Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met at 1:00 P.M., Tuesday, May 23, 1978, all members present.

After consideration, motion was made by John·snowberg, seconded by
• > ~dy Leitch and unanimously carried,·to award the bid for S.A.P. 56..:641..:04 to
Mark Sand 8 Gravel Co., Fergus Falls, Minnesota in the amount of $1,501,156.65, it
being the lowest bid. Motion was made by Hub Nordgren, seconded by Bert Hovlan'.d
and unanimously carried, to award the contract for S.A.P. 56-666-01 and C.P.· 78:lil,4
to Ackling Construction, Frazee, Minnesota· in the amomt of $117,925.80, it being
the lowest bid. Motion was made by Bert Hovland, seconded by Hub Nordgren and
carried, to award the bid for·s.A.P. 56-643-01 & S6-:643-02 to Sellin Bros., Inc.,
Hawley, Minnesota in the amowit of $S3t;321.Sl, it being the lowest bid. Motion
was made by Sydney Nelson, seconded by Andy Leitch and carried, to award the contract
for S.A.P. 56-662-03 & 56-662-04 to Ackling Construction Co., Frazee, Minnesota in
the amomt of $157,056.10, it being the lowest bid.
Motion was; made by Bert Hovland, seconded by Sydnet Nels.on· and carried,
to exe.:empt c.s.A.H. #9 in the· City· of Pelican Rapids from weight· restrictions.
Motion was made by Andy Leitch,· seconded· by Bert Hovland and carried,
authorizing the Com1ty Engineer to sign agreements on behalf of Otter Tail County
with· Lake Region Co-op Electri.cal Association for electric servi.ce to the· new· high:-
way building being constructed in Aurdal Township.
Upon motion made by John Snowberg, seconded by Hub Nordgren and
carried, the County Engineer was authorized to advertise for bids to be received
mitil 1:30 P.M., June 20th, 1978 for the following:

C. P. 78: SS Approximately 88. 51 miles of County State Aid Highways ,
County Highways, Township Re>,ads and City Streets
HIGHlfAY STRIPING

and edge striped.
The County Engineer appeared before the Board and'presented the
Engineer's Report of Repairs on County Ditch #37. Upon motion made by Andy Leitch,
seconded by John Snowberg and c·arried, the County Auditor was instructed to set
I : a hearing on said report ·for lO;po. A.M., June 19th: and publish the necessary notices.

mously carried, the County Engineer was instructed to answer a letter of inquiry
from Van Ellig, Attorney, on behalf of Jens Sivertson, relative to work having
been done on County Ditch 137.
Art Boehne, probation officer, appeared before the Board relative to
the Community Corrections Act. Motion was made by John Snowberg, seconded by Andy
Leitch and carried, to delay-action on the Otter Tail County Community Corrections
Act for further study.
A delegation from Butler Township appeared before the Board and prea
sented a petition requesting construction of a road in Butler Township between C.H.
1148 and C.S.A.H. 153. Motion was made by Sydney Nelson, seconded by John Snowbewg
' and carried, authorizing the County Auditor to file said petition.
Motion was made by Hub Nordgren, seconded by Andy Leitch and carried,
to approve the application of Amold Hemquist for permit to allow consumption and
display of intoxicating liquor at the Balmoral Golf Course, Inc. , in Otter Tail Town-
·ship.
Upon motion made by Hub Nordgren, seconded by Andy Leitch and
carried, the following applications for license to sell non-intoxicating malt
liquor were approved:

