BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA

Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 1:00 P.M., Tuesday, February 20, 1979, John
Snowberg absent.
Motion was made by Hub Nordgren, seconded by Andy Leitch and
carried, to appoint David Trites of Parkers-Prairie to the Otter Tail County
Planning Advisory Commission, to replace Chuck Davis who has resigned.
Upon motion made by Hub.Nordgren, seconded by Bert Hovland and
carried, the County Auditor was authorized to send a letter of appreciation to
Chuck Davis for diligent work performed while on the Otter Tail County Planning
Advisory Commission.
Motion was made by Andy Leitch, seconded by Hub Nordgren and ',
,. f fEB.22.1979 carried, to grant special.~id to-Tumul~ Township in the ~ount of $500.00 or
road work. ~22&
Certain interested parties appeared before the Board relative to
the Pelican River::·Sands Groundwater Study. Motion was made by Bert Hovland, )r;J.JoO
seconded by Andy Leitch and carried, to appropriate 75% of Otter Tail County's
share of $19,356.25 cost, or $14,517.18, to the Pelican River Sands Grotmdwater Study.
Motion was made by Andy Leitch, seconded by Bert Hovland and carried,
to grant merit increases to Tom Behm and Douglas Weiszhaar for increased respon-
sibility on bridge design and inspection, adjusting salaries to $1,850.00 monthly
starting March 1, 1979, to be reviewed.
Motion was made by Andy Leitch, seconded by Bert Hovland and carried,
to approve payment of expenses to Steve Andrews in the amount of $169.05 for atten-
ding the M.A.C.O. convention in Minneapolis.

Upon motion made by Bert Boviand, seconded by Hub Nordgren and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, in ac~ordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U .s. Fish and Wildlife Service,
dated May 23,_1962, certification by the County Board of Co:nnnissioners for ac-
quisition of lands by the U.S. Fish and Wildlife Service is requested, and
WHEREAS, representatives of the U.S. Fish and Wildlife Service
have met with the Board of Commissioners of Otter Tail County on February 20,
1979 and mformed said Commissioners that a purchase agreement has been secured
from Amos Wifall on that part of the NE¼SW¼ lying north and east of the center-
line of the township road as it is currently located and construction in Section
35 -136 -43, and
WHEREAS said Board has considered the above request for acquisi-
tion by the U.S. Fish and Wildlife Service,
NOW, THEREFORE, BE IT RESOLVED said Board of Commissioners does
hereby approve the above request for acquisition by the U.S. Fish and Wildlife
Service.

Upon motion made by Bert Hovland, seconded by Andy Leitch and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of_ Otter Tail
County Minnesota, that
WHEREAS, in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Service,
dated May 23, .1962, certification by the County Board of Commissioners for ac-
quisition of laiids by the U.S. Fish and Wildll.f e Service is requested, and
WHEREAS, repres.entatives of the U.S ~ · F'ish and Wildlife Service
have met with the Board of Cornrnissioners of Otter Tail County on February 20,
1979 and informed said Commissioners that a purchase ·agreement has been secured
from Myron G. Hexum on that part of S½NE¼ lying north and east of I-94 right-of-way,
in Section S -134 -44, and
WHEREAS said Board has considered the above request for acquisi-
tion by the U.S. Fish and Wildlife Service,
NOW, THEREFORE, BE IT RESOLVED said Board of Cornrnisioners does
hereby approve the above request for acquisition by the U.S. Fish and Wildlife
Service.

Upon motion made by Hub Nordgren, seconded by Andy Leitch and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the County Board on May 23, 1978 accented the bid of
Ackling Construction Company, Frazee, Minnesota in the amount of $117,925.80
for grading and aggregate sufacing on CSAH #66 and C.H. #144, .and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $122,534.74, an increase of
$4,608.94 due to additional corrugated metal pipe culverts and aorons. Liqui-
dated damages in the amount of $4,800.00 were charged against these combined
projects.
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant .in the amount of $11,288.05 payable
to Ack ling Construction, Frazee, Minnesota as final payment for this work.

"NOW THEREFORE, . BE IT RESOLVED, that Otter Tail County will
provide aid to Maine Township for that portion of the local ,project
costs in excess of $6,boo.oo, or for 50% of the local project costs,
to be determined by the method that is most advantageous to the
Township.
BE IT ALSO RESOLVED, th'at Qtter Tail. ~ounty shall maintain
the covered portioff of, the bridge a·s a part of: Phelps Mill County
Park.

carried, the plat of Winger's Hilltop, ·to be lo7ated · in Section 34 ;----133 -42,
was approved.
Notion was made by Sydney Nelson, seconded by Andy Leitch and
carried, to approve a preliminary plat of Jerry-Marge, 5th Add'n. to be located
in Section 8 -137 -40.
Motion was made by Bert Hovland, seconded by Hub Nordgren and
carried_, to approve a preliminary plat of Oak Hill, to be located in Section 32 -
133 -42.
Motion was made by Andy Leitch, seconded by Bert Hovland and
carried, to approve an application of Robert Hanson for special use permit to
operate a small engine rep~ir business in an existing building on West Battle
Lake in Everts Township.
Motion was made by Andy Leitch, seconded by Bert Hovland and
carried, to approve a pr~liminary plat of Oak Dale, 2nd Addition, to be located
in Section 3 -132 -41, and an application of Warren~ Erickson for spe·cial use
permit to construct road to serve said plat.
Upon moton made by Hub Nordgren, seconded by Bert Hovland and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the standards as set forth by the Minnesota Pollution Con-
trol Agency for Solid Waste Management' are designed for heavily populated areas,

NOW, THEREFORE, BE IT RESOLVED, the following items be included
in a 11rural II set of standards for Solid Waste Mana~ep.t
1. Open burning should be permitted or restri'cted at county option.
2. · Frequency of covering solid waste should be permitted at county option.
3. Road construction requirements for landfill should be at option of counties.
4. Fire fighting equipment requirements or plans shall be at option of counties.
s. Scavenging should be permitted or restricted at county option.
6. lf botton of landfill is more than S feet above highest known ground water
table --why do we need test wells.
7. Personnel on duty at landfill, when landfill is open, and whether gate is
locked or unlocked should be at county option.
8. Site selection should be at county option.
9 •. Plans required with permit application are too restrictive
much before you C3l even open the gate.
10. In general, the total requirements are too restrictive.

carried, an application of Carol R. Evans for license to sell intoxicating liquor
at the Colonial Motel and Supper Club in Perham Township was approved.
