BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9: 30 A.M., Monday, February 7, 1977, John
Snowberg absent.
Motion was made by Bert Hovland~; seconded by Hub Nordgren and
unanimously carried, to approve· the· issuance of, _a. liquor license to "Mabel
Murphy's", a new establishment to be located. in Fergus Falls Township.
Upon motion made by Hub'Nordgren, second~d by Bert Hovland and
unanimously carried, the County Auditor was authorized to advertise for bids to
be received until 10:30 A.M., Wednesday, March 9, 1977, for two 1977 patrol cars
to be used by the Sheriff's Department.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, to grant the Otter Tail County Historical Society permission to ob-
tain and erect a marker for the area consisting of the cemetery on what was known
as "Th·e County Poor Farm."
Upon motion made by Hub Nordgren, seconded by Sydney Nelson and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the County Board on June 22, 1976 accepted the bid of
Helle International, Inc. , Fergus Falls, Minnesota in the amount of $64,881.12
for two diesel single axle snowplowing dump trucks, and
WHEREAS the above trucks have now--been delivered to the satis-
faction of the County Board at a cost of $64,881.12,
NOW, THEREFORE,. the 'county Audi tor is. hereby authorized and

directed to issue a warrant in the amou~t of $64.881.12 payable to Helle
International, Inc., in full payment.

unanimously carried, authorizing the County Auditor to dispose of current and delinquent
settl~ment records and commissioners bills,. from: 1965 and prior, providing ap-
proval is received from the Department of Archives.

Motion was made by Sydney Nelson, seconded by Bert Hovland and carried,
to deny the application of Owen Stowman for special use permit to have a recreational
campground-in Section 27, Rush Lake Township.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to approve the transfer by a metes and bounds description containing
1.377 ac. in the SW¼ SE¼ of Section 30, Aurdal Township, providing said lot becomes
a platted lot when platting of area is completed.
Upon motion made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried, the County Auditor was authorized to execute contract supplements
with the Northwestern Bell Telephone Company for an increased cost of the Model 35
Teletype equipment used by the Sheriff's Department, an increase of 9.2% over pre-
vious billings ..
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, to recommend th.e name of Harriett Thoreson to the Department of
Public Welfare to serve on the Otter Tail County Welfare Board, to a two year term.
Motion was made by Sydney Nelson, .seconded by Hub Nordgren and unani-
mously carried, to set the nursing service fees for the year 1977, effective imme-
diately, at $22.00 per visit.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to grant permission to Robert Poyzer for the sum of $1.00 to clean
out the dead wood on the County's garage property lying south of Fir and west of
Friberg ,,•.providing no obligation by the County would be incurred with individuals
cutting and removing said wood.
Upon motion made by Bert Hovland, seconded by Hub N_ordgren arid
unanimously carried, the following resolution was adopted:
RESOLUTION
WHEREAS, Otter Tail County, to comply with the State of Minne-
sota Action Plan, did hold a public meeting on February 8, 1977, to
consider a·long range bridge and highway construction_plan, ~nd
WHEREAS, the adoption of a future bridge and highway construc-
tion plan in accordance with the Minnesota Action Plan is required.
NOW, THEREFORE, IT IS RESOLVED, that the "Otter Tail County,
1977 Annually Revised Bridge and Highway Construction Plan, dated
February 8, 197711, as prepared· by the ·County· Highway Engineer, is
the 1977 long range Bridge and Highway Construction Plan for Otter
Tail County.·