Motion was made by Andy Leitch., seconded by Sydney Nelson and
unanimously carried, to approve thelfest Central Regional Development Commission's
application to the Famers Home Administration in Saint Paul for funds to carry
out and continue assistance to rural tmits of government tmderthe Rural Compre-
hensive Planning Program.
Motion was made by John Snowberg., seconded by Andy Leitch. and tmani-
mously carried, to approve a maintenance agreement with 3M for microfilm equipment
in the cotmty engineer's office, and the Chairman of the Board was-authori.zed to
sign said agreement on behalf of Otter Tail Cotmty.
Upon motion made by· Hub Nordgren, seconded by John. Snowbe_rg and
carried the following applications for reduction of assessed valuation were approved:
Riviera Land Company Otter Tail Township Should have developer limited value
Henning Rod G Gtm Club Leaf Lake Township Should be tax exempt
Motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to approve payment of a delinquent tax without penalty and interest by Otto Risty
in the City of Vining, on property certified as having no delinquent tax prior to
purchase by Mr. Risty.
Motion was made by Hub Nordgnm, secondd by Sydney· Nelson and
carried, to approve payment of a delinquent tax without penalty and inteet by
Francis Tellers in Newton Township., on a split of property purchased and no
statement rendered.
UPon motion made by Andy Leitch, seconded by Sydney Nelson and
lDlanimouslr carried, the following resolution was adopted:
RESOLVED by the Board of Co1.D1ty Comissioners of Otter Tail
County Minnesota, that
WHEREAS, The Minnesota Mousing Finance Agency, State of Minnesota,
has been authorized to undertake a program to·provide grants of funds to property
owners for the purpose of housing rehabilitation; and
WHEREAS, Otter Tail County has developed an application as an Ad-
mini~tering Entity for thecMinnesoia Housing Finance Agency Home Improvement
Grant·Prograa; and
WHEREAS, Otter Tail County1ih&s demonstrated the -'>ility to perform
the required activities of the Minnesota Housing Finance Agency Home Improvement
Grant.Program:
NOW, THEREFORE, 9E IT RESOLVED, that Otter Tail Co1mty is hereby,
authorized to ~e application to tbe Minnesota Housing Finance Agency for .a grant
' of f1mds pursuant to the Home Improvement Grant Program;
BE IT FU~R RESOLVED, that ... Otter Tail Co1.D1ty hereby is authorized
as an entity to be charged with the administration of f1mds made available through
the Minnesota Housing Fi~ance AGency Home Improvement Grant Program, in the co1mty
of Otter Tail

wianimously carried, the following resolution was adopted:

WHEREAS, in accordance with a Procedural ~ment between·the
Minnesota· Department of Natural Resources and the U. s. Fish and Wildlife Service,
dated May 23, 1962,. certification by theCowity Board of Commissioners of acqui-
~ltion of lands by .the U.S. Fish and,;•\fil'.dlilfe Service is requested, and
WHEREAS Representatives ortne U.S. Fish and Wildlife Service met
with the Board of Commissioners of. "():tter !'fail. 'Cowity, State of Minnesota, "OB
May 23, l978, and informed· the Commissi~ners_ that a purchase agreement has been
secured from Robert Bunkowske on the N½· NE~ of Section 32i Township 133·, Range 44,
and
WHEREAS the Board of Cowity Commissioners considered the above
request for acquisition by the U.S., f'isli:iand:;Wildlife Service,
NOW, THEREFORE BE IT RESOLVED said Board does hereby approve

unanimously carried, the following resolution was adopted:

WHEREAS, in accordance with a Procedural Aganient between the
Minnesota Department of Natural Resources and the u. S. Fish and Wildlife Service,
dated May 23,· 1962, certification by the.County Board of Commissioners for ac-
quisition of lands by the u.s~Fish and Wildlife Service is requested, and

WHEREAS representatives of the U.S. Fish ·and Wildlife Service inet
with the Board. of Commissioners of Otter Tail County, State of Minnesota, on May
23, .1978 and informed th~ Comilissbners that a waterfowl easement had been secured
from E.dw:in A. Monson on the S~ and ~ NW% of Section 21 -136 ·-43, and
WHEREAS: the·co1mty Board of Commissioners considered the above
request for acquisition by the U.S. Fish and Wildlife Service and the Bpard's
decision· is: as follows:
BE IT HEREBY RESOLVED, the.Board of Co1Dlty Commissioners grants
approval to the·u.s. Fish and Wildlife Service for a waterfowl easement on the
above des.cribed· -lands.

sioner of Transportation fbr' a ·grailt from the Minnesota·State Trans-
portation Fund for the reconstruction of.Bridge No •. 91553 on County
State Aid Highway #43. over the Otter· Tail River~ and;
WHEREAS, The application for the grant has been reviewed by
the West Central-Regional Development Commission, and;
WHEREAS,-The amount of. the grant has b~en· deterinined to be
$285,127.50 by.reason· of the lowest·responsible bid.
· NOW, THEREFORE, BE IT RESOLVED: that the County.of Otter Tail
does hereby affirm that any cost of the bridge in excess of.the
grant will be appropriated from funds available to the County of
Otter Tail, and that-any grant monies appropriated for the bridge
but not required, based on the final estimate, shall be returned to
the Minnesota State Transportation Fund.
