OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9: 30 A .M., Tuesday, March 6, 1979, all members
present.
Motion was made by John Snowberg; secon,ded by Hub Nordgren and
carried, authorizing the advertising of bids to be received until 10:00 A.M.,
Tuesday, April 10th for seasonal supply of culverts and bituminous materials.
Motion was made by Andy Leitch, seconded by Syd Nelson and carried,
to authorize advertising for bids to be received until 10:15 A.M., Tuesday, April
10, 1979, for two dump trucks to be used by the highway department.
Motion was made by Hub Nordgren, seconded by Andy Leitch and
carried, to authorize advertising for bids to be received until 10:30 A.M., Tues-
day, April 10, 1979, for roadside mowing.
Motion was made by Andy Leitch, seconded by Bert Hovland and
carried, to allow the County Engineer to attend a recycling seminar to be held
in Saint Cloud.
Motion was made by Andy Leitch, seconded by Bert Hovland and
carried, authorizing the County Auditor to pay the sum of $6,939.20 out of
County Ditch #37, fund to County Road & Bridge-Fund for costs paid by Road &
Bridge during the years 1976, 1977 and 1978.
A delegation appeared from Star Lake Township calling for the re-
placement of a culvert under C.R.-#41 with a bridge structure. No action taken.
Motion was made by Bert Hovland, seconded by Hub Nordgren and
carried, to set a hearing for the 10th of April at 2:00 P.M., for the continuation
of the hearing relative to the Crystal-Lida Sanitary Sewer District and the County
Auditor was instructed to forward notices to all property owners involved.

Upon motion made by Hub Nordgren, seconded by Bert Hovland and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the City of Urbank has made application for a grant
for the development of the Urbank City Park, and
l'JHEREAS approval from the Board of Commissioners of Otter Tail
County is a necessary requirement for the approval of said grant, and
WHEREAS said board concurs with said plan of the City of Urbank,
and
WHEREAS it is the opinion of this Board this park is of value
in. fulfilling the needs and ·go$ of ·the county park·.and planning system,
NOW, THEREFORE, BE IT HEREBY .RESOLVED, the Board of County
Commissioners approves the development o{ the Urbank City Park in the _City of
Urbank and approves application of the.City of Urbank for grant funds.

Motion was made by Andy Leitch, seconded by Bert Hovland and
carried, to issue a one-time gambling permit to .the Underwood Jaycees, granting
permission to put a car on Bass Lake and sell raffle tickets.
Upon motion made by Andy Leitch, seconded by Bert Hovland and
carried, the County Auditor was authorized to advertise for bids to be received
until 1:30 P.M., Tuesday, April 10th, 1979 for the construction of the proposed
social services building on Court Street in the City of Fergus Falls.
Motion was made.by Andy.Leitch, ~econded by Bert Hovland and
carried, with Syd Nelson voting "no", to recommend ·denial of a grant application
on Project No. 943, Otter-Tail Wadena Family Planning Progr~, as a duplication
of other projects.
Motion was made by Hub Nordgren, seconded by Andy Leitch and
carried, to recommend denial of·a gr~nt application on Project No. 949, Teacher
Center Program, as an unnecessary request for funds that should be handled
through the department of education.
Motion was made by Hub Nordgren, seconded by Andy Leitch and
carried, to approve the cancellation of a personal property assessment against
the King Outdoor Advertising firm for a sign assessed in Parkers Prairie Town-
ship that had been removed prior to assessment date.
Representatives of the U. S. Fish and Wildlife Service appeared ' .
before the Board requesting approval of an easement on the Donald Wahl property
in Elizabeth Township. Motion was made by Hub Nordgren, seconded by Bert Hovland
and. carried, to table consideration on said easement until March 20th.
Motion was made by Andy Leitch, seconded by Hub Nordgren and
carried, requesting the seller of either easements or sales for proposed acqui-
sition by the U. S. Fish and Wildlife Service either be present at the time of
consideration by the County Board, or issue a written statement declaring the
seller is fully aware and in agreement with the terms of the sale.
Upon motion made by Andy Leitch, seconded by John Snowberg
and carried; the following resolution was adopted:
RESOLVED by the Board of County Conunissioners of Otter Tail
County Minnesota, that
WHEREAS, in accordance with a Procedural Agrement between the
Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Ser-
vice, dated May 23, 1962, certification by the U. ·s. Fish and Wildlife Service
is requested, and
. WHEREAS representatives of the U. S. Fish and Wildlife Service
met with the Board of Commissioners on the 6th. of March, 1979 and informed
said Commissioners that a purchase agreement has been secured from Peter J.
Fabian on that part of the E½ SW¼, described by metes and bounds as follows:
Beginning at the SE comer of SW¼, thence westerly approx. 198.0' to a stake,
thence northerly approx. 792.0' to a stake, thence westerly approx. 726.0' to
a stake, thence northerly approx. 792.0' to a stake, thence easterly approx.
924.0' to a stake, thence southerly approx. 1,584.0' to the pt. of beg., located
in the· SW1/4 SE¼ of Section 31 -131 -43, and ·
WHEREAS the Town Board in which said property is located has
offered no objection,
NOW; THEREFO~ BE IT RESOLVED, the Otter Tail County Board, after
consideration, does hereby apprpve"acquisi,tion byith_e_U~ S. Fish and Wildlife
Service.

