OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER. TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board ·of County Commissioners of
Otter Tail County Minnesota met at 1:00 P.M., Tuesday, March 21, 1978, all mem-
bers present.
Motion was made by Andy Leitch, seconded by Hub Nordgren and
carried, Syd Nelson abstaining, to deny approval of the plat of Walden Hills,
to be located in Sections 19 and 20 of Leaf Mountain Township.
Motion was made by Andy Leitch, seconded by Hub Nordgren and
carried, to deny approval of a plat of Stich & Wagner, to be located in Section
19, Leaf Mountain Township, referring ·said plat back to the Otter Tail County
Planning Advisory Commission because of substandard lots that do not meet or-
dinance requirements and building set back requirements.
Motion was made by Hub NCrdgren, seconded by Andy Leitch and unani-
mously carried, to approve the application of Steve Heifort for special use per-
mit to change use of resort to on-sale liquor establishment, at Hull's Landing
in Girard Township.
Upon motion made by Sydney Nelson, seconded by Andy Leitch and unani-
mously carried, the following applications for sewage disposal installers license
were approved:

Motion was made by Andy Leitch, seconded by John Snowberg and carried,
to approve the application of Gregory Barry for sewage dilsposal system cleaners
license for BarJJr and Rostad Pumping Service, Underwood, Minnesota.
A petition calling for a change in the location of a county road in
Butler Township was presented to the County Board and a delegation appeared before
the Board in opposition to said petition •. After hearing the various interested
parties, motion was made by Sydney Nelson, seconded by Andy Leitch and carried,
to accept the petition and the County Auditor was instructed to file same.

carried, the following applications for license to sell non-intoxicating malt
liquor were approved:

Upon motion made by Andy Leitch, seconded by John Snowberg and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS in accordance with a Procedural Agreement between the
Minnesota Department of Natural Resources and the U. S. Fish and Wildlife Service,
dated May 23, 1962, certification by the County Board of Commissioners for ac-
qujsition of lands by the U.S. Fish and Wildlife Service is requested, and
WHEREAS representatives of the U. S. Fish and Wildlife Service met
with the Board of Commissioners of Otter Tail County, State of Minnesota, on
March 21, 1978, and informed the Commissioners that a purchase agreement has been
secured from Dr. Hubert W. Britt & Dagny Britt, his wife, on the SE¼ SW1/4 and that
part of the SE¼ lying southand west of I-94 right-of-way, Section 9 -131 -42, and
WHEREAS the County Board of Commissioners considered the above re-
quest for acquisition by the U.S. Fish and Wildlife Service,
NOW, THEREFORE, BE IT HEREBY RESOLVED the County Board approves
the acquisition by the U. S. Fish and Wildlife Service of the above described
property.
Adopted this 21st day of March, 1978, at Fergus Falls, Minnesota

unanimously carried, the following resolution was. adopted:
RESOLVED by the Board of County Commissioners of Otter Tat°!
County Minnesota, that
WHEREAS in accordance with a Pro~edurai Agreement between the
Minnesota Department of Natural Resources and _the U. S. Fish and Wildlife Ser-·
vice, dated May 23, 1962, certification by the County Board of Commissioners for
acquisitio~ of lands by the U. s. · Fish and Wildlife· se·rvice is requested, and
WHEREAS representatives of_ ~he U .. S .. Fish and Wildlife Service
met with the Board of Commissioners:, of Otter Tail County, State of Minnesota,
on March 21, 1978, and informed the Commissioners that a purchase agreement had
been secured from-Merlyn D. IVersen and Kathleen M. Iversen, his wife, and
Pauline Iversen, et al,, for certain properties located in sections 14 and 23
of Buse Township, and
WHEREAS the County Board of Commissioners consideiel the above re-
quest for acquisition by the u~ S. Fish and Wildlife Service and the opinions ·
of the Town Board of Buse Township,
NOW THEREFORE, BE IT RESOLVED, the Board of Commiss:iners does
hereby deny approval for acquisition· by the U. S. Fish and Wildlife Service on·
the aforementioned property.

Upon motion made by John Snowberg, seconded by Bert Hovland and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS application has been made by the Pelican Valley Heal th
Center, Pelican Rapids, and the Lake Region Hospital, Fergus Falls, to the
Min-Oak Heal th Systems ,Agency, Inc., fo"E the expansion of present facilities, and
WHEREAS approval has been requested of the Board of Cotmty Com-
missioners of Otter Tail County Minnesota,
NOW, THEREFORE, BE IT RESOLVED said County Board does hereby
approve expansion of the facilities of the Pelican Valley Heal th Center, Pelican
Rapids, Minnesota, and the Lake Region Hospital, Fergus Falls, Minnesota, and
recommends approval by the Min-Dak Health Systems Agency, Inc ..

Upon motion made by Andy Leitch, seconded by Hub Nordgren and
carried, the following resolution was adoptl:?d:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on the 30th day of September, 1970, pursuant to the laws
of the State of Minnesota, a certificate of forferture was executed by the
County Auditor of Otter Tail Courity Minnesota and filed in Book 75 of Misc.,
Page 175, for the following described property:
West 25 1 of Lot 2 and all Lot 3, Block 48, Original Plat, City of
Fergus Falls·
WHEREAS the premises here.inabove described were owned by James
Moline at the time of the supposed forfeiture, and that the inclusion thereof
in said certificate was erron.eous ,for the reason 'judgment had been confessed··
on August 3, 1970,
NOW, nIEREFORE BE lT RESOLVED, by the County Board of Otter Tail
County Minnesota having examined into the allegations of the application calling
for cancellation of the county auqitor' s certificate of forfeiture, approves said
application and recommends that the same be granted.

carried, the County Engineer was authorized to advertise for bids to be receivecl
. ' until 1:30 P.M., April 25, 1978, for approximately 50,000 gallons SC and 200,000.
· gallons MC, for county-wide bituminous surfacing; and until 1:45 P.·M., April 25,
1978, for seasonal culvert supplies.
Upon motion made by Andy Leitch, seconded by John Snowberg and unani-
mously carried, the County Auditor and the County Highway Engineer were instructed
to proceed ·with County· Ditch No.· 37 pursuant to Minnesota State Statut_es l06A65;
Redetermination of Benefits, and 106.471, Repairs.
There being no further business, the Chairman adjourned the meeting
until 9: 30 A.M., Thursday, April 13, 1978.
