HomeMy WebLinkAboutBoard of Commissioners - Minutes - 02/22/1977MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Qtter Tail County Minnesota met at 1: 00 P .M., Tuesday, February 22, 1977, JOhn Snowberg absent. Motion was made by Andy Leitch, seconded by Hub Nordgren and unanimously carried, to not '.,contribute toward the Min-Oak Heal th Systems Agency, Inc., for the year 1977. Motion was made by Sydney Nelson, seconded by Andy Leitch and unanimously carried, to re-appoint Harmarthur Hull, A. Hubert Nordgren and Berton Hovland as Otter Tail County's representatives on the Region "C" Advisory Council of the Governor's Commission on Crime Prevention and Control. Motion was made by Bert Hovland, seconded by Hub Nordgren and unanimously carried, to accept the statement of receipts and disbursements for the calendar year 1976 as submitted by the County Auditor. Motion was made by Bert Hovland, seconded by Hub Nordgren and unanimously carried, to approve_, the .plat' of. Basswood-Lida, located in Section 32 -136 -42. Motion was made by Hub Nordgren, seconded by Bert Hovland and unanimously carried, to approve the following app.-Iications for license to sell non-intoxicating malt liquor: Ronald W. I Leaf Lakes Township Henning Township Leaf Lakes Township Upon motion made by Bert Hovland, seconded by Hub Nordgren and carried, the following resolution was adopted: WHEREAS, Senate File No. 156 would eliminate the vast majority of school districts in the State of Minnesota and establish the total educational process in ninety-two "Super-Districts", and WHEREAS, it is tne belief of the Otter. Tail County Minnesota Board of County Commissioners that the proposed reorganization would remove the educational process completely from local control, and WHEREAS, this drastic legislation was introduced without imput from or consultation with School Boards, Adminis.trators,. or the Constituents .of the affected school districts, and WHEREAS, school districts in the State of Minnesota have made tremendous efforts and progress in Co-Operative Programs under the Joint Powers Act, and other Regional and Local Combinations, and WHEREAS, School Districts in the State of Minnesota have demon- strated a willingness to do co-operatively those programs and services which are better and more efficiently done in groups than by single school districts, NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Otter Tail County Minnesota oppose the provisions of Senate File No. 156 and oppose any consolidation procedure that is forced from the Legislature or dicta-tied from any State AGency. Fergus Falls, Minnesota Fergus Falls, Minnesota Pelican Rapids, Mirin~sota $3,412.00 3,593.00 4,500.00 After consideration, motion was made by Bert Hovland, seconded by Sydney Nelson and unanimously carried, to accept the bid of Fergus Dodge, Inc., Fergus Falls, Minnesota in the amount' of $3.,412. 00, with trade-in, with the under- standing that Fergus Dodge is aware that the trade-in. vehicle does not have func- tioning back wheel brakes. Upon motion made by Hub Nordgren, seconded by Sydney Nelson and unanimously carried, the following applications were approved for reduction of assessed valuation and/or homestead classification: N.E. Rush Lake Township Perham City Perham Township Perham Township Perham City Aurdal Township Should be tax exempt Homestead classification Assessor's Clerical error Homestead classification Re-classification Foregiveness of penalty Foregiveness of penalty Motion was made by Andy Leitch, seconded by Bert Hovland and carried, Sydney Nelson voting "no", to deny a claim by Herb Christenson, Jr., for mileage incurred in returning a delinquent tax statement erroneously sent to him in error. Motion was made by Hub Nordgren, seconded by Andy Leitch and unanimously carried, to reject the proposed "Soil Survey" to cost $900,000, with the County portion of $292,000, because of lack of funds. I Upon motion made by Hub Nordgren, seconded by Bert Hovland and carried, Nelson, Nordgren and Hovland voting "y.es", Andy Leitch voting "no," the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, the Community Health Services Act of 1976 provides grant and subsidy funding to develop and maintain an integrated system of community health services under local administration with a system of State guidelines and standards; and WHEREAS, Otter Tail County has completed the six month planning process to identify needed community health services.pursuant to the requirements of the Act; and WHEREAS, the Ott_er Tail County Board of Commissioners has reviewed and has this day conducted a public hearing on the proposed Community Heal th Ser- vices Plan; and WHEREAS, the Otter Tail County Board of Commissione:rshas accepted the community health services plan; NOW, THEREFORE, BE IT RESOLVED THAT:. the Otter Tail County Board of Commissioners hereby submits the.Otter Tail County Community Health Services Plan and Budget for the period beginning July 1, 1977 through December 31, 1978 to·the Minnesota·State Board of Health for review, adoption and funding. Clerk Upon motion made by Bert Hovland, seconded by Hub Nordgren and carried, Nelson, Nordgren and Hovland voting nyes" and Andy Leitch voting "no," the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that The Otter Tail County Board of Commissioners hereby executes its intent to develop and implement policies, structures and procedures to more effec- tively prevent illness and promote efficiency and economy in the delivery of pub- lic health services to the residents of Otter Tail County, by participating in the grant and subsidy program established by the Community Health Services Act of 1976 as the same may be amended from time to time. Otter Tail County, located within the West Central Regional Develop- ment Region, has an aggregate population in excess of 30,000 persons. In accordance with the requirements specified in the Community Health Services Act, Otter Tail County through its Community Health Services Advisory Com- mittee has developed the Community Health Services Plan. We, the Board of County Commissioners hereby accept the Plan and express our intention to develop and oper- ate the public health services as set forth therein effective July 1, 1977. Furthermore, the Otter Tail County Board of Commissioners hereby creates the Otter Tail County Community Health Services Board and the Community -Health Services Advisory Committee with powers and duties as specified in agree- ments on file in the Office of the County Auditor.