Upon motion made by Andy Leitch, seconded'by John Snowberg and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, on the 12th day of October, 1977, the County Board
accepted the bid of Anderson Bros. Constructbn Company, Fergus Falls, Minnesota
for general construction of the highway garage building in the amount of
$218,800.00, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $275,243,00 an increase of
$56,443.00 due to change orders,
NOW, TI-IEREFORE, BE IT HEREBY RESOLVED, the County Auditor is
authorized and directed to issue a warrant in the amount of Sl,000 to Anderson
Bros. Construction Company, Fergus Falls, Minnesota as final payment thereof.

Upon motion made .by.John'Snowberg, seconded by Andy Leitch and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on December 12, 1978, the County Board accepted the
bid of Fergus Dodge, Inc., Fergus Falls, Minnesota, in the amount of $13,668.00
for the delivery of two 1979 Dodge St. Regis 4-dr sedans, to be used by the
Sheriff's Department, and
WHEREAS the above automobiles have now been delivered to the satis-
faction of the County Board at. a total cost of $13,702.00, an increase of $34.00
for GR70/15 tires,
NOW, THEREFORE BE IT RESOLVED, the County Auditor is authorized
to issue a warrant in the amount of $13,702.00 to Fergus Dodge, Inc., Fergus
Falls, Minnesota in full payment thereof.

March 7, 1979.
-WEDNESDAY'S SESSION -
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M., Wednesday, March 7, 1979, all mem-
bers present .
Representatives from the Ea.st Otter Tail County Soil & Water
Conservation District appeared before the Board requesting additional funds to
complete the fiscal year. Motion was made by Hub Nordgren, seconded by Sydney
Nelson and carried, to grant additional funds of $3,000 for the budget period
ending June 30, 1979.
Upon motion made by Hub" :No"r-dg'ren, seconded by Bert Hovland and
carried, the following applications for license to sell non-intoxicating malt
liquor were approved:

Motion was ~ade by Andy Leitch, seconded by John Snowberg and
carried, authorizing the County ;rreasurer and the County Auditor to attend
a seminar developed by the County Treasurers' Associat:bn, the County Auditors'
Association, the State Tax Department in conjunction with the State Auditor's
Office and the Department of Revenue, to be held in Saint Cloud.
Upon motion made by Andy Leitch, seconded by Bert Hovland and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS a bi 11 has been introduced under Senate File #439,
relating to natural resources, providing payments in lieu of taxes to counties
and townships in which certain natural resources are located, for the pur-
pose of appropriating money,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board of
Commissioners wishes to go on record supp~rting Senate · · Fi-le #439 and does
urge its passage, and
BE IT FURTHER RESOLVED,' the County' Auditor is hereby directed
to forward copies of said resolution to the Association of Minnesota Counties, and
all leg is la tors representing Otter Tail County: -

Upon motion made by Bert Hovland, seconded by Hub Nordgren and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, under the terms of the Water Pollution Control Act, (33
U.S.C. 446 et seq.), the United States of America has authorized the making of
grants to authorized applicants to aid in the construction of specific public
projects;
NOW, 11-IEREFORE, BE IT RESOLVED that Sylvia Bergerud be and is
_hereby authorized to execute and file an application on behalf of Otter Tail
County with the Federal Environmental Protection AGency, United States Govern-
ment, for a grant to aid in the construction of Facility Plan for Pelican Lake,
BE IT FURTHER RESOLVED that Sylvia Bergerud, County Auditor be
and is hereby authorized and directed to furnish such information as the United
States Federal Environmental Protection AGency may reasonably request in con-
nection with the application which is herein authorized to be filed, to sign
all necessary documents,. and on behalf of County, to accept grant offer and re-
ceive payment of grant funds,
