Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M., Tuesday, March 8, 1977, all members
present.
Motion was made by Andy Leitch, seconded by Bert Hovland and unani-
mously carried, to issue the V.F.W. Post #874 a bingo license at the annual fee of
$5.00.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to approve the following applications for license to sell non-intoxi-
_ c ating malt liquor, subject to special use permits that may apply:

The scheduled hearing on the Crystal-Lida Sanitary Sewer District
proposal was held. After listening to the various interested parties and reviewing
correspondence, etc., motion was made by Bert Hovland, seconded by John Snowberg and
unanimously carried, to accept letters and petitions of objections to the Crystal-
Lida Sanitary Sewer District; and motion was made by Bert Hovland, seconded by John
Snowberg and carried, to table decision on said project until March 22nd at 2:00 P.M.
Motion was made by Hub Nordgren, seconded by John Snowberg and unani-
mously carried, to approve the preliminary plat for Eugene Carter in Section 12 -134 -
36.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to approve the following applications for special use permit:

Homer George Dunn Township
Cut bank & fill in lower ground along
Otter Tail River (subject to condi-
tional requirements)
Operate garden store during months of

(Subject to conditional requirements)
Motion was made by Bert Hovland, seconded by John Snowberg and unani-
mously carried, to approve the preliminary plat of Furmann Subdivision, located in
Section 32 -133 -42.

, ' mously carried, to authorize the Otter Tail County Planning Advisory Commission to
call for a public hearing relative to proposed changes to be made to the Otter Tail
County Shoreland Management Ordinance.
The Chairman declared the meeting adjourned until 9:30 A.M., Wednesday,
March 9, 1977.
-WEDNESDAY'S SESSION -
Pursuant to adjournmen;t, t·he Board of County Commissioners of
Otter Tail County Minnesota inet at 9: 30 A .M., Wednesd,ay, March 9th, 1977, all
members present.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously ocarried, to pay the annual dues in the amount of $3,325.00 for the Associa-
tion of Minnesota Counties.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and
unanimously carried, to convey to Deer Creek Township, all that part of Govern-
ment Lot 1 in Section-30 -134 -37, as follows: Beginning at a point wh~re
North line of Lot 1 interesects Leaf Lake East to right of way road, thence
southerly along right of way 150.0 feet, thence West to lake, thence North ·and
northwesterly to point of beginning, excluding all existing highway right of way,
containing 0.22 acre, more or less, said property to be used as public access
on East Leaf Lake.
Motion was made by Bert Hovland, seconded by Sydney Nelson and
unanimously carried, to offer for sale to the various· subdivisions of the County,
two trucks and two motor graders, sale to be held at 9: 30 A .M., Tuesday, April
5, 1977.
The Board, having previously advertised for bids to be received
for two patrol cars for use by the Sheriff's Department, proceeded to open bids
which were found to be as follows:

Dodge, Inc., Fergus Falls, Minn. in the amount· of $4,950.23, Hub Nordgren and
Andy Leitch voting "no".

Upon motion made by Bert Hovland, seconded by Hub Nordgren and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on September 21, 1976, the bid for two One-way plows
with quick disconnect hitch, two, V-plows _to interchange with said hitch and
two wings with heavy duty front mounting, was aivarded to Little Falls Ma.chine,
Inc., Little Falls, Minnesota in the. amount of $13.870.00 and
WHEREAS the above snowplowing equipment has now been delivered
to the satisfaction of the Board,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $13,870.00 payable to Little
Falls Machine,_;Little Falls, Minnesota, in full payment.

Fund, to each of the two fair associations i·n Otter Tail County for the year
1977, to be paid as soon as money is. avail ab le ..

Upon motion made by Andy Leitch, seconded by Hub Nordgren and
unanimously carried, the following resolution \\las adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS levy limitations for Otter Tail County are greatly
affecting the County's ability to function, and
WHEREAS continued limitations will necessarily curtail vital
services, and
WHEREAS legislation has been introduced under Senate File
#391 in an attempt to alleviate this problem, and
WHEREAS the relief needed will not be forthcoming from this
limited legislation, at least some assistance might be realized,
NOW, THEREFORE, BE IT HEREBY RESOLVED that the Board of County
Commissioners of Otter Tail CountyMinnesota goes on record supporting Senate
File #391 and does urge its passage.

Upon motion made by John Snowberg, seconded by Hub Nordgren and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the proposed, mandatory state building code introduced
under Senate File #533, ·would substantially increase the cost of home construc-
tion, and
WHEREAS added requirements, added to increased costs, would
force small contractors out of business, and
WHEREAS it is the feeling of this County Board that small cities
in this area do not need the restrictions imposed by this bill,
NOW, THEREFORE, BE IT RESOLVED, the Board of County Commissioners
of Otter Tail County Minnesota goes on record opposing Senate File #533.

Upon motion made by Andy Leitch, seconded by Bert Hovland and
unanimously carried, the following resolution was adopted:·
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, it is the opinion of this County Board that further
restrictions on hunters and'sportsmen of the State of Minnesota will be no
deterent to crime, and
WHEREAS it is also the opinion of this County Board that
determinate sentencing for al.mes .committed with the use of a gun would be
more effective as a deterent to crime,
NOW, THEREFORE, BE IT HEREBX RESOLVED the Board of County
Commissioners of Otter Tail.County oppose any further gun control and does
favor determinate sentencing.

unanimously carrieid, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the City of Erhard has requested the County Highway
Department continue performance of street maintenance work, and
WHEREAS full consideration has been given said request,
NOW, THEREFORE, BE IT HEREBY RESOLVED Otter Tail County will
continue to perform street maintenance work for the City of Erhard when equip-
ment and personnel are available to perform the work, at rates established for
that purpose. ·
BE IT FURTHER RESOLVED that all work shall be requested by the
City, as needed, and it shall be understood that County work shall have top
priority.

unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the City of Vergas has requested the County Highway
Department continue performance of street maintenance work, and
WHEREAS full consideration has been given said request,
