the
amount of $8,000 was granted to aid in construction of the lunch stand.
Motion was made by Andy Leitch, seconded by_Sydney N~lson and
carried, to terminate the lease spots-in the comty's parking lot on the corner
of Mill and Juniµsy, in the City of Fergus .Falls •. '
Motion was made by Hub Nordgren, seconded by John Snowberg and
carried, with Andy Leitch· and Syd~ey Nelson voting ~'no'', to accept a proposal

from Minnesota Motor, Fergus Falls, Mibnesota, in the amount of $5,957.19,

and authorize payment there-of upon delivery of a 1979 automobile for use by
the East Otter Tail County Extensi~ Service.
Representatives from various offices in East Otter Tail appeared
before the Board relative to office space··rented in the City of Perham. No
action taken.
Motion was made by Bert-Hovland, seconded by Hub Nordgren and
carried, to approve the plat of Country Oak Estates, located in Section 24 -133 -43.
Motion was made by Hub Nordgren, seconded by Bert Hovland and
carried, to rescind the motion of June 5th calling for advertising for bids
of road construction in the City of Bluffton.
Mr. and Mrs. Milton.Seifert along with their attorney, Charles
Krekelberg, appeared before the Board relative to the use of Industrial Revenue
Bonds for a proposed project in Dunn Township. No action taken.
Upon motion made by.John Snowberg, seconded by Bert Hovland and
carried, the following resolution was adopted:

vice, dated May 23, 1962, ce~ificat~o~ by th~ County Board.of CoDDDissioners
for acquisition of lands by the u. s. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U. s. Fish and Wildlife Service
met-with the Board of Commissioners on June ·6, 1979-and. i1fformed said Commi-
ssioners that a purchase agreement.had been secured from Mr. and Mrs. David W.
Huberty on part of the NE!.i of Section 31 -131 -43,
NOW, TI:IEREFORE BE IT RESOLVED; said Board does hereby approve
the aforementioned acquisition by the U. s. Fish and Wildlife Service.
