Pursuant to adjourn~ent, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M., Thursday, April 13, 1978, all mem-
bers present.

After consideration, motion was made by Hub Nordgren, seconded by
.Andy Leitch and unanimously carried, to accept the bid of Gladen Construction, Inc.,
Laporte, Minnesota in the amount of $156,871.54, for S.A.P. 56_:598-01, it being
the lowest bid; motion was made by Bert Hovland, seconded by John Snowberg and
carried, to accept the bid of Stan Morrill, Inc., Fergus Falls, Minnesota in the
amount of $73,459.12 for S.A.P. 56-598-02, it being the lowest bid; and motion was
made by Sydney Nelson, seconded by Hub Nordgren and carried, to accept the bid of
Stan Morrill, Inc.; Fergus Falls, Minnesota in the amount of $142,623.07 for S.A.P.
56-608-05 & 06, it being the lowest bid.
Upon motion made by John Snowberg, seconded by Andy Leitch and unani-
mously carried, a change· order was approved cal 1 ing· for. a supplemental agreement
to the new highway garage building in an amount of $72,915.00.
Upon motion made by Hub Nordgren, seconded by John Snowberg and
. carried, the following-resolution was adopted:
RESOLVED by the Bo_ard of .County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the County Board on February 22, 1978 accepted the bid
of M-R Sign Company, Fergus Falls, Minnesota for road signs in the amount of
$19,313.50, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $19,313.50,
NOW, THEREFORE BE IT HEREBY RESOLVED, the County Auditor is
authorized and .. directed to issue a warrant in the amount of $19,313.50, in
full payment thereof.

Upon motion made by Andy Leitch, seconded by Hub Nordgren and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota that
WHEREAS on November 8, 1977 the bid for two tandem axle snow-
plowing dump trucks was awarded to Super GMC Truck Sales, Inc., Fergus Falls,
Minnesota in the amount of $61,682.80, and
WHEREAS the above trucks-have now been received to the satis-
faction of the County Board,
NOW, THEREFORE BE IT RESOLVED, the County Auditor is hereby
authorized and directed to issue a warrant in the amount of $61,682.80 made
payable to Super GMC Truck Sales, Inc., Fergus Falls, Minnesota in full pay-
ment thereof.

WHEREAS on January 3·, 1978, the bid for microfilm equipment was
awarded to 3M Business Products Sales_, Inc. , Minneapolis, Minnesota in the

WHEREAS the above contract has now been completed to the satis-
faction of the .County Board at a total cost of $39,887.08,
NOW, THEREFORE, BE IT HEREBY RESOLVED, the County·Auditor be

unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on July 12, 1976 the County Board accepted the bid for
grading and bituminous surfacing on S.A.P. 56-601-08 & C.P. 76:Twp-Bl from
Duininck Brs. & Gilchrist, Prinsburg, Minnesota for an amount of $653,404.75,
and
WHEREAS the above contract ha~ now been completed to .the satis-
faction of the County Board at a total cost of $781,569.44, an overrun of
$128,164.69 of $12,497.44 on S.A.P. 56-601-18 due to normal variation and
$115,667.25 on C.P. 76:Twp-Bl due to extra work performed for Amor, Aurdal,
Dane Prairie and Buse Townships,
NOW, THEREFORE, BE IT HEREBY RESOLVED, the County Auditor is
authorized and directed to issue a warrant in the amount of $95,637.77 payable
to Duininck Bros. & Gilchrist, Prinsburg,_ Minnesota as final payment for this
work.

adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota that
WHEREAS, in accordance with· a Procedural Agm?ment between the
·Minnesota Department of Natural Resourc_es. and the U. S. Fish and Wildlife Service,
dated May 23, 1962, certification by the County Board of Commissioners for ac-
quisition of land s by the U.S. Fish and Wildlife Service is requested, and
WHEREAS representatives· ?f the U .s. Fish and Wildlife Service met
with the Board of Commissioners of Otter Tail ~ounty, State of Minnesota, on
April 13, 1978 and informed the Commissioners that a purchase agreement had been
secured from Merlyn D. Iversen, and Pauline Iversen,et al, on certain lands loca-
ted in Sections 14 and 23 of Township 132 -Range 43, and
WHEREAS.consideration has been made by the County Board on the
above request,
NOW, THEREFORE, BE IT RESOLVED the Board of County Commissioners
of Otter Tail County does hereby grant approval of the acquisition of the above
mentioned property by the U.S. Fish and Wildlife Service.

carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Service,
dated May 23, 1962, certification by the County Board of Commissioners for acqui-
sition of lands by the U.S. Fish and Wildlife Service is requested, and
WHEREAS representatives of the U.S. Fish and Wildlife Service met
with the Board of Commissioners of Otter T~il County, Minnesota, on April 13, 1978,
and informed the Commissioners that a purchase agreement has been secured from
Nolan Moebius, et al, on the following described lands:
All that part of the S½ SW¼ lying W' ly of 1-94 right of way, Section 15 -
Township Al31 -Range 42
NOW, THEREFORE BE IT RESOLVED by the Board of County Commissioners
of Otter Tail County that said acquisition be denied, as recommended by the
Township Board and because it is the opinion of this board there are too many
tillable acres involved and also because of weed problems.

Awarding ~f the bid for life insurance coverage was tabled until
April 25th, to allow time to examine the bids.
Upon motion made by Bert Hovland, seconded by Andy Leitch and carried,
the preliminary plat of River Oaks, 2nd Add'n, to be located in Section 6 -a132 -43
and Section 32 -133 -43, was approved.

mously carried, a preliminary plat of Country Oak Estates, to be located in Section

Motion was made by Bert Hovland, seconded by John Snowberg and unani-
mously·carried, to approve a preliminary plat of Aurdal River View to be located in
Section 7 -133 -42, subject to stipulation of the Otter Tail County Planning Ad-
visory Commission. Upon motion made by Bert Hovland, seconded by Hub Nordgren and
carried, a special use permit was granted to Bruce Winterfeldt for construction of
a road to serve proposed plat called Aurdal River View.

mously carried, to approve a preliminary plat of 1st Add'n to Stoney Brook Manor,
located inSection 26 -133 -43, subject to stipulation of Otter Tail County Plan-
ning Advisory Commission. Upon motion made by Bert Hovland; seconded by Hub Nordgren
and carried, a special use permit was granted to Lawrence Schroder for construction
of a road to serv~::· the plat of 1st Add 'n to Stoney Brook Manor.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, to approve a preliminary plat of Darnell & Kuhlmeyer to be located

Motion was made by Andy Leitch, secondedby Hub Nordgren and carried,
to approve a metes and bounds description transfer of property by B & W Development

Upon motion made by Sydney Nelson, seconded by Hub Nordgren and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS the Federal Department of Defense Civil Preparedness is de-
termining the feasibility of relocating the population from risk areas to host
areas during period of intense international crisis, and;
WHEREAS the County of Otter Tail has been designated a host area,
and
WHEREAS the Governor has directed all State agencies to assist in
this planning effort, and
WHEREAS Otter Tail County has been requested to cooperatively
assist in the development of this emergency plan,
NOW, THEREFORE, BE IT RESOLVED that the governing body of Otter
Tail County endorses this planning effort, and all department heads and county
officials are directed to cooperate with the local director and State Division
of Emergency Services personnel.

Upon motion made by Bert Hovland, seconded by John Snowberg and
carried, Sydney Nelson voting "no", the application of Howard Peterson for
license .to sell intoxicating liquor at the Prairie Moon Restaurant in Amor Township
was denied, because a recent election in the Township indicated a dry vote by
the residents and because no approval has been received by the County Sheriff.
There being'no further business,. t:he Chairman adjourned the
. meeting until 9:30 A.M., Friday, April 14th.
-FRI:DAY'S SESSION -
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County met at 9: 30 A.M., Friday, April 14th, 1978, all members
present.
Don Puetz appeared before the Board withJa request to split a par-
cel of property located in G.L. 1, Section 4 of Everts Township. Motion was made
by Andy Leitch, seconded by Hub Nordgren and unanimously carried, to approve the
split, with each p_arcel to contain at least 100' of shoreline.
Upon motion made by Bert Hovland, seconded by Andy Leitch and unani-
mously carried, the following applications for reduction of assessed valuation and/ot
homestead classification were approved:

