HomeMy WebLinkAboutBoard of Commissioners - Minutes - 09/20/1977MINUTES OF _TifE ADJOURNED MEETING OF THE BOAAD,OF COUNTY·COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 1:00 P.M., Tuesday, September 20th, 1977, all members present. Motion was made by John Snowberg, seconded by Hub Nordgren and carried, authorizing the Chairman of the Board and the County Auditor to execute a deed on behalf of Otter Tail County to Donald Beltrand for the Haugen property in Fergus Falls Township, subject to life estate in the present building site to Harold G. Haugen, to_ be delivered to Mr. Beltrand upon final payment. A scheduled hearing on the use of Entitlement Period 8 Federal Revenue Sharing Funds was h eld in relation to the 1978-budget, Upon motion made by John Snowberg, seconded by Sydney Nelson and carried, following designation was made: Sheriff Department Salaries Road & Bridge Construction Multi-purpose (cars, furnishings, machines, equipment, etc. Total $200,000.00 200,000.00 . 90,822.00 $490,822.00 A scheduled proposed use.hearing on Entitlement Period9 Federal Revenue Sharing Funds was held. Upon motion made by Sydney Nelson, seconded by Bert Hovland and unanimously carried, following is the proposed use of Entitlement Per:i,od _ No._ 9 funds: Sheriff Department Salaries Road & Bridge Construction Multi-purpose $200;000.00 200,000.00 ·121,s1s.oo $521,815.00 Upon motion made by Bert Hovland, seconded by Hub Nordgren and carried, the following resolution was adopted: RESOLUTION REVOKING COUNTY STATE AID HIGHWAYS WHEREAS~ it app-ears, to: the County .. Board, of the County of Otter Tail that the road hereinafter described should be revoked as a County State Aid Highway and designated a Municipal State Aid Street under the pro- visions of Minnesota Laws; NOW THEREFORE, -BE IT RESQLVED, by .. the County Board of the County of Otter Tail that the road described as ,follows, to-wit: Beginning at a point on new Trunk Highway No. 210, said point located approximately llOfeet East and 75 feet Southof the West quarter corner of Section 33, Township 133 North, Range 43 West;. thence northeasterly, easterly and southeasterly to a point on Old Trunk Highway No. 210, said point located approxi- mately 440 feet East of the West quarter corner of said Section 33; thence easterly along or near the East and West quarter line of said Section 33 to the West corporate limits of the City.of Fergus Falls located near the center of said Section 33, and there terminating. Length is 0. 50 mile,· be, and hereby is, revoked as a County State Aid Highway of said County subject to the approval of the Commissi.oner of Transportation of the State of Minnesota; BE IT FURTHER RESOLVED, that the County Auditor is hereby author- ized and directed to forward two certified copies of this resolution to the Commissioner of -Transportation for-his consideration. WHEREAS, W1der the terms of. the Water Pollution Control Act, (33) U.S.C. 446 35. seq.), the United States .of America has authorized the making of grants to authorized applicants to aid in the construction of specific public project: Now, Therefor~, Be it Resolved By the Board of County Commissioners l.· That Sylvia G. Upon motion made by Andy Leitch, seconded by Hub No'r.dgren and carried, the following resolution was, adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS Otter Tail County has more lakes than any other Minnesota CoW1ty, and WHEREAS water safety requires a great amo\Dlt of law enforcement per- sonnel and coW1ty revenue expenditures, and WHEREAS the current state formula for allocating water safety fW1ds does not allocate fWlds to lake studded coW1ties on an equitabie basis, and WHEREAS the formula for licensing watercraft on length of engine and horsepower basis is a fair and just .formula rather than a flat rate for all water- craft, NOW THEREFORE, BE IT HEREBY RESOLVED that the Otter Tail CoW1ty Board of Conunissioners u_rge the· legislature to adopt proposed changes to Minnesota Statute 361.02, Subd. 7, 1976 and 361.03,_ subd. 3. Adopted at Fergus Falls, Minnesota this 20th day of September, 1977. Chai Upon motion made by Bert Hovland, seconded by Sydney Nelson and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, Provision is made in the Minnesota Statutes 1971, Section 18.231, Subdivision 1, the Board of County.Commissioners when requested by the connniesioner of agriculture, shall appoint a county agricultural inspector, who shall meet qualifications prescribed by the commissioner of agriculture, whose duties shall be to see that.the provisions of· all laws and regulations dealing with weed control and seed inspection are carried out; to participate in insect and plant di- sease, economic poison, feed, and fertilizer programs, and WHEREAS Bill Walker, Commissioner of Agriculture·, has -requested on September 8-, 1977-, such• -appointment by the County Board o,f Otter Tail ·county. NOW,. THEREFORE, BE IT RESOLVED THAT Gordon Bjoralt, whose address is Box 182, Rothsay, Minnesota and Telephone No. is 867 2450, and Alva Krekula, whose address is Route #3, New York Mills, Minnes~ta and Teleph~ne No. is 385 3004, be and are hereby appointed from January 1, 1978 to December 31, 1978 at an annual salary of $4,307.16, plus longevity and oost of living. BE IT FURTHER RESOLVED that Gordon Bjoralt and Alva Krekula may attend the annual county agricultural inspectors' short course and other district conferences held during the year, BE IT FURTHER RESOLVED, that a copy of this resolution shall be for- warded to the Commissioner of Agriculture, Room 648, State Office Building, Saint Paul, Minnesota~ 55155.
