OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9: 30 A .M., Tuesday, May 10, 1977, all members
present.
After full consideration of the request from the City of Dent,
dated April 30, 1977, motion was made by Sydney Nelson, seconded by Hub Nordgren
and unanimously carried, that Otter Tail County will continue to perform future
street maintenance work when there is equipment and personnel available to perform
the work, at rates established for that purpose; all work to be requested by the
clerk, as needed, with the understanding that County work shall have top priority.
Upon motion made by John Snowberg, seconded hy Bert Hovland and
unanimously carried, the county auditor was authorized to advertise for bids to
be received until 9:30 A.M., Tuesday, June 7th, for.the folloNing:
C.P. 77:SS -Bituminous seal coat: Approximately 86.65 miles of County
State Aid Highways, County Highways, Township Roads and City
Streets, comprising 243,900 gallons of bituminous material for
seal coat and 7,125 cu,bic yards of seal coat aggregate.
Motion was made by Andy Leitch, seconded by Hub Nordgren and unani-
mously .,carried, to appoint Mrs. Charies (Margorie) Anderson, to the Nursing Service
Board, to replace Mrs. Hansel who has re~igned.
Upon motion made by John· Snowberg, seconded by Bert Hovland and
unanimously carried, the Board Chairman was authorized to sign a proclamation
naming the week of May_23rd as "Health and Safety Week in Otter Tail County".
Upon motion made by John'Snowberg, seconded by Hub Nordgren and
unanimously carried, the County Auditor was authorized to publish notice of hearing
on the proposed use of Federal Revenue Sharing Funds, hearing to be held June 7th,
ll:00 A.M.

AFter consideration, motion was made by Hub Nordgren, seconded by
John Snowberg & carried, to accept the bid of Lincoln Const, in the amount of
$96,805.39, it being the lowest bid.
Motion was made by John Snowberg, seconded by Bert Hovland and
unanimously carried, to rescind a resolution of April 19, 1977, requesting a
grant of $135,000.00 in connection with the construction of Bridge No. 56519 over
the Dead River.
Motion was made by Bert Hovland, seconded by Hub Nordgren and
unanimously carried, to participate in the bituminous surfacing of two miles
of township road in Pelican Township running between Sections 2 and 11 and 3 and 10.
Motion was made by Sydney Nelson, seconded by John Snowberg and
carried, to participate in the bituminous surfacing of a township road in Perham
" . Township, running through the middle of Sections 20 and 21, with the provision the
township build the road up to specifications of a minimum .of 24' mat with l'
shoulders on each side.
Motion was made by John Snowberg, seconded by Sydney Nelson and
carried, Andy Leitch and Bert Hovland voting "no", to approve an addendum to the
1976 contract between the Otter Tail County Board and Local 1830, Council 65,
of the AFL-CIO.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and
carried, requesting Spike Furman, Consultant, re-write the 1976 agreement with
the Highway Department maintenance personnel, making changes in pro~lem areas
and incorporating changes agreed on for 1977.
Motion was made by Bert Hovland, seconded by John Snowberg and
unanimously carried, to pay the firm of Bakke Kopp Ballau & McFarlin, Inc.,
Consulting Engineers, the sum of $2,538.48, which represents the balance due on
engineering services in the design, detailing and preparatio~ of plans for road-
way approaches and Bridge No. 56519.
Moton was made_by John Snowberg, seconded by Andy Leitch, to
proceed with the leasing of a Burroughs.B700 Computer for use in the various , ..
. offices in the Court House; Sydney Nelson, Hub Nordgren, Bert Hovland, John Snow-
berg and Andy Leitch voting in favor thereof.
Upon motion made by Bert Hovland, seconded by John Snowberg and unani-
mously carried, the following resolution was adopted:
RESOLUTION
WHEREAS, the County of Otter Tail ,has applied to the
Commissioner of Transportation.f6r a grant in the amount of
$130,925.96 from the Minnesota State Transportation Fund for
the construction of County Bridge No. 56519 over the Dead
River, and
WHEREAS, the applicati_on for the grant has been re-
viewed by the West_ Central Regional Development Commission.
NOW THEREFORE, BE_ IT RESOLVEP: That the County of
Otter Tail does hereby affirm that any cost of the bridge
in excess of the $130,925.96 grant will be appropriated
from funds available to the County of Otter Tail.

