Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County, met Tuesday, April 10th, 1979, all members present.
The Board, having previously advertised for bids to be received ';'~

After consideration, motion was made by Andy Leitch, seconded by
John Snowberg and carried, to accept the bid of Elk River Concrete Products, Minnea-
polis, MN for concrete culverts in the amount of $22,616.90, being the only bid, and
the bid of H. V. Johnson Culvert Co., Circle Pines, MN in the amount of $13,017.90,
for steel pipe, being the lowest bid.
The Board, having previously advertised for bids to be received for

After consideration, motion was made by Hub Nordgren, seconded by
Bert Hovland and carried, to award the roadside mowing hids to the lowest bidder of
first choice: Arnold Bennett, Frazee, MN, Area A at $79.98, Carl Wallevand, Vining,
MN, Area Eat $72.00, Ellsworth Whipps, Balton, MN, Area Hat $70.32, Orlin; Johnson

Upon motion made ~y Hub Nordgren, seconded by Andy Leitch and
carried, the road mowing contracts for Areas G, land J are to be continued on
last ·-year's contracts.
Motion was made by Bert Hovland, seconded by John Snowberg and
carried, rutdy 'Lei,t-ch,. , voting nno", to, in line with union agreement and personnel
policy, close the courthouse on Good Friday.
· Motion was made by Hub Nordgren, seconded ·by Andy Leitch and
carried, :to grant permission to Jerome Wagner a variance of six (6) feet along
County Road #48 in Woodside Township.
Motion was made by Andy Leitch, seconded by Hub Nordgren and
carried, to grant a variance to the Aastad Lutheran Church to construct an addi-
tion within the 40' set back, on County Road #ll0, Aastad Township.
The Board, having previously advertised for bids to be received
for the construction of a social services building to be located in the City of

Upon motion made by John Snowberg, seconded by Andy Leitch and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on February 7, 1979, the County Board accepted the bid
of Kermit T. Bjorgum, Fergus Falls, Minnesota, in the amount of $6,800 for
Half-Section maps in Aurdal Township and Sverdrun To~mship, and
WHEREAS the above half-section maps have now been delivered to
the satisfaction of the County Bo~r~,
NOW, THERRFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the ~mount of $6,800.00 payable
to Kermit T. Bj orgum, _Fergus Falls, Minnesota in full payment thereof.

of Anderson Bros. Construction Co., for remodeling of the County Attorney's
office for the sum of $21,500.00, and
WHEREAS the above contract has now been completed to the satis-

·RESOLVED by the Board of County Commissioners of Otter Tail.
County Minnesota, that
WHEREAS the County Board on May 23, 1978 accepted the bid of Mark
Sand & Gravel Company, for bituminous surfacing on CSAH #41, #79, C.H. #114, CSAH
#2, #4 and #35, Twp. B-1, B-2, B-3, B-4, 78:MM-1 and 78:0pen in the amount of
$1,501,156.65, and
WHEREAS the above contracts have now been completed to the satis-
faction of the County Board at a total cost of $1,460,412,08, a decrease of
$40,744.57 due to less bituminous .material for prime coat, and liquidated damages
of $15,600.00,
NOW, THEREFORE BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $135,772.30 payable
to Mark Sand & Gravel Company, Fergus ·Falls, Minnesota as final !_'.)ayment for this
.work.

Upon motion.made by Sydney Nelson, seconded by John Snowberg and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on.June 1, 1978 the County Board accepted the bid of
Mark Sand & Gravel Company, Fergus Falls, Minnesota for S.A.P. 56-667-12 &
City Project 78:01, in the amount of $267,663.79, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $280,290.83, an increase of
$12,627.04 due to additional aggregate base and bituminous mixture, with li-
quidated damages amounting t.o ~1,600.00,
NOW, THEREFORE BE IT ~ESOLVED, the County Auditor fs hereby
authorized and directed to issue a warrant in the amount of $38,123.49 to.
Mark Sand & Gravel Company, Fergus Falls, Minnesota, as final payment for this
work.

carried, the following resolution was adonted:
RESOLVED by 'the Boar~ ,of County Commi~sio~ers of Otter Tail
County Minnesota, that
WHEREAS on June 7,-1978, the Co?nty Bpard accepted the bid of
Mark Sand & Gravel Company, Fergus Falls, Minnesota in the amount of $157,570.58
for grading, surfacing, curb and gutter, storm sewer, under S.A.P. 56-650-04, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $157,748.59, an increase of
$178.01 due to normal variation, with liquidated damages charged against this
contract in the amount of $400.00,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $16,401.32 payable
to Mark Sand & Gravel Company, Fergus Falls, Minnesota as final payment for
this work.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on January 23, 1979, the County Board accepted the bid
of Minnesota Motor Company, Fergus Falls, Minnesota for two walk-in van type
vehicles at a cost of $15,179.50, and·
WHEREAS the above vehicles have now been delivered to the satis-
faction of the County Board at a total cost of $15,179.50,
NOW, THEREFO!U: BE IT RESOLVED, the County Auditor is hereby
·authorized and directed to issue a warrant in the amount of $15,179.50 payable
to Minnesota Motor Company, Fergus Falls, Minnesota in full payment thereof.

Pursuant to published, posted and mailed notices, a hearing
was conducted on the Crystal-Lida Sewer_ project, with various interested
parties being heard. A petition from various property owners was presented
calling for the dismissal of proceeding·s and the County Audi tor. was instructed
to check. said.petition to see if the required 60% to dismiss proceedings were
contained therein. No action tak.en ',

Pursuant to adjournment, the Board of County Commissioners met
at 9:30 A.M., Wednesday, April U, 1979·, ·ali members present.
After consideration of bi<ls received Tuesday, April 10th, for the
social services building, Motion was made by Andy Leitch, seconded by· Bert Hovland
and carried, with Sydney Nelson voting "non, to accept the three low bids, as

Upon motion made by Hub Nordgren, seconded by Bert Hovland and carried,
the County Auditor was authorized to advertise for bids to be received tintil' 9:30 A.M.,
Tuesday, June 5, 1979, for the sale of the Otter Tail County Nursing Home.
Upon motion made by Hub Nordgren, seconded by Sydney Nelson and carried,
the County Auditor was authorized to advertise for bids to be received until 10:30 A.M. ,.'
Tuesday, May 8, 1979, for one 1979 4-dr: mid-size station wagon for use by the East
Otter Tail County Extension Service.
Motion was made by Bert Hovland, seconded by Hub Nordgren and carried,
to approve an amended depository proposal from the First National Bank, Fergus Falls.
Motion was made by Andy Leitch, seconded by John Snowberg and carried,
to authorize advertising for bids to be received until 10:00 a.m., May 8~ 1979, for
grading and aggregate surfacing of 5.8 miles from the south county line to 6.5 miles
north, under S.A.P. 56-625-08, and until 10:00 a.rn., June 5, 1979, for grading and
aggregate surfacing of 4.0 miles from CSAH #35 to 4 miles northwest, under S.A.P. 56-
633-04.
Upon motion made by Andy Leitch, seconded by Bert Hovland and
carried, the following resolution,was adonted: ., .
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
lVHEREAS there is an immediate need for additional funds to
finance state, county and municipal nonnal highway repair, maintenance, and
new construction; and
WHEREAS the collection of user contribution has been tied to the
·gallons of the product sold; and
WHEREAS this method of collection has not kept up with infla-
tion thus seriously inhibiting established levels of highway service;
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners
of Otter Tail County Minnesota supports the transfer of sales tax on motor vehicles
from the general fund to the highway user fund in order to support present stan-
dards of highway services.
