BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of. Otter Tail County Minnesota met at 9: 30 A.M., Thursday ,December 29, 1977, Sydney Nelson absent because of illness. Motion was made by John Snowberg, seconded by Hub Nordgren and carried, to appoint Bernie Roberts as Co-ordinator of the Otter Tafl County Safety Program. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to accept the letter of December 9, 1977 from Attorney Van Ellig relative to Otter Tail County Ditch No. 37, and place on file. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, authorizing the County Auditor to make a journal entry transferring from County Revenue Fund to the Human Services Fund, the sum of $30,951.89 for Probation and Parole and $15,000for County Nursing Service. Motion was made by Hub Nordgren, seconded by John Snowberg and carried, authorizing the Chairman of the Board and the County Auditor to execute an agreement with the Clay County Law Enforcement Center for the Regional Juvenile Detention Center incorporating in the new agreement a change in transportation ser- vices and an increase in per diem charge from $30.00 to $45.00. Moti.on was made by John Snowberg, seconded· by Bert Hovland and carried, to approve the payment of $140.02 to the Association of Minnesota Counties· to cover costs incurred for consultation fees of Attorney Peter D •. B.ergstrom rea garding the County Sheriff's suit over his office budget·. Upon motion made by John Snowberg, seconded by Bert H.ovland and carried, the following resolution was adopted: RESOLVED by the Board of· County Commissioners of Otter Tail County Minnesota, that WHEREAS Oil<April-5:, 1977~ the.bid.for bitumiitous surfacing on S.A.P. 56-606-07, .. 56-630-04, 56-654-04, 56-657-04 & 56-667-11, C.P. 77:120B; 146B, 77:148B, 77:21M(l), 77:21M(2), 77:28M, 77:Twp-Bl, 77:Twp_-B2 and 77:MM-1 was awarded to Mark Sand & Gravel Company, Fergus Falls; Minnesota, inthe amount of $929,224.55, and ~EREAS the above contract has now beep completed to the satisfaction of the CoW1ty Board at a total.cost of $1,028,746.99, an increase of 10.71% over the original . contract amount.· To meet the seasonal requirements for bituminous surfacing materials, deductions amouriting to $116,405.20 and additio~sl amoWlting to $215,927.64 were made. NOW, THEREFORE, BE IT HEREBY RESOLVED, the CoW1ty Auditor is authorized and directed to issue a warrant :i1 the amount of $61,222. 70 payable to. Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to ap.p_rove the schedu_le of wage increases for the year 1978, as presented by the wage committee; to be an over-all 5% increase, plus minimum wage adjustment, and additional merit raise adjustments as determined by the department heads and wage cornmit~ee.
