Home My WebLink AboutBoard of Commissioners - Minutes - 01/24/1978MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 1:00 P.M., Tuesday, January 24, 1978, all members present. The Otter Tail County agricultural inspectors appeared before the Board and presented their annual reports for 1977. Motion was made by Andy Leitch, seconded by John Snowberg and carried, to accept the reports as presented. The matter of an application signed by Robert C. Rife-.-·, for special use permit to expand resort facilities on Pelican River and Lake Lizzie in Dunn Township to include on-sale liquor license was brought before the Board. After listening to the various interested parties, motion was made by Bert Hovland, seconded by Sydney Nelson and carried, Andy Leitch voting "no", to approve said application and the special use permit was granted. Motion was made by Andy Leitch, seconded by John Snowberg and unani- mously carried, to approve the application of Fred Norlien for special use permit to remove ridge on lot on Ten Mile Lake, Tumuli Township and level building site. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, to approve a preliminary plat of Sterlin_g Heights, · to be located on Devils Lake in Section 6 -136 -39. Motion was made by Bert Hovland, seconded by John Snowberg and unani- mously carried, to approve a preli~inary plat of Poss Beach, located in Section 31 - 137 -42. Motion was made by Hub Nordgren, seconded by Andy Leitch and carried, to approve the following applications for sewage disposal system clean·ers· license: Roman Koep Donald Wiek Russell A. Myrbo Wiek Phunbing Myrbo Enterprises Parkers •Prairie, Minnesota Henning, Minnesota Battle Lake, Minnesota Upon motion made by Andy Leitch, seconded by Hub Nordgren and unanimously carried, the following applications for sewage disposal installers license were approved: Walt Hendrickx Russell A. Myrbo Myrbo En;terprises: . Fergus Falls, Minnesota ~attle Lake, Minnesota Representatives from the U.S. Fish .and Wildlife Service appeared before the Board requesting approval by the Board for the purchase of the Dale Hintermeister property located in Sections-20. and 29 of Dane Prairie Township and the Edwin A. Monson property in Section 29 of Pelican Township. After considerable discussion, motion was made by Andy Leitch, seconded by Hub Nordgren and unanimously carried, to table action on the Hintermeister property until 2:30 P.M., Wednesday, February 22nd. Motion was made by Bert Hovland, seconded by John Snowberg and unani- mously carried, to table action on the Monson property until 2:30 P.M., Wednesday, February 22nd. Motion was made by Andy Leitch, seconded by Hub .Nordgren and unani- mously carried, to adjust the 1978 salary of the present Clerk of/6istrict Court, as recommended by the District Court Judge. Motion was made by John Snowberg, seconded by Sydney Nelson and carried, Andy Leitch voting "no", to increase mileage all9wance to 15¢ per mile. Motion was made by Andy Leitch, seconded by Syd Nelson and carried, to accept the resignation of Stan Jesinoski as caretaker at Phelps Mill. Motion was made by Hub Nordgren, seconded by John Snowberg and carried, to approve a surety bond in the amount of $3,000 for Danette Friedrich, Deputy Clerk of County Court. Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried, to re-appoint Allen Schermerhorn to the Otter Tail County Extension Committee. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, to approve the application of Leo J. Lukas for license to sell non- intoxicating.malt liquor at the Fish N' Fun Resort in Dead Lake Township. Motion was made by Sydney Nelson, seconded by Andy Leitch and of carried, to approve f~~gmn~ss:s~he sheriff's fees in the collection of a delinquent mobile home tax in the name of James Kline in Scambler Township, aJ1968 mobile home assessed as all971. Motion was made by Andy Leitch, seconded by John Snowberg and carried, to approve an exchange of six fire extinguishers in the law enforcement center and one extinguisher on the ground floor of the courthouse proper, from water extinguishers to chemical, at a cost of $24.00 each. Motion was made by Andy Leitch, seconded by Hub Nordgren and carried, to sell the next available used motor grader no longer needed by the County Highway Department to Leaf Mountain Township at a cost of $3,000, Syd Nelson voting "no". Motion was made by Andy Leitch, seconded by Hub Nordgren and carried, instructing John Snowberg to appoint a bridge committee for Phelps Mill. Motion was made by Andy Leitch, seconded by Hub Nordgren and carried, to approve the labor agreement between Otter Tail County and the Highway Department Maintenance Union for the year 1978, and the Chairman of ,the Board was authorized to sign the agreement on behalf of Otter Tail County. Sydney Nelson:, .seconded by Andy Leitch and carried, to approve the following corrected resolution pertaining to the Otter Tail County Extension Budget: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, for the appropriation for Otter Tail County Extension Work for the year beginning January 1, 1978, BE IT HEREBY RESOLVED, That the sum of $62,423 be set apart from the General Revenue Fund and appropriated subject to the order of the Dean of the Institute of Agriculture of the University of Minnesota for the support of county extension work in agriculture and home economics in Otter Tail County for the year beginning January 1, 1978, in accord_ance with Chapter 202,· Laws 1953 and acts supplementary thereto. Upon motion made by John Swnoberg, seconded by Syd Nelson and unanimously carried, the following resolutions pretaining to highway striping contracts were approved: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on August 5; 1975 the bid for highway striping for 1975 and 1976 was awarded to Traffic -Marking Service., Inc~, Buffalo, Minnesota in ·the amount of $142,000.00, and WHEREAS the above contract has now been completed to the satis- faction of the County Board at a total cos.t of $121,598.55, a decrease of $20,401.45 due mainly to the need for l'.ess edge striping and white paint, NOW, THEREFORE, BE IT HEREBY RESOLVED, the County Auditor is authorized and directed to issue a warrant in the amount of $2,222;54 payable to Traffic Marking Service, Inc., Buffalo, Minnesota as final payment for this work. Dated at Fergus Falls, Minnesota this 24th day of January, 1978. RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on August 9, 1977 the bid for highway striping for 1977 was awarded to Traffic-Marking Service, Inc .• Buffalo, Minnesota in the amount of $44,112.54, and WHEREAS the above contract has now been completed to the satis- faction of the County Board at a total cost of $33,627.90, a decrease of $10,484.64, due mainly to the need for less edge striping, NOW, THEREFORE BE IT HEREBY RESOLVED, the County Auditor is authorized and directed to issue a warrant in the amount of $3,362.79 payable to Traffic Marking Service, Inc., Buffalo, Minnesota as final payment for this work.
