OF THE
BOARD OF COUNTY COMMISSIONERS
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 1: 00 P .M., Tuesday, March 20th, 1979, all
members present.
A scheduled hearing was held on proposed amendments to the
Shoreland Management Ordinance. After considerable discussion, motion was made
by Andy Leitch, seconded by Hub Nordgren and carried, to postpone the hearing
to a later date.
Upon motion made by Bert Hovland, seconded by .John Snowberg and
carried, approval was given for a p~eliminary plat of Bilden Rolling Acres and
a special use permit to construct 1600 feet of road to serve said proposed plat,
located in Section 27, Fergus Falls Township.
Motion was made by Sydney Nelson, seconded by Bert Hovland and
carried, to approve an application of Dennis & Geraldine Westly for a special
use permit to landscape lake lot for a walkout basement, on Lake Marion, Sect.ion
6 of Rush Lake Township.
Upon motion made by Bert Hovland, seconded by Andy Leitch and
carried, a preliminary plat of Tri-Lake Estates to be located in Secti:n 10 of
Lida Township was approved.
Upon motion made by Hub Nordgren, • seconded by Andy Leitch and
carried, the following applications were approved for sewage disposal installers
license:

Upon motion ma.de by Hub Nordgren, seconded by ,John Snowberg and
carried, the application of Robert A. Rokes, Henningr Minnesota for sewage dis-
posal system cleaners license was· approved.
Motion was made by Andy Leitch, seconded by Hub Nordgren and
carried, to approve an application of Kenneth R. Saurer, Saurer's Garbage Ser-
vice, Clitherall, Minnesota for solid waste collection and transportation license.
Mrs. Phil Olson appeared before the board requesting approval of
a split of property by metes and bounds description in G.L. 1 of Section 25,
Everts Township. Upon motion made by Andy Leitch, seconded by Hub Nordgren and
carried, approval was given for said split.
Upon motion made by Andy Leitch, seconded by John Snowberg and
carried, Roger Bengtson was re-appointed as Veterans Affairs Officer for a period
of four years commencing March 1st, 1979.
Upon motion made by John Snowberg, seconded by Bert Hovland and
carried, the following applications for license to sell non-intoxicating malt
liquor were approved:

Upon motion made by Andy Leitch, seconded by Hub Nordgren and
carried, the following resolutim was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail (~ .
County Minnesota, that
WHEREAS the costs and expenses for the examination of·county.
books, records, accounts of the county are increasing at a rate in excess
of the six (6) percent levy limitation, and
WHEREAS said audit is a requirement of the State of Minnesota,
and
WHEREAS legislation has been introduced under H.F. 654 calling
for state payment of costs of county audits,
NOW, THEREFORE, BE IT RESOLVED, such legislation is supported
by the Board of County Commissioners of Otter Tail County and said Board does
urge its·passage, and
BE lT FURTI-IER RESOLVED, the County Auditor is requested to
forward copies of such resolution to all representatives of Otter Tail Cotmty
and to the Association of Minnesota Counties.

Upon motion made by Bert Hovland, seconded by John Snowberg and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, certification by the County Board of Co"U11issioners for
acquisition of lands by the U.S. Fish and Wildlife Service is requested in ac-
cordance with. a Procedural Agreement between the Minnesota Department of .
Natural Resources and the U.S. Fish and Wildlife Service, dated May 23, 1962,
and
WHEREAS representatives of the U.S.Fish and Wildlife Service
met with the Otter Tail County Board of Commissioners on March 20, 1979 and
informed said Commissioners that a waterfowl easement had been secured from
Donald E. Wahl on the north 20.0 acres of Lot 5, Section 15 -134 -43, and
WHEREAS the Board of Commissioners considered the above request
by the U.S. Fish and Wildlife Service, -
NOW, THEREFORE, BE IT RESOLyED, said Board does hereby grant
approval to the U.S. Fish and Wildlife Service for the above waterfowl easement.

acquisition of lands by the U.S. Fish and l~ildlife Service is requested in ac-
cordance with a Procedural Agreement between the Minnesota Department of
Natural Resources and the U.S. Fish and Wildlife Service, dated May 23, 1962,
and
WHEREAS representatives of the U. S. Fish and Wildlife Service
met with the Otter Tail County Board of Commissioners on March 20, 1979 and
informed said Commissioners that ·a waterfowl easement had been secured from
Peter J. Fabian, et al, on the SE¼ NW¼ of Section 24 -134 -44, and
WHEREAS the Board of Commissioners have considered the above.
request by the U.S. Fish and Wildlife Service,
NOW, THEREFORE, BE IT RESOLVED, said Board does hereby grant
approval to the U.S. Fish and Wildlife Service for the above waterfowl easement ..

in Section 25 -132 -43, and·
WHEREAS the Board of Commissioners have considered the above
request by the U. S. Fish and Wildlife Service,
NOW, THEREFORE, BE IT RESOLVED, said Board does hereby grant
approval to the U.S. Fish and Wildlife Service for the above waterfowl easement.

NOW, THEREFORE, BE IT RESOLVED, said Board does hereby grant
approval to the U. S. Fish and Wildlife Service for the above waterfowl-ease-
ment.

WHEREAS said Board has considered the above request by the
U. S. Fish and Wildlife Service,
NOW, THEREFORE, BE IT RESOLVED, said Board does hereby grant
approval to the U. S. Fish and Wildlife Servi_ce for the above waterfowl ease-
ment.

carried, the application of Frank L. Johnson for license to sell liquor at the
Oakwood Golf Course & Supper Club in Henning Township, including Sunday on-sale.
