HomeMy WebLinkAboutBoard of Commissioners - Minutes - 12/20/1977MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment; the Board of County Commissioners of Otter Tail County Minnesota met at 1:00 P.M.~ Tuesday, December 20, 197_7, all members present. Motion was made by Bert Hovland, seconded by John Snowberg and carried, Andy Leitch votingllno", to app:rove·the agreement with the Minnesota . ' Department of Natural Resources relating to the Pelican Trail Snowmobile Trail and approve the application for grants-in-aid. Motion was made by Hub Nordgren, seconded·by Bert Hovland and • • • I ' carried, authorizing the _C~unty Engineer to attend the Engineer's Convention at Arrowwood January 9th through 13th. Motion was ·made ··by John. Snowberg; ,.s-~conded liy Bert Hovland and carried, authorizing Malcolm Lee to attend the 1978 Convention of On-Site Sewage Treatment Contractors Association to be held in Minneapolis January 17th. Motion was made by Andy Leitch, seconded by Bert Hovland and carried, to approve the application of Doug Hegstad and Ron Waldham for license to sell non-intoxicat'ing malt liquor at Interstate Standard, located in Buse Town- ship. Motion was made by Bert Hovland, seconded by Hub Nordgren and . carried, to approve the application of Bruce Hettes tad for cancellation of a mobile home tax in Erhards Grove Township, said mobile home having been assessed and paid in the name of Gary Samuelson. Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, authorizing Malcolm Lee to attend.a hearing at Bloomington on January 5th relative to design and.evaluation criteria for energy conservation in new buildings, additions, remodeled elements of buildings and standards for certain existing pub- lic buildings. Upon motion made by Sydney Nelson, seconded by Bert Hovland and carried, the following resolution was adopted: RESOLUTION BE IT RESOLVED, that the following described project is hereby approved by Otter Tail County and the County Highway Engineer shall take such action needed to have the work com- pleted. BE IT FURTHER RESOLVED, that the work may be included in future County contracts, added to existing County contracts or.by any other method deemed to be the most advantageous to the County: Project Owner Hobart, Edna, Perham & Gorman Townships. Attest: (SEAL) Upon motion made by Bert Hovland, seconded by Sydney Nelson and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, Minnesota Statutes, Section 97.481 authorizes the Commis- sioner of Natural Resources to acquire wildlife lands such as marsh or wetlands and the margins thereof including ponds, small lakes and stream bottoms; and WHEREAS, the purchase of such lands requires the approval by a majority of the Board of County Commissioners in the county where the land to be purchased is located; and WHEREAS, the Commissioner of Natural Resources through his authorized agents has requested the approval of the County Board for purchase of the following described land to be used for water and wildlife conservation purposes; and WHEREAS, the Board of County Conunissioners has had available to it the advice and counsel of the Soil Conservation District organized-within _the county; and WHEREAS, the acquisition and preservation of water and wildlife con- servation lands is in the public interest, NOW, THEREFORE, BE IT RESOLVED, that the approval be given to the purchase by the Commissioner of Natural Resources of the following described lands, to-wit: NORWEGIAN CIOVE WILDLIFE MANAGEMENT AREA Tract #1 -The NW¼ SE¼ of Section 34, and that part of the W½ NE¼ of Section 34 described as follows: Commencing on the north quarter line of Section 34 along Minn. Trunk Highway #108; thence south along quarter line 2,640 feet to the center of Section 34; thence east 1,320 feet; thence north approximately 680 feet; thence west approx- imately 550 feet; thence north approximately 1,260 feet; thence west approximately 737 feet; thence north approximately 700 feet; thence west 33 feet to the point of beginning. All located within Section 34 -134 -44, containing 85 acres more or less, the exact description and acreage to be determined by engineering survey. ATIEST: cqt;L~,,J JJ )s,_p;,rJ Clerk Upon motion made by,~ydney Nelson, seconded by Bert Hovland and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on May 10, 1977 the bid for grading and aggregate sur- facing on