HomeMy WebLinkAboutBoard of Commissioners - Minutes - 10/11/1977MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissiners of Otter Tail County Minnesota met at 9:30 A.M., Tuesday, OCtober 11, 1977, all mem- bers present. Since no bids were received for salt supplies, motion was made by John Snowberg, seconded by Bert Hovland and carried, to authorize the County En- gineer to purchase salt supplies on the open market. The Board, having previously advertised for bids to be received for a car to be used by the Veterans Service office, proceeded to open bids which were foWld to be as follows: Fergus Dodge, Inc., Fe~gus Falls, Minnesota $3,895.00 Motion was made by Hub Nordgren, seconded by John Snowberg and carried, to accept the bid of Fergus Dodge, Fergus Falls, Minnesota in the .amount of $3,895.00, it being the only bid, adding cargo compartment carpets and storage bins at a cost of $45.00, for a tota1.·of $3,940.00, .with trade. The Board, having previously advertised for bids to be received for two cars '~o be used by the County Assessor's office, proceeded to open bids which were foWld to be as follows: Worner's Auto Sales, Fergus Falls, Minnesota Fergus Dodge, Inc., Fergus Falls, Minnesota Reuben Klein Motor Co., Fergus Falls, Minnesota $ 9,406.00 $9,740.00 and $10,006.60 $10,140.00 Bob Moore Ford-Lincoln-Mercury, Inc., Fergus Falls, Minnesota 10,429.54 After consideration, motion was made by John Snowberg, seconded by Hub Nordgren and carried, Sydney Nelson voting "no", to accept the bid of Womer's Auto Sales, Fe~gus Falls, Minnesota in the amoWlt of $9,406, it being the ~1ow:est bid. I , ! Upon motion made by Bert.Hovland, seconded by Sydney Nelson and carried, H"li>. Nordgren voting "noll, the following resolution was adopted: RESOLUTION WHEREAS, Otter Tail County does provide emergency highway main- tenance services to sub-units of government, and WHEREAS, operating costs have increased in the preceding year, NOW, THEREFORE, BE IT RESOLVED, that the following rates shall· apply in the future: $24.00 per hour for snowplowing township roads or city streets. $26.00 per hour for snowplowing private driveways with a minimum charge of one-half hour and billing to_the governmental sub-unit. $20. 00 per ht;>Ur for dragging township roads or city streets. $22.00 per hour for dragging private driveways with a nu.nimum charge of one-half hour and billing to the governmental sub-unit. BE IT ALSO RESOLVED, that Otter'Tail County will no longer pro- vide normal road maintenance for other agencies after January 1, 1978, unless there is special action taken by the County Board on each indivi- dual request for service. Adopted Octooer 11, 1977. ATTEST: Upon motion made by Bert Hovland, seconded by John Snowberg and carried, the plat of 1st Add 'n tp Suni-ete Beach, located in Section 2.~ -134 -43 was approved, subject to attorney's opinion as to title. Motion was made by Sydney Nelson, seconded by John Snowberg and carried, to table action on the plat of Hutmacker's Add'n to Klein & Adams Point, located in part of G.L. 6 in Section 1 and Part of G.L. 4 in Section 12 -135 -39 and part of G.L. 4 in Section 7 -135 -39, until November 7th. Bob Rife, Dunvilla, appeared before the board relative to his application for special use permit to expand lodge facilities to include cocktail lounge and bar, dancing with live music in Dunn Township. After listening to various interested parties, motion was made by Bert Hovland, seconded by John Snowberg and unanimously carried, to table· action on said special use permit until November 7th at 1:30 P.M. Motion was made by Sydney Nelson to approve.an application of E. w. Savoie, restricted to seven additional campsites, on Big Pine Lake, Corliss Town- ship. Motion failed for want of a second. Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried, to approve the application of Dennis Dalziel for special use permit to fill area be- tween ice ridge and hill on north side of lot. Motion was made by Andy Leit~h, seconded by John Snowberg and carried, to approve the application of Jack W. Pearson for· special use:rpermi t to grade bank on Otter Tail Lake, Everts Township, subject to conditional requirements. Motion was made by Bert Hovland, seconded by John Snowberg .and carried, to approve the application of Herman Poss, for special use permit to con- struct road, fill low area and scalp a knob adjacent to lake, in Section 31, Dunn Township, Motion was made by Bert Hovland, seconded by Sydney Nelson and carried, to approve the application of Wesley. L. Barta for special use~.