BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
'
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M., Monday, December 11, 1978, all mem-
bers present.
Members of the Otter Tail Snowmobile Trail Association appeared
before the Board relative to complaints about the association. No action taken.
Motion was made by Andy Leitch, seconded by John Snowberg and
carried, to authorize Progress Telephone Company to install button system telephones
irt the County Attorney's office, a~ an estimated cost for modification of $1,265.00,
plus cost of the telephones.
' . Motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to grant a two week leave of absence in January, 1979, for Florence Merz of the
County Recorder's office.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and
carried, to appoint Jeff Tikkanen as a regular member and Duane Donley as an alter-
nate member of the WesMin Resource Conservation and Development Project Committee
to represent East Otter Tail County and the East Otter Tail Soil and Water Conser-
vation District for the calendar year 1979.
Moti.on was made by John Snowberg, seconded by Andy Leitch and carried,
to appoint Bert Hovland as alternate member of the WesMin Resource Conservation and
Development Projject Committee to represent West Otter Tail Cotmty and the West Otter
Tail County Soil and Water Conservation District for the calendar year 1979.
Upon motion made by Hub Nordgren, seconded by John Snowberg and
carried, the County Auditor was authorized to advertise for bids to be received
until 2:00 P.M., Wednesday, January 3rd, 1979, for printing and publishing for the
year 1979.

Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, authorizing Cal Mielke to prepare the Otte_r Tail Cotmty exhibit at the
Minnesota State Fair.
Motion was made by JOhn Snowberg, seconded by Hub Nordgren and
carried, to pay the 1979 dues in the amotmt of $3,947 to the Association of
Minnesota Cotmties.
Upon motion made by Sydney Nelson, seconded by Andy Leitch and
carried, the County Treasurer was granted an additional $4,000.00 for expenses to
complete the year 1978.
Upon motion made by Andy Leitch, seconded by John Snowberg and
carried, the County Engineer was authorized to advertise for bids to be received
until 1:45 P.M., January 23, 1979 for two walk-in type vehicles to be used by the
County Highway Department.
Motion was made by Andy Leitch, seconded by Sydney Nelson and carried,
to deny a request for road ditch cleaning by ,:Irvin Kolle, Tumuli Township, on
Cotmty Road #82.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, to approve certificate of completion of the following county road work:

Upon motion made by Sydney Nelson, seconded by-John Snowberg and
carried, the following resolution was adopted:
RESOLUTION
WHEREAS, candidates are now be_ing considered for
the position of Commissioner for the Minnesota Depart-
ment of Transportation, and
WHEREAS , Mr. -Dean Anklan, a former· County Engineer;
has filed his application for this position.
NOW, THEREFORE, BE IT RESOLVED, that Otter Tail
County does support Mr. Anklan as an experienced, know-'
ledgeable and professionally qualified transportation
person for this position. · · ·

Upon motion made by John Snow~erg, seconded by Andy Leitch and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
Comity Minnesota, that
WHEREAS on June 20, 1978, the bid for highway striping for 1978
was awarded to Traffic Marking Service, I~c., Buffalo, Minnesota in the amount
of $26,865.00, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $43,855.02, an increase of
$16,990.02, due mainly to addition of more miles of striping,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amotmt of $4,385.50, payable
to Traffic Marking Service, INc., Buffalo, Minnesota as final payment for this
work.

Upon motion made by Andy Leitch, seconded by John Snowberg and
carried, the followbg resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on August 8, 1978, the bid for grading and aggregate
surfacing on CSAH #81, S.A.P. 56-681-01, C.P. 78:81, was awarded to Evavold-
Vikesland Const?"1ction, Fergus Falls, Minnesota in the amount of $78,837.57,
and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $83,420.41, an increase of
$4,582.84 due mainly to the need for additional aggregate surfacing and sodding,
NOW, THEREFORE BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $11,509.22 payable
to Evavold-Vikesland Construction, Fergus Falls, Minnesota, as final payment
for this work.

Harold Fread, Route #1, Henning, Minnesota for mowiugr·. Area:c, in the amo\Dlt of
$6,199.20, and
WHEREAS the above'·con"tract has now been completed ·to the satis-
faction of the County Board at a total cost of $5,794.10, a decrease of $405.10
due to a deduction of 5 .65 miles cutting and $100. 00 of liquidated damages,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $489.41 payable to
Harold Fread, Route #1, Henning, Minnesota as final payment for this work.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on April 13, 1978, the bid for mowing Area G was awarded
to Merle Dittberner and Orlin Johnson, Parkers Prairie, Minnesota in the amount
of $6.984.77, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $6.984.77,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $1,503.06 payable to
Merle Dittberner and Orlin Johnson, Parkers Prairie, Minnesota as final payment
for this work.