Motion was made by Andy Leitch, seconded by John Snowberg and
carried, authorizing the County Assessor to make clerical error changes in assess-
ments, etc., caused in the change-over to computer operation.
Motion was made by John Snowberg, seconded by Sydney Nelson and
carried, Leitch abataining, to appropriate $10,000 to each of the Fair Associations
operating in Otter Tail County for the year 1978.
Motion was made by Hub Nordgren, seconded by John Snowberg and unani-
mously carried, to approve a bond for Ruth Bakken, Deputy Auditor, in the amount of
$2,000.00.
Motion was made by John Snowberg to re-appoint Bob Oslund as County
Surveyor for a four year term, beginning April 1, 1978. Motion failed for lack of
a second.
Motion was made by Andy Leitch, seconded by John Snowberg and unani-
mously carried, to approve reduction of valuation and taxes on certain Orandi
property in the City of Fergus Falls.
Upon motion made by Hub Nordgren, seconded by Sydney Nelson and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners ·of Otter Tail
County Minnesota, that
WHEREAS on September 29, 1977 the County Board accepted the bid
of Progress Telephone Company, Fargo, North Dakota in the amount of $43,500.00
. .
for the complete installation of a privately owned telephone system to be in-
stalled in the Court House, and
WHEREAS the above contract has now been completed to the satis-
faction of the Board, with minor exceptions,
NOW, THEREFORE, BE IT HEREBY ~ESOLVED, the County Auditor is
authorized and directed to issue a warrant in the amount of $39,150.00 payable
to Progress Telephone Company, Fargo, North Dakota, which represents 90% of
the total, the bala:lce to be paid when intercom and button system is completed.

Froin!·and after June 1, 1978, all roads and streets dedicated
for public use or for the use of lot owners on a plat presented for the approval
of this board shall have a minimum width of 66 feet right-of-way.
From and after June 1, 1978, all streets or roadways providing
for access to and behind lots thereafter platted shall have a roadbed of not
less than 24 feet in width.
Where it is deemi necessary for drainage, ditches alorgthe road-
bed shall not be less than 2 feet deep.
Graveling is required.

were adopted:

sioner of Transportation for a grant from the Minnesota State Trans-
portation Fund for the reconstruction of Bridge No. 91674 on County
Road #116 over the Pelican River, and;
WHEREAS, The application for the grant has been reviewed by
the West Central Regional Development Commission, and;
WHEREAS, The amount of the grant has been determined to be
$71,439.12 by reason of the lowest responsible bid.
NOW, THEREFORE, BE IT RESOLVED: that the County of Otter Tail
does hereby affirm that any cost of the bridge in excess of the
grant will be appropriated from funds available to the County of
Otter Tail, and that any grant monies appropriated for the bridge
but not required, based on the final estimate, shall be returned to
the Minnesota State Transportation Fund.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
Dennis Berend be and is hereby re-appointed as Otter Tail
County· Highway Engineer for a-four year period beginning May 1, 1978, and
BE IT FURTHER RESOLVED annual salary shall be established
at $30,000 per annum, beginning May 1, 1978,-wit}:i an-•8% increase on January 1,
1979.

carried, the County Auditor was authorized to publish notice of intent to enact
an ordinance prohibiting water skiin_g on Portage, Lake, time and place of hearing
to be May 9th, 1978, at 10:00 A.M., in the Commissioners Room of the Court House·
in the City of Fergus Falls.
Motion was made by Andy.Leitch, seconded by John Snowberg, to
retain Glenn Cording_ & Associates, Minneapolis, Minnesota to prepare drawings
· of· the p_roposed office building to be located on South Court street· ln the City
o:f Fergus Falls. Upon role call vote, John Snowberg and Andy Leitch voted "yes",
Hub Nordgren; Sydney Nelson and Bert Hovland .voted "no". Motion failed.
Motion was made ~Y SydneyNelson,-to hire the Keiser Architecture
Corporatio!1 of Fergus Falls as architect t9 prepare plans of the proposed office
building to _be located on South Court Street in the City of Fergus Falls. Mo.tion
failed for lack of a· second.
