OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment,_ the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M.; Monday, November 7th, 1977, all mem-
bers present.
Mike Vosburgh_appeared before the Board relative to the annual
meeting of the Public Employees Retirement Improvement Association to be held in
Minneapolis November 18th at 1:30 P.M .. Motion was made by Bert Hovland, seconded
by John Snowberg and carried authorizin_g expenses to be paid for a county employee
to attend said meeting.
Representative Bob Anderson appeared before the Board and
visited with the Board relative to proposed legislation.
Because of lack of use of the public telephone in the north
entrance of the court house, motion was made by Hub NOrdgren, seconded by John
Snowberg and carried, to have said telephone removed rather than pay a subsidy
as requested by the telephone company.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and
unanimously carried, to grade the township roads in Elmo Township, at the prevailing
rates, after completion of county work.
Marv. Mansfield of the U.S. Department of Fish & Wildlife
appeared before the Board and presented a ch_eck in the amount of $1660.42, as pay-
ment for refuge areas recently purchased in Otter Tail County for waterfowl pro-
duction areas .
Gordon Nielson appeared before the Board relative to land

Upon motion made by Bert Hovland, seconded by Hub Nordgren and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, Minnesota Statutes, Section 97.481 authorized the Commis-
sioner of Natural Resources to acquire wildlife lands such as marsh or we~lands and
the margins thereof including ponds, small lake and stream bottoms; and
WHEREAS, the purchase of such lands requires the approval by a majority
of the Board of County Commissioners in the county where the land to be purchased is
located; and
wtfEREAS, the Commissioner of Natural Resources through·his authorized
agents has requested the approval of the County Board for purchase of the following
described land to be used for water and wildlife conservation purposes; and
WHEREAS, the Board of County Commissioners has-had ayailable :to it . -. ,.,
the advice and counsel of ihe Soil Conservation District organized within the county;
and
WHEREAS, the Acquisition and preservation of water and wildlife con-
servation lands is in the public interest,
NOW, THEREFORE, BE IT RESOLVED, That the approval be given to the
purchase by the Commissioner of Natural Resources of the following described lands
to-wit:
COLEMAN WILDLIFE MANAGEMENT AREA
Tract #1 -Ail of the N1~ and the N1~ of the S½ of Section 7, T 134 M, R 42 W,
Containing 470.55 acres according to courthouse records. Dr. Edward L.
Colman, owner.
That said lands are to be acquired and preserved by the State of
Minnesota for water and wildlife conservation purposes.

carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that

That said lands are to be acquired and preserved by the State of
Minnesota for water and wildlife conservation purposes.

Upon motion made by Hub Nordgren, seconded.by Sydney Nelson and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS Approval has been requested by the Department of Natural
Resources for the exchange of certain State owned lands described as follows:
NE¼ NE¼ Section 36, Township 133, Range 38
for the following privately owned lands, described as follows:
SW¼ SE¼ Section 33, Township 133, Range 37
WHEREAS investigation has:been requested of the County of Otter
Tail of the effect of this land exchange~ and -~ , .
WHEREAS it is the feeHng of the Board of·County Commissioners of
Otter Tail County said exchange would not be in the best public interest,
NOW, THEREFORE, BE iT HEREBY RESOLVED the County Board requests
the Department of Natural Resources not allow the aforementioned land exchange.

complete the watercourse inventory and requests grant-in-aid funds.

Dodge Monaco, 4 dr. sedan, to be used by the Sheriff's Department, and
WHEREAS the above automobile has now been delivered to the satis-
faction of said Board,
NOW, THEREFORE, BE IT HEREBY RESOLVED, the County Auditor be and

Upon motion ~ade by Hub Nordgren, seconded by Bert Hovland and
carried, the following resolution was adopted:
RESOLVED by the Board>of County C~mmissioners of Otter Tail
County Minnesota,
That the Chairman of the Board of CoW1ty.Commissioners is hereby
authorized and directed for and on behalf of the County of Otter Tail to execute
and enter into a contract with the Commissioner of Transportation for the removal
of snow from particular portions of all of the roads, highways or runways under the
jurisdiction of the County of Otter Tail~; all on the terms and conditions contained
and set forth in.11State. of Minnesota,.Department of Transportation Operations -
Maintenance Snow Removal Agreement", a copy of which said form was before the Board,
assuming on behalf of the CoW1ty all of the contractual obligations therein con-
tained.
BE IT FURTHER RESOLVED, that Dennis Berend, the County Engineer of
said Otter Tail County, be and he hereby is authorized to request and order from
time to time men and equipment for the removal of snow in accordancerwith and
under the terms of the foregoing contract.