There being no further business, the Chairman adjourned the
meeting Wltil 9:30 A.M., Tuesday, December 12th, 1978.
'' -TUESDAY'S.SESSION -
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M., Tuesday, December 12, 1978, all
members present.
Motion was made by Andy Leitch, seconded by Sydney Nelson and
carried, to grant permission to Mike Johnson to leave grain bins erected within
40' set-back in Section 18, Nidaros Township.
The Board, having previously advertised for bids to be received
for two police cars to be used by the Sheriff's Department, proceeded to open
bids which were found to be as follows:
Fergus Dodge, Inc., Fergus Falls, Minnesota
Minnesota Motor Company, Fergus Falls, Minnesota

After consideration, motion was made by Sydney Nelson to accept
the bid of Minnesota Motor Company, Fergus Falls, Minnesota in the amount of
$13,740.70. Motion failed for lack of a second. After further consideration,
motion was made by JOhn Snowberg to accept the low bid. The motion was seconded
by Andy Leitch and upon roll call vote, Hub Nordgren, Andy Leitch, John Snowberg
and Sydney Nelson voting".yes, Bert Hovland voting"no", the bid of Fergus Dodge,
Inc., Fergus Falls, Minnesota in the amount of $13,668.00 was accepted.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and
carried, to approve the plat of Kirchenwitz Beach, located in Section 29 -136 -40.
Motion was made by Bert.Hoyland, seconded by John Snowberg and carried,
to approve the plat of Suncrest Terrace, located in Section 24 -133 -43.

Motion was macJe by Sydney Nelson,' seconded by John Snowberg and
carried, to approve the application of Connie Brandhagen, Rush Lake Township, to cut
ridge running adjacent to Marion Lake, subject to conditional requirements.
Motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to approve an application of Gerhard K. & Doris Haukebo, for special use permit to
•,:,build a road for access to lots on Clitherall Lake, in Clitherall Township, subject
to conditional requirements.
The following resolution was introduced· by John Snowberg who
moved for its adoption:
RESOLVED by the Board of CoWlty Commissioners of Otter Tail
CoWlty Minnesota, that
The 1979 CoWlty Commissioners annual salary shall be set at an
increase of 5% over the 1978 salary, to be the sum of $9,167.04, plus longevity
as established in the County's Personnel Policy. The County Board shall also
collect a $15 .00 per diem for services,·;on the Human Services Board and County
Nursing Home Board, but there shall be no per diem allowance for services on
any other county committee or'board.
The above motion was seconded by Hub Nordgren, and upon roll
call vote, the following voted "yes": John Snowberg, Hub Nordgren and Bert
Hovland; the following voting "no": Andy Leitch and Sydney Nelson; whereupon
the resolution was declared duly adopted:

Upon motion made by Bert Hovland, seconded by John Snowberg and
carried, an application of J.essie Rasmussen for special use permit was approved,
to fill area, suJ;ject to conditional requirements.
Upon motion made by Hub Nordgren, seconded by Andy Leitch and '"
carried, a preliminary plat of :Br,demeyer's 2nd Add'n, to. be located in Section
17 -134 -38, was approved.
Motion was made by Andy Leitch, seconded by John Snowberg and
carried, to approve a preliminary plat o~ O~k Dale~ 2nd Add'n, located on South
Turtle Lake, Section 3 -132 -41, subject to special use permit on road.
Motion was made by Bert Hovland, seconded by Hub Nordgren and
carried, to pay the second half appropria:tion of $3,801.50 to the Pelican Rapids
Land Fill District.
Motion was made by Hub Nordgren, seconded by Andy Lei.tch and
carried, to erect a walkway on the south side of the bridge on County #1, known
as the Pleasure Park Bridge.
Motion was made by John Snowberg, seconded by Hub Nordgren and
carried, to approve the agreement with the AFL-ClO Local 1830, for the year 1979,
and the chairman of the board and county auditor were authorized to execute same
on behalf of Otter Tail County.
There being no further business, the Chairman·adjourned the meeting
until 1:00 P.M., Tuesday, December 19th, 1978.
