Pursuant to adjournment, the Board of Co1.U1ty Comissioners of

The Board, having previously advertised for bids to be received
for bitmninous seal coat,·proceeded to open bids which were found to be as follows:
Allied Blacktop Company, Minneapolis, Minnesota
Hi-Way Surfacing Company, Marshall, Minnesota

McLaughlin & Schulz, Inc., Marshall, Minnesota

After consideration, motion was made by John Snowberg, seconded by
Hub Nordgren and unanimously carried, to accept the bid of Allied Blacktop Company,
Minneapolis, Minnesota in the amount of $138,887.85, it being the lowest bid.
Motion was made by Hub Nordgren, seconded by Sy~ey Nelson and
unanimously carried, to, because of local request, traffic{; traveling on CSAH #65
be required to stop, with no signing restrictions on other roads, at the junction
of CSAH #65 and CSAH #6 7, in the City of Henning. ·
Motion was made by John Snowberg, seconded by Andy Leitch and carried,
Sydney Nelson, Hub Nordgren,. John Snowberg, an.d Andy Leitch voting in favor thereof,
to fund the Otter Tail County Housing and Redevelopment Authority budget in the
amount of $20,846.00 for 1977-78, part of said budget to be in-kind contribution.
The Board, having previously advertised a notice of public hearing
to determine the puse of ·the $490,822.00 allocation to Otter Tail County of Federal
Revenue Sharing Entitlement Period No. 8, after consideration and upon motion made
by John Snowberg, seconded by Hub Nordgren and unanimously carried, determined the
following use of said funds:
Road & Bridge, Public Tra~sportation $200,000.00
Public Safety 200,000.00
Multi-Purpose, Capitol ~xpendit;ures 90,822.00
$490,822.00
Upon motion made by Sydney Nelson, seconded by Hub Nordgren and unani-

mously carried, the Chairman of the Board was authorized to sign application for re-
imbursement of funds for Minnesota Peace Officers' Training Board.
Motion was made by Andy Leitch, seconded by John Snowberg and unani-
mously carried, to have the division of future ftmds from Federal Wildlife acreage
money be as follows: 10% to current schools, 90% to County Road and Bridge and
Townships, based on a formula of the wildlife acreage by township as it applies to ·
the road and bridge levies of townships and county.

was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS the County Board, on the 9th day of March, 1977, accepted
the bid of Womer' s Auto Sales, ·Fergus Falls, Minnesota in the amount of $4,977.00
for one 1977 Lemans 4 dr, to be used by the Sheriff's.Department, and
WHEREAS the above· automobile has now been delivered to the satis-
faction of the Board,
NOW, THEREFORE, the Coim~y' Auditor.is.hereby authorized and directed
to issue a warrant in the amo1.01t of $4,977.00 to Warner's Auto Sales, Fergus Falls,
Minnesota, in full payment thereof.

wianimously carried, the foHowing resolution was adopted:
RESOLVED by the Board of Cowity Commissioners of Otter Tail
Cowity Minnesota, that
WHEREAS the present method of pick-up and delivery of mail to
the Court House has not been too desireable for the following reasons:

1. . Time cost involved in the court house custodian picking up mail,
2. Time cost involved in the court house receptionist sorting mail,
NOW THEREFORE, BE IT HEREBY RESOLVED, the Fergus Falls Postmaster
be requested to have Court House mail delivered to each and every office within
the Court House as in years previous, with an early morning delivery:

Upon motion made by John Snowberg, seconded by Sydney Nelson and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS under Minn. Stat. No. 375.19, authority is given to
the County Board to make annual expenditures from the general revenue fWld
for soil and water conservation purposes,
NOW, THEREFORE the sum of $14,500 is appropriated out of the
County Revenue Fund for each of the West Otter Tail Soil and Water Conserva-
tion District and the East Otter Tail Soil and Water Conservation District
for the year 1977-78.