carried, the following resolutions pertaining to roadside mowing were approved:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that

WHEREAS on April 5, 1977, the bid for mowing area A in Otter
Tail County was awarded to ·Arnold Bennett, Frazee, Minnesota, in the amount
of $7,626.64, and
. WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $7,314.14, a decrease of $312.50

due to a deduction of 3.0 miles. of shoulder cut on CSAH #30 and 4.3 miles on
CSAH #1 because of construction work being·done,

WHEREAS the above contract has now been completed to the satis-
faction of the Co\Dlty Board at a total cost of $6,465.89, a decrease of $534.11

Motion was made by Sydney Nelson, seconded by Hub Nordgren and
unanimously carried, to pay the amount of $1,295.27 out of Federal Revenue Sharing
Funds to the Photo Center, Fergus Falls, Minnesota for scanner crystals, instal-
lation, etc., for use by the Sheriff's Department.
Motion was made by John Snowberg, seconded by Sydney Nelson and
carried, to approve payment of the balance due of $765.00 on the water bank program
on the Harold Haugen property recently sold, as agreed upon when purchased from Mr.
Haugen.
Motion was made by Bert Hovland, seconded by Sydney Nelson and carried
to purchase an additional .72 acre in Aurdal Township adjacent to the new property
purchased for the highway department building, at a total cost of $540.00.

mously carried, to approve the plat of Oak Hill Subdivision, located in Section 32 -
133 -42.

mously carried, to approve the plat of Deer Path at Crystal, located in Section 10 -
136 -42.

mously carried, to approve the plat of K & B Properties, located in Section 24 -133 -
43, subject to gravelling of road.

mously carried, to deny approval of the preliminary plat of Cross Point Resort, to be
located in Section 5 -135 -42, upon recommendation of the Planning Advisory Com-
mission.

Section 15 -131 -40, because of insufficient information, said plat not having
been approved by the town board.
Upon motion made by Andy Leitch, seconded by Bert Hovland and unani-
mously carried, the application of. N_onnan Freise for special use. permit to construct
road in Section 15 -131 -40, was denied, as recommended by the Planning Advisory
Commission.
Motion was made by Bert Hovland, seconded by.John Snowberg and unani-
mously carried, to deny the application of Russell Barnes for special use permit to
' . construct an additional 42 unit recreational unit campground, because of insufficient
information, as recommended by the Planning Advisory Commission.
Motion was made by Andy Leitch, seconded by Hub Nordgren and unani-
mously carried, to approve the application of James C. Helsene for solid waste col-
lection and transportation license.
Motion was made by Sydney Nelson, seconded by Bert Hovland and unani-
mously carried, to approve the application of Art W. Anderson, of Art W. Anderson's

Motion was made by Bert Hovland to approve an application of Robert
Rife for the expansion of facilities to include an on-sale liquor license at Dun-

Bert Hovland and Sydney Nelson voting "no", to deny the application of Robert Rife
for expansion of facilities at Dunvilla Resort, located in Section 20 -137 -42.
Upon motion made by Bert Hovland, seconded by John Snowberg and carried,
the Land & Resource Management office was authorized to purchase four business-band
radios, including one mobile unit and three hand units.

mously carried, to approve the plat of Cousins Park on Big Pine, located in Section
7 -136 -38.
Motion was made by Sydney Nelson, seconded by John Snowberg and
carried, to approve payment in the amount of $2,985.00 to Kustom Signals, INc.,
Chanute, Kansas, for one KR-11 Radar System to be used by the Sheriff's Department.

After consideration, motin was made by John Snowberg, seconded by
Bert Hovland and carried, to accept the bid of Super GMC Truck Sales, Inc., Fergus
Falls, Minnesota in the amount of $61,682.80 for Garwood box,. it being the lowest
bid.
Motion was made by Bert Hovland, seconded by Sydney Nelson and
unanimously carried, to participate in the 40-60% bituminous surfacing of a town-
ship road in Dunn Township, provided, however, the township passes the required
resolution and presents to the County Board prior to January ·1, 1978.
Motion was made.by Sydney Nelson, seconded by Bert Hovland and unani-
mously carried, authorizing the County Engineer and the Director of Social Services
to advertise for bids to be received until 9:30 A.M., Tuesday, December 6, 1977 for
microfilm equipment.
Motion was made by Bert Hovland, seconded by John Snowberg and
carried, to reject the application of Wallace & Sharon Halbakken for mid-year
homestead classification in Trondhjem Township, as recommended by the County
Assessor, for a check on date of occupancy.
