OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County met at 9:30 A.M., Monday, February 6, 1978, all members present.
A hearing was held concerning proposed road construction in the
County. After listening to various interested parties, motion was made by Hub
Nordgren, seconded by John Snowberg and carried, to approve the three year action
plan as presented by the County Engineer for proposed road construction in Otter
Tail County.
Various representatives.of the North East Otter Tail County Land-
fill Association appeared before the Board relative to problems ,confronting the
Association. No action taken.
Motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to appoint Bruce Peterson as caretaker at Phelps Mill, stalting May 1st, 1978, to
replace Stan Jesinoski, who has resigned.
Motion was made b,y Bert Ho'vland,· sec~nded by Hub Nordgren and carried,
to approve the preliminary plat of 2nd Add'n to Woodland Heights, located in Section
26 of Fergus Falls Township, subject to agreem~nt betwe.en the developer and the town-
ship.
Motion was made by Bert· Hovland, seconchi by John Snowberg and unani-
mously carried, to approve the preliminary plat of River View Hills, to be located
in Sections 31 and 32, Aurdal To~mship, subject to Lots 19 and 20 possibly being
in the Flood plains.
Motion was made by Bert Hovland, seconded by John ·snowberg and
carried, to approve the application of Vernon L. Jensen for special use permit to
construct approximately one mile of road for access to proposed plat.

Motion was made by Sydney Nelson, seconded by Andy Leitch and carried,
to approve the application of G. W. Cardiff for special use permit to cut and fi 11
in an area in G.L. 2 in Section 27 of Hobart Township, subject to conditional require-
ments.
Motion was made by Andy Leitch, seconded by Sydney Nelson and unani-
mously carried, to uphold the decision of the planning advisory commission and deny .
the appHcation of Lyll;!' Rosenow for special .use permit to expand resort on West Leaf
Lake, in Leaf Lake Township.
Motion was made by John Snowberg, seconded by Andy Leitch and carried,
to uphold the decision of the planning advisory commission and deny the applica:i.on
of E.W. Savoie for special use permit to add five recreational campsites to existing
resort on Big Pine Lake in Corliss Township.
Motion was made by Bert Hovland, seconded by Hub Nordgren and carried,
to approve the preliminary plat of Langren's Add'n, Located in Section 20 of Aurdal
Township, subject to approval by the County Engineer of the road approach.
Motion was made by Sydney Nelson, seconded by Andy Leitch and carried,
authorizing the county assessor to order flight maps of the remaining portions of
Otter Tail County, at an estimated cost of $1,700.00.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, to cancel the sheriff's fees and charges against Phi.1 Trites, Henning,
on a delinquent mobile home tax.
Motion was made by Hub Nordgren, seconded by John Snowberg and unani-
mously carried, to adopt the county personnel policy, amended 1978, as submitted
by the personnel committee.
Motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to accept the statement of receipts and disbursements for the year ended December
31, 1977, as presented by the county auditor.
Motion was made by John Snowberg, seconded by Sydney Nelson and
carried, authorizing the county auditor to issue warrants on the County Revenue
Fund made payable to the First National Barik to cover checks written for auto
licenses returned for lack of funds.

Upon motion made by Hub Nordgren, seconded by John Snowberg and
unanimously carried> the following resolution was adopted:
RESOLUTION
WHEREAS, Otter Tail County, to comply with the State of Minne-
sota Action Plan, did hold a public meeting on February 6, 1978, to
consider a long range bridge and highway construction plan, and
WHEREAS, the adoption of a future bridge and highway construc-
tion plan in accordance with the Minnesota Action Plan is required.
NOW, THEREFORE, IT IS RESOLVED, . that the "Otter Tail County,
1978 Annually Revised Bridge and Highway Construction Plan, dated
February 6, 1978", as prepared by the County Highway Engineer, is
the 1978 long range Bridge and Highway Construction Plan for Otter
Tail County.

carried, the following resolution· was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that r .
WHEREAS in accordance with a procedural agreement between
the Minnesota Department of Natural Resources and the U.S. Fish and Wildlife
Service, dated May 23, 1962, certification by the County Board of Commissioners
for acquisition of lands by the U.S. Fish and Wildlife Service is requested, and
WHEREAS representatives of the U.S. Fish and Wildlife Service
met with the County Board on February 6, 1978 and informed the Commissioners
that a waterfowl easement has been secured from Frank W. Madden and Violet I.
Madden on the following described lands:
SE¼SE¼, ex. south 495 feet, Section 12 -132 -43
NOW, THEREFORE, BE IT HEREBY RESOLVED, the County Board approves
the above request for acquisition by the U.S. Fish and Wildlife Service.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS in accordance with a procedurfi-l.L agreement between
the Minnesota Department of Natural Resources and the U.S. Fish and Wildlife
Service, dated May 23, 1962, certification by the County Board of Commissioners
for acquisition of lands by the U.S. Fish and Wildlife Service is requested, and