·permit to fill holes and low·spats·on his two lots on Sunset Beach, Lake Lizzie, Dunn Township, subject to conditional requirements. Motion was made by Andy Leitch, seconded by Hub Nordgren and unani- mously carried, to approve the application of Mark T •. Reierson for special use per- mit to establish a body shop in Section 2 of Clitherall Township. Motion was made by Andy Leitch, seconded by John Snowberg and carried, to approve the action of the Otter Tail County Planning Advisory Commission in the application of Cliff Kath for special use permit to cut bank of lake in sec- tion 24, Clitherall Township. Motion was made by Hub Nordgren, seconded by John Snowberg and carried, to approve the action of the Otter Tail.County Planning.Advisory Commission in the application of E. W. Savoie for speci.al use permit to. add ten recreational campsites to an existing resort in Section 31, Corliss Township. Motion was made by Bert Hovland, seconded by John Snowberg and carried, to approve the application of Elmer C. Heinzman for special usey permit to fill ravines and slope lot in Sections 10 and 15 of Lida Township, subject to conditional require- ments. Motion was made by Sydney Nelson, seconded by Bert Hovland and carried, to approve the preliminary plat of Bayport Beach, located in Section 4 -136 -41. Motion was made by Bert Hovland, seconded by Sydney Nelson and unani- mously carried, to approve transfer of a 75' parce1on the lake in Section 26 -136 - 42, provided however, said lot not be used for dwelling purposes and provided also the county receive a survey plat of the area involved. by Fred Rude. Motion was made by Andy Leitch, seconded by Hub Nordgren and unanimously carried, that approval not be necessary from the County Board since approval has already been secured from the City of Fergus Falls an,d the Township of Buse for the operation of a cultured marble business to be established on Highway #59, south of Fergus Falls. Because of a meeting of the Association of Minnesota-Counties on November 8th, 9th and 10th, motiontrwas made by John Snowberg, seconded by Hub Nordgren and carried, to change the November meeting date from November 8th & 9th to November 7th and 8th. The Board, having previously advertised for bids to be received for two cars for use by the Sheriff's Department, proceeded to open bids which were found to be as follows: Worner's Auto Sales, Fergus Falls, Minnesota Fergus Dodge, Inc., Fergus Falls, Minnesota 2 dr. 4 dr. Bob Moore Sales & Service, Fergus Falls, Minn. i'egular·car $4,514.00 4,690.00 4,790.00 5,297.00 patrol car $5,698.50 After consideration, motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to reject the bid of Worner's Auto.Sales because it did not meet specifications and accept the bid of Fergus Dodge; Inc., Fergus Falls, Minnesota, in the amount of $4,790.00 for the four door, and $5,698.50 for the patrol car, being the lowest bids meeting specifications. Motion was made by Bert Hovland, seconded by Sydney Nelson and carried, t~urchase 50 copies of the 1978 Rural Directory, with any un~old copies to be returned and traded for 1979 issues. Motion was made by Bert Hovland~ seconded by Hub Nordgren and unanimously carried, to reject the new proposal of the Sheriff's Association for 1977 salaries, with the original offer to stand, using the same formula of increase as applied to the rest of the county employees. Motion was made by Bert Hovland, seconded.by John Snowberg and carried, Syd Nelson voting "no", to approve payment of $365.09 for repairs on a road right-of-way on the Vic Satter property _in Dora Township. I I Upon motion made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that The sum of $61,555.00 be set apart from the General Revenue Fund and appropriated subject to the order of the Dean of the Institute of Agriculture of the University of Minnesota for the support of county extension work in agri- culture and home economics in Otter Tail County, for the year beginning January 1, 1978, in accordance with Chapter 202, Laws 1953 and acts supplementary thereto.