Upon motion made by John Snowberg, ·seconded by. Hub Nordgren and
carried, the meeting was adjourned until 9:30 A.M., Wednesday, June 8, 1977.
-WEDNESDAY'S SESSION -
Pursuant to adjournment, the Boardof County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M., Wednesday, June 8, 1977, Bert Hovland
absent.
Motion was made by John Snowberg, seconded by Sydney Nelson to
appropriate $1,500.00 rental subsidy for the Office of Economic Opportunities;
John Snowberg and Sydney Nelson voting in favor thereof, Hub Nordgren and Andy
Leitch voting "no", motion failed.
Motion was made by Hub Nordgren, seconded by John Snowberg and unani-
mously carried, to appropriate $1,000 toward a ground water study for "Pelican
River Sands Area".
Motion was made by Sydney Nelson, seconded by John Snowberg and unani-
mously carried, authorizing the Chairman of the Board and the County Auditor to sign
an agreement with the Department of Natural Resources for the bituminous surfacing
of parking areas in Maplewood State Park.
Motion was made by Hub Nordgren, seconded by John Snowberg and unani-
mously carried, to grant permission to the City of Deer Creek for the demolition and
disposition of an old building and construction of a new metal fire hall on Lot 1,
Block 2, Soule's Addition to the City of Deer Creek, said property being tax-forfeited
property conveyed to the City of Deer Creek in 1968 for city purposes.
Upon motion made by Hub Nordgren, seconded by John.Snowberg and unani-
mously carried, the County Auditor was authorized to advertise for bids to be re-
ceived until 2:00 P.M., o'clock, Tuesday, the 9th day of August, 1977, for depositories
of County Funds.
Ron Okerstrom appeared befo!e ~he board relative to a special use per-,
mit for a wholesale-retail b·ait business on Wall· Lake. Mr. Okerstrom stated the
garage utility building which he recently constructed was not constructed solely for
bait business. The Board advised Mr. Okerstrom to make application to the Land &
. " Resource department for a special use permit for a wholesale-retail bait business.
Mr. Kiefer of Little Pine Lake appeared before the Board relative
to Mr. Barker's using the buffer zone to place campers, etc., on Barker's Subdivision.
The Board requested the Land & Resource Management office check into the matter.

Motion was made by Hub Nordgren, seconded by John Snowberg and unani-
mously carried, to approve the plat of Perrin Addition (Crystal Lake), located in
Section 10 -136 -42.
Motion was made by Sydney Nelson, seconded by John.Snowberg and unani-
mously carried, to approve the plat of Gullivers Travels, 1st Add'n, located in
Section 10 -136 -40, subject to gravelling of road.
Motion was made by John Snowberg, seconded by Hub Nordgren and unani-
mously carried, to approve the_plat of Kongsbe~g·Cemetery, 1st Add'n., located in
Section 24 of Fergus Falls Township.
The application of K~n Spangler for a special use permit in Section
1 -133 -40 was referred to the Department ~of Natural Resources.

mously carried, to approve the conveyance by Roy Boyington of a parcel 80 x 220'
located in Section 10 -137 -42.
Because lot sizes do not meet minimum requirements, motion was
made by Hub Nordgren, seconded by John Snowberg and carried, Sydney Nelson voting
"no", the subdivision of Al-Ray Estates, located in Section 34 -135 -39·,· was
not approved.

mously carried, to approve the application of Everett Colby for a variance, to.
build a 16' x 24' building on.a lot.of record,· located in Government Lot 3, Section

Motion was made by Hub-Nordgren,·seconded by John Snowberg and unani-
mously carried, to approve the application of Roy Hudson, for a special use pemit
to fill an area on Lots 19 and 20, Gra_ce-Etta Beach in Girard Township, subject to
' limitations set by the Girard Town Board.
Motion was made by Hub Nordgren, seconded by John Snowberg and unani-
mously carried, to approve the application of Larry Kantrud, to grade and fill on
Lot 8, Kimber Shores,·Girard Township, subject to conditional. requirements.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
mously carried, to approve the application of Paul Grinnell for special use permit
to build a tennis court behind Lots 1, 2 and 3, Block 2, Marion Lake Lodge Addition,
· in G.L. 1, Section 1 -135 -40, subject to.conditional requirements. -•

mously carried, to deny the application of John Jorde for special use pemit to land-
scape Lots 3, 4 and S of Oak Ridge Beach, rejection based on possible adverse con-
ditions that may accrue from this project and confirmed by a report from U~ s. Dept.
of Agr. Soil Conservation Service.
The matter of the sale of the county garage property located in the
City of Fergus Falls was brought up for action. Motion was made by Andy Leitch,
seconded by John Snowberg, to accept the bid of Robert Dieseth in the amount of
' $80,000, with 90 day option. JOhn Snowberg and Andy Leitch voted in favor thereof,
''· Sydney Nelson and Hub Nordgren voting "no". Motion failed.
Upon mqtionmade by John Snowberg, seconded by Sydney Nelson and

said property having forfeited to the Stat·e of· Minnesota on the 4th day of October,
1976, for non-payment of the_ 1970_ tax and subsequent years, and
WHEREAS the above applicants,.being.owners of record, have paid
the sum of $1,255.49, the aggregate of all delinquent taxes and assessments, with
penalties, costs and interest,
NOW, TIIEREFORE BE IT HEREBY RESOLVED by the Board of County
Commissioners of Otter Tail Co\Dlty that the foregoing application be and is
hereby approved, to be in the best public interest and relieve undue hardship.

State Advisory Board.

carried, John Snowberg, Hub Nordgren and Sydney Nelson voting "yes", Andy Leitch
voting "no", authorizing Judge Boe to draft a resolution calling for the County's
participation in the 7th Judicial District Public Defender program fuding period.
Upon motion made by Sydney Nelson, seconded by Hub Nordgren and