met with the County Board on February 6, 1978 and informed the Commissioners

Upon motion made by Andy Lei_tch, seconded by John Snowberg and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS adoption of the State Building Code as now set up
would cause,considerable hardship in Otter Tail County at the July 1, 1978
deadline, and
WHEREAS legislation has been introduced calling for an extension
of the date to July 1, 1980 when mimic"ipali tie·s are required to adopt and enforce
the State Building Code, under H.F. 1892,
NOW, THEREFORE, The Board of County Commissioners of Otter Tail
County does hereby go· on record approving H.F. 1892 and does urge its passage.

Upon motion made by John Sn~•berg, seconded by Hub Nordgren and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the Minnesota State Legislature is considering satellite
facilities to the Minnesota Veterans Home, and
WHEREAS-the needs of veterans are ever increasing for a residential
or nursing home type facility, and
WHEREAS the present Veterans Home has a substantial waiting list
for admissions, and
WHEREAS the accessibility from the northwest part of the State to
the present home is not within :immediate range of travel for the veteran and his
family, and
WHEREAS the use of the existing Campus and facilities of the Fergus
Falls State Hospital have been recomm~nded by the,Region IV Development Commission
as a Satellite Veterans Home,
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board
of Commissioners endorses and recommends the assignment of a portion of the Fergus
Falls State Hospital campus and facilities to the Minnesota Veterans Home, Depart-
ment of ·Veterans Affairs,
BE IT FURTHER RESOLVED that copies of this resolution be sent to
all Otter Tail County Veterans Organizations, and the Otter Tail County Legisla-
tive delegation.

Upon motion made by Sydney Nelson, seconded ·by Andy Leitch and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS H·. F. No. 1434 has been introduced into the legislature
for the purpose of correcting boundary description errors in Otter Tail County
authorizing the commissioner of natural resources to convey interest of the
State, and
WHEREAS this has been brought to the attention of the County
Board and meets their full approval,
NOW, THEREFORE, BE IT HEREBY RESOLVED the County Board does
approve and recommends passage of H.F. No. 1434.

carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on December 7, 1977 a resolution was passed recog-
nizing a state of emergency due to snow conditions on county highways, and
WHEREAS because of this emergency the County Board authorized
the County Engineer to purchase one Klauer Snogo Snow Blower at a cost of
$28,492.00, and
WHEREAS the above ~quipment has now been received to the satis-
faction of the County Board at a total cost of $28,492.00,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of ·$28,492.00 payable to Itasca
Equipment Co., P .0. Box 377, Savage, Minnesota 55378, 'in full payment thereof.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the Otter Tail County Hoµsing Authority has presented
to the County Board their Housing Ass:iStance Plan, including Table I, Survey of
Housing Conditions; Table II, Housing As~:istance Needs of Lower Income Households;
Table III, Goals for Lower Incom(;' I-Jousing Ass:istanc:e, -Current Year Goal and Three
Year Goal; Table IV, General Locations for Proposed Lower Income Housing, and
WHEREAS said Housing Ass:istance Plan has been examined by the
County Board,
NOW, THEREFORE, BE IT HEREBY RESOLVED the County Board approves
the Housing Assistance Plan and supports the objectives of the Housing and Rede-
velopment Authority.

Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, to approve miscellaneous publication expenses, etc., of the Housing
Redevelopment Authority for notice of hearing on block grants.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and
carried, re-appointing Jared Smalley to a five year term on the Housing Redevelop-
ment Authority.
Upon motion made by Andy Leitch, seconded by John Snowberg and
carried, the County Auditor was authorized to advertise for bids to be received
until 2:00 P.M., 1'hJ.l'J'.':S.,;;\~;y, April 1i, 1978, for $10,000 term life insurance for
county employees.
Motion was made by Andy Leitch, seconded by John Snowberg and unani-
mously carried, stating the chairman of the Otter Tail County Planning Commission
shall be a member of the Otter Tail County Board of Adjustment.
Motion was made by Hub Nordgren, seconded by John Snowberg and unani-
mously carried, to pay the 1978 dues in the amount of $200.00 to the Minnesota
Deputy Registrar Association.
Motion was made 1by,Andy Leitc!i, ~econded by Hub Nordgren and carried,
to approve the payment of $1,015 to Jack Lacey Co., W~hdell, Minnesota for emergency
snowblowing.
Motion was made by Bert Hovland, seconded by Hub Nordgren and carried,
to approve the payment of $4,500.00 to Everett A. Paulson, Pelican Rapids, Minnesota
for bulldozing snow.
