BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
'
Pursuant to adjournment, the Board of CoW1ty Commissioners of Otter
Tail CoW1ty Minnesota met at 1: 00 P. M. , Tuesday, July 25, 1978, all members present.
Motion was made by Andy Leitch,-seconded by John· Snowberg and
carried, Hub Nordgren voting "no", not·to adopt the _ComWlity Corrections Policy
at this time, but continue study by the Otter Tail CoWlty Corrections Advisory
Board.
Motion was made by Bert Hovland, seconded by Hub Nordgren and Wlani-
mously carried, to allow a transfer splitting property owned by Elizabeth Sande
between Franklin and Crystal Lakes in Section 3 of Dunn Township, also·, permission
be granted to erect·a building on the lot east of the road.
Motion was.made by Sydney Nelson, seconded by Andy Leitch and Wlani-
mously carried, to approve a preliminary plat of Chuck's North Shore View, 2nd Add'n,
to be located in Section 35 -136 -41.
Motion was made by Bert 'Hovland, seconded by John Snowberg and unani-
mously carried, to approve a preliminary plat of Klix Bay, to. be located in Section
27 -136 -42.
Motion was made by Bert Hovland,, .. seconded by Andy Leitch and carried.
to approve an application for special use permit to construct;_;,.,n a road to serve
the proposed plat of Klix Bay, in Section 27·-136 -42.
Motion was made by Andy Leitch, seconded by Sydney Nelson and Wlani-
mously carried, to deny approval of a preliminary plat of Southwest Stuart located
in Section 4 -132 -39, reason for denial being the fact development in that area
would ruin spa~ing bed for Stuart Lake, and denying of said plat would not create
a financial hardship.
Motion was made by Andy Leitch, seconded by Hub Nordgren and Wlanimous-
ly carried, to request the Department of Natural Resources reclassify Baby Stuart Lake.

l!lOUSly carried, to increase the per.diem allowance for the Otter Tail Co1Dlty Plan-
ning Advisory Commission to $20.00.
Motion was made by· Andy:. Leitch·, seconded by Sydney Nelson and carried~
\authorizing the Chaiman of the Board and Malc~lm Lee to attend a meeting to: be held

-Upon motion m11.de· by John Snowberg, seconded by Sydney Nelson and
carried, the proposal of Minnesota~tor Company., Fergus Falls, Minnesota was accepted
for the purchase of a Blazer at a cost of $7,794.92 for use by the highway department.

to approve an application by Mrs. A. E. Mlle!ler, et al., for abatement of taxes on
property belonging to a church in the City of Perham, and the taxes to be ref\mded.-

building site for county purposes.
Upon motion made by Andy Leitch, seconded by John Snowberg and carried,
the bond for Sylvia Bergerud, County Auditor, was approved in the amount of' $5_~000.00
Motion was made by.Andy Leitch, seconded by Hub Nordgren and carried,
to deny approval on the applicat_ion of Roscoe F. Haening, for special use permit to
construct a road to serve a proposed plat of ''Southwest Stuart".
Upon motion made by Sydney Nelson, seconded by John Snowberg and mani-

Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, to approve an application of Ron Tomkin for special use permit to
construc:t a road to serve a proposed subdivision to be located in G.L. 2, Section
S -135· -39, subject to installation of a culdesac southeast of draw area.
Upon motion made by John Snowberg, seconded by Hub Nordgren and unani-
mously carried, the followi_ng applications for sewage disposal installers license

Upon moti.on . made by Andy Leitch, seconded by Hub Nordgren and
unanimously carried, the following resolution·was adopted:
-RESOLVED by the Bard of County Commissioners of Ottertail County
Minne~ota, that
WHEREAS the Comtty School Transportation Tax Fund was heretofore
established for the payment of non~resident secondary school transportation costs,
and
WHEREAS prior to the enactment of Laws of 1965,· the tax levy for
such purposes was levied upon the entire county,
NOW, THEREFORE, be it hereby resolved that.the.sum of $234.Sl
representing the fund balance remaining undistributed.under these county~wide
tax levies, be hereby transferred from the County School Transportation Tax Ftmd
to the Co\Dlty Revenue Ftmd.

carried,the following resolution·was adopted:
RESOLVED by the· Board of County Commissioners of Otter Tail
CountyMinnesota, that
WHEREAS,-the·reorgariization of school districts in Otter Tail
County has eliminated the need for a CountySchoo1·1ax Fund, and.
WHEREAS, as of June 30, 1978, a surplus of $9,594.14 remains
in the County School Tax Fund, and
WHEREAS Minnesota Statutes Sec·. 124.51, Subdiv. 7 provides that
by reason of reorganization of districts a surplus remains, the surplus shall
be paid by theCountyTreasurertothe reorganized districts upon the order of
the County Board,

NOW, THEREFORE, BE 0IT HEREBY RESOLVED that the sum of $9,S94.14
be paid from the County School Tax Fund to the Current School Fund and be dis-
tributed to the various school districts in Otter Tail County on an entollment

basis.

to approve an application of Charles T. Yelin of the First National Bank, West Fargo,
North Dakota for reduction of mortgage registration tax on a moi:tgage registered on
property in.Edna Township.
Upon motion made by Andy Leitch, seconded by Hub Nordgren and carried,
