OF THE
-BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M~, Thursday, September 29, 1977, all
members present.
Motion was made by Hub Nordgren, seconded by Bert Hovland and
unanimously carried, to recommend the name of James P. Gaughan to the Human Services
Board as Community Health Services Project Director.
The.matter of bids for the proposed privately owned telephone sys-
tem for· use in the court house came up for final actio.n. Motion was made by Hub
Nordgren, seconded by Bert Hovland and.carried, John Snowberg and Andy Leitch
voting "no", to accept the bid of Progress Telephone Company, Fargo, North Dakota,
in the amount of $43,500.00, it being the only bid,.subject to performance bond.
Motion was made by Sydney Nelson, seconded by Bert Hovland and
carried, to approve the plat of Little Pine Estates, located in Government Lot 2,
Section 2 -136 -39, subject to construction and approval of road.·
Motion was made by Hub Nordgren, seconded by Bert Hovland and
carried, Sydney Nelson voting "no", to evaluate and see if anything can be done
further on the case of Earl Mickelson vs Otter T~il County on a violation of
the Otter Tail County Shoreland Management Ordinance, outcome ruled-in favor of
Mickelson.
Motion was made by Bert Hovland, s~conded by Sydney Nelson and
carried, to approve an auditor'~ survey plat to be located in Sections 32 and 33
of Dunn Towns~ip and Section S of Lida Township •.

Upon motion made by Bert Hovland, seconded by Sydney Nelson and
carried, the following resolution was adopted:
RESOLUTION
BE IT RESOLVED, that the following described project is
hereby approved by Otter Tail County and the County Highway
Engineer shall take such action needed to have the work com-
pleted.
BE IT FURTHER RESOLVED, .that the work may be included
in future County contracts, added to existing County contracts
or by any other·method deemed to be the most advantageous to
the County:
Project Owner Mairie Township
Type Agsregate Base and Bituminous ·surfacing
Location Section 12 from CSAH 1132 to 1 mile West
Approx. Length 1.1 ·Miles
Approx. Cost $27,500
BE IT FURTHER RESOLVED, that when work is added to an
existing contract, an additional contract time allowance will
be made on a proportional basis for the extra work.

Upon motion made by Hub Nordgren, seconded by Bert Hovland and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS approval has been requested by the Department of Natural
Resources for the exchange of certain State owned lands described as follows:
W½ SW¼, SW¼ NW¼~ NE¼ NE¼, Section 36 -133 -38
for the following privately owned lands, described as follows:
N½ SE¼, SW¼ SE¼, Section 33 -133 -37 and
SW¼ NW1/4, W½ NW¼ NW¼, Section 21 -133 -36
WHEREAS investigation has been requested of the County of Otter
Tail of the effect of this land exchange, and
WHEREAS it is the feeling of the Board of County Commissioners of
Otter Tail County said exchange'would not be in the best public interest,
NOW, THEREFORE, BE IT HEREBY RESOLVED the County Board request
the Department of Natural Resources not allow the aforementioned land exchange.
Adopted at Fergus Falls, Minnesota this 29th day of September, 1977.

The matter, of award,ing qf bids on S ._A. P. 56-599-02, concrete culverts
and township road, was· brought' up for final action. Motion was made by Bert Hovland,
seconded by John Snowberg and carried, to re..:advertis'e for bids to be received until ~ ' . :I '
10:00 .A.M., Tuesday, November 8, 1977 on said prqject.
A representative of the G.M.C. TrucbSales, Fergus Falls, Minnesota,
appeared before the Board relative to an error in their bid submitted on August 23rd
for two tandem axle dump trucks. Motion was made by Bert Hovland, seconded by John
Snowberg and carried, to release the bid of Super G~t-f.C. Truck,Sales, Fergus Falls,
Minnesota and return the bidder's bond.
Motion was .made by John Snowberg, seconded.by Hub Nordgren and unani-
mously carried, to re-advertise for bids to be received until 10:30 A.M., Tuesday,
November 8, 1977, for two tandem axle snowplowing dump trucks.
The matter of awarding of bids for fuel oil for the court house,
nursing home and garage at New York Mills was brought up for final:action. Since
no bid was a firm bid, motion was made by John Snowberg, seconded by Hub Nordgren
and carried, to reject all bids.
Motion was made by Bert Hovland, seconded by John Snowberg and
carried, to adjourn the meeting until 9:30 A.M., Tuesday, October 11, 1977.