WHEREAS on Apri\· 19, HJ77; the Coi.mty · Board accepted the proposal
of Warner's Auto Sales, Fergus Falls, Minnesota in the amount of $4,864.00 for
one 1977 AMC Matador, for use by the Sheriff's Department, and
WHEREAS the above automobile has: noi~ been delivered to the satis-
faction of the County Board,
NOW, THEREFORE the County Auditor is hereby authorized and directed
to issue a warrant in the amount of $4,864.00 payable to Warner's Auto Sales,
Fergus Falls, Minnesota, in full payment.

1977 Chevrolet Malibu Sedan, for use by the Sheriff's Department, and
WHEREAS the above automobile has now been delivered to the satis-
faction of the County Board,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $4,963.77 to Minnesota Motor Company,
Fergus Falls, Minnesota in full payment.

Otter Tail County Minnesota met at 9: 30 A.~•L, Wednesday, May llth, 1977, all
members present.
Motion was made by John Snowberg, seconded by Sydney Nelson and
unanimously carried, to appoint Bert Hovland to the Fergus Falls City-Otter Tail
County, Fergus Falls Township Planning Commission.
Motion was made by Hub Nordgren, seconded by John Snowberg and
unanimously carried, to approve the plat of Evergreen Estates, 1st ·Add'n, located
in Section 12 -134 -36.

Motion was made by Bert Hovland, seconded by Sydney Nelson and
carried, to refer the application of Wee Villa Resort for a special use permit
to expand existing resort to include campgrounds in Section 14 -134 -43, back
to the Otter Tail County Planning Advisory Commission, voting "yes" -Sydney
Nelson, Hub Nordgren, Bett Hovland and John Snowberg, voting "no" -Andy Leitch.

mously carried, to deny the application _of Philip Johnson for special use permit
to cut an ice ridge on Marion· Lake in Rush Lake Township.

Motion was made by Sydney Nelson, seconded by John Snowberg and unani-
mously carried, to approve the preliminary plat of "Little Pine Estates", located in
Section 2 -136 -39.
Motion was made by Bert Hovland, seconded by Hub Nordgren and carried,
to approve the application of Marilyn Hudson for special use permit to cut and fill
in San Dee Cove in Section 23 -136 -42, subject to inspection and approval by
Land & Resource Managm.ent.
Motion was made by Sydney Nelson to approve the application of John
Ferris for special use permit to expand existing resort in Section 26 -135 -39.
Motion failed for lack of a second.
Motion was made by John Snowberg, seconded by Hub Nordgren and carried,
Sydney Nelson woting "no", to deny the application of John P. Ferris for special use
pennit to expand existing resort located in Section 26 -135 -39, because of lack
of required square footage and absence of dra1ving by land surveyor.
Motion was made by Bert Hovland, seconded ·by Hub Nordgren and unani-
mously carried, to table for furt~er study, the application for variance, from
Ray Boyington, to sell by metes and bounds description, a tract located in Section
10 -137 -42.

lane road to serve a proposed plat of Birch Haven, located in Government Lot 10,

by Bert Hovland and unanimously carried, the following resolution
was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS under Title 1, Crime ControLAct of 1976, funds are
available through the United States Department of Justice Law Enforcement Assis-
tance Administration,
NOW, THEREFORE, the Chairman of the Board of County Commissioners
of Otter Tail County is hereby authorized and directed to e~ecute agreements on
behalf of Otter Tail County for funds for the purpose of conducting the project
entitled Otter Tail County Group Home for Girls, project period to run from
October 1, 1977 through September 30, 1978.

Upon motion made by Bert Hovland, seconded by Hub Nordgren and
unanimously carried, the following\resolut.ion was. adopt~d:
RESOLVED by the Board·~of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, determinations by the Department of Natural Resources
are being made on drainage work being done in Otter Tail County, and
WHEREAS these determinations are not consistant and appear to
hamper legitimate drainage functions,
NOW, THEREFORE, BE IT HEREBY RESOLVED that the Board of County
Commissioners of Otter Tail County requests a moritorium be· placed on required
hearings for drainage, until such time the water survey for Otter Tail County
is completed.