C.S.A.H. #41 was awarded to Minnerath Construction, Inc., Cold Spring, Minnesota in the amount of $162.393!83, and WHEREAS the above contract-has now been completed to the satis- faction of the County Board at a total cost of $166,379.13, an 'increase of $3,985.30 due to the need for additional approaches .and sodding, NOW, THEREFORE, BE IT HEREBY RESOLVED the County Auditor is authorized and directed to issue a warrant in the amount·of $20,242.68 payable to Minnerath Construction, Inc., Cold Spring, Minnesota as final payment for this work. Upon motion. made by Sydney Nelson, _sec~nded by Bert Hovland and carried, the following resolution was adopted: · RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on May 10, 1977 the bid for grading and aggregate sur- facing C.S.A.H. #79 between south county line and T.H. #235 was awarded to Lincoln Construction Company, Lynd, Minnesota in the amount of $96,805.39, and WHEREAS the above contract has now been completed to ·the satis- faction of the County Board at a total cost of $95,282.85, a decrease of $1,522.54 due to the need of less 24" R.C. pipe culverts, NOW, THEREFORE, BE IT HEREBY RESOLVED, the County Auditor is authorized and directed to issue a warrant in the amount of $10,085.15 payable to Lincoln Construction Company, Lynd, Minnesota as final payment for this work. Dated at Fergus Falls,: Minnesota this 20th day of December, 1977. Upon motion made by Sydney Nelson, seconded by Bert Hovland and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on May 10, 1977 the bid for grading and aggregate sur- facing on C.H. #136, between 1 and 3 miles north of CSAH #6 on T.H. #29, and .from CSAH #42 to .74 milenorth, was awarded to Lincoln Construction Company, Lynd, Minnesota in the amoWlt of $134,016.33, and WHEREAS the above contract has now been completed to the satis- faction of the County Board at a total cost of $142,282.66, an increase of $8,266.33, due to heavy rains making additional sodding necessary, and additional approaches, which increased the culvert requirements, NOW, THEREFORE, BE IT HEREBY RESOLVED the County Auditor is authorized and directed to issue a warrant in the amount of $17,130.58 payable to the Lincoln Construction Company, Lynd, Minnesota as final payment for this work. Ch AITEST: ~a>Jz tJ Clerk Upon motion made by Sydney Nelson, seconded by Berton Hovland and carried, the following resolution was adopted: .RESOLVED by the Board. of County Commissioners of Otter Tail County Minnesota, that WHEREAS on April ·19,.1977, the County Board accepted the bid of Herbison Bridge Company, Minneapolis, Minnesota in the amount of $169,496.95 for bridge and highway approaches on C.S.A.H. #1 over the Dead River, and WHEREAS the above contract has now been completed to the satis- faction of the County Board at a total cost of $176,735.68, an increase of $7,238.73 due to additional timber to complete the structure and additional approach work which increased all road building quantities, NOW; THEREFORE, BE IT HEREBY RESOLVED, the County Auditor is authorized and directed to issue a warrant in the amount of $21,155.40 payable to Herbison Bridge Company, Minneapolis, Minnesota as final payment for this work. Chairman Up~n motion made by f Bert Hovland , seconded ---------------- by John Snowberg and carried, the following resolution was adopted: ------------- RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on October 11, 1977, the bid .for one 1978 Dodge Aspen station wagen was awarded to Fergus Dodge, Inc., Fergus Falls, Minnesota in the amount of $3,940.00 for use by the Veterans Service Office, and WHEREAS said automobile has been received to the satisfaction of the County Board, NOW, THEREFORE, BE IT HEREBY RESOLVED, the County Auditor be authorized and instructed to issue a warrant in the amount of $3,940.00 payable to Fergus Dodge, Inc., Fergus Falls, Minnesota in full payment thereof. Motipn was made by Hub Nordgren, seconded by Bert Hovland and carried, authorizing Malcolm Lee to attend a hearing on the State Building Code as it pertains to public buildings, to be held in January, 1978. Motion was made by John Snowberg, seconded by Hub Nordgren and carried, to grant half day holiday to all county employees, to be taken either the afternoon of the 23rd or 30th of December, at the discretion of the depart- ment heads, the courthouse to remain open.