and moved its adoption:
RESOLUTION RECEIVING PRELIMINARY REPORT
AND DIRECTING AUDITOR TO FIX TIME FOR
PUBLIC HEARING ON ENGINEER I S PRELIMINARY REPORT
RELATING TO CRYSTAL LIDA SEWER DISTRICT IMPROVEMENTS OF 1977
WHEREAS:
1. The County is authorized by Minnesota Statutes 1971, Chapter 116A; as-
amended by Laws of Minnesota 1973, Chapters 35, 322, 407 and 702, to cause to be
constructed and maintained public water and sewer systems to serve areas of the
County not organized into cities or villages and any part or all of the area of any
city or village which by resolution of its governing body requests that its facili-
ties be connected to said systems; and
2. A petition complying with the provisions of said Chapter 116A requesting
establishment of a Sanitary Sewer District system in accordance with the provisions
of Chapter 116A has been filed with the County Auditor; and
3. Pursuant to Minnesota Statutes, Section ll6A.06, an engineer has been
appointed to examine all matters set forth in the petition and the order.appointing
. .
him and to make such preliminary survey· of ~he; territory likely to be affected by the
proposed improvement as will enable him to determine whether it is necessary and
feasible, and to file his preliminary report thereon·accordingly in duplicate with
the county auditor; and
4. The Courity Board deems it necessary and expedient to serve the area
described in said petition, that the.· County; of Otter Tail, Minnesota, construct said
improvements in the County as described in and in accordance with the preliminary
survey and report prepared by Houston Engineering, Inc., engineer; and
5. The Board has been advised by the engineer that said Crystal Lida Sewer
District Improvements of 1977 are necessary and feasible and should best be made as
proposed, and the engineer's preliminary report to this effect has heretofore been ·,.
received by the Board and filed with the County Auditor; and
6. The statute provides that no such improvements shall be ordered until
the Board shall have held a preliminary public hearing on the preliminary report of
the engineer pursuant to order by the County Auditor and following mailed notice
and at least one publication thereof no less than three weeks prior to the hearing
in the official newspapers covering the area of the proposed system, stating time
and place of the hearing, the general nature of the improvement, and the area served
by the proposed improvement, in accordance with law;
NOW TIIEREFORE, BE IT RESOLVED by the County Board of Otter Tail
County, Minnesota, as follows:
1. A public hearing to consider the engineer's preliminary report on said
proposed improvements will be held at the time and place set forth in an appropriate
order of the County Auditor.
2. The nature of the improvements, and a description of the areas served
· thereby are described in the form of Notice of Prelimina!y Hearing hereto attached.
3. The County Auditor is hereby authorized and directed to issue an order
fixing time for said preliminary hearing and to cau·se notice of said hearing to be
given one publication in each of the official newspapers covering the area of the
proposed system. Said publication shall be at least three weeks prior to the hearing.
Not less than ten days before the hearing the Auditor shall mail notice of the hear-
ing to the petitioners and the owners of the lands and properties, and corpo_ra tions,
public or private, likely to be affected by the proposed improvement as shown by
the engineer's report. For the purpose of giving such mailed notice, owners shall
be those shown to be such on the records of the County Treasurer. As to properties
not listed on the records of the County Auditor or the County Treasurer, the Auditor
shall ascertain such ownership by any practicable means and give mailed notice to
such owners.
The motion for the adoption of the foregoing resolution was duly
seconded by Sydney Nelson and upon a vote being taken thereon, the following voted
in favor thereof: Hub Nordgren, Andy Leitch, Sydney Nelson, and Bert Hovland
and the following voted against the same: None Absent: John Snowberg
Whereupon said resolution was declared duly passed and adopted this
8th day of February, 1977, at Fergus Falls, Minnesota

Upon motion made by Hub Nordgren, seconded by Sydney Nelson and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHERES, a directive has been issued by the Honorable Rudy
Per~h, Governor of the Great State of Minnesota, stating:
"That each county of the State and those municipalities so designated
by the Minnesota Energy Agency, that have not already formed local
Energy Emergency Committees, do so immediately. A list of the per-
sons so designated shall be provided the Division of Emergency Ser-
vice, Department of Public Safety."
NOW THEREFORE, BE IT HEREBY RESOLVED that members.selected
to the Energy Emergency Committee shall be each member of the Board of
County Commissioners, namely Sydney G. Nelson, Berton Hovland, Andy Leitch,
A. Hubert Nordgren and John Snowberg.
BE IT FURTHER RESOLVED, the County Auditor is hereby in-
structed :to furnish a list of said Committee members to the Division of
Emergency Service, Department of Public Safety.

The Board, having previiiousJ:y advertised for bids to be received
for the Highway Department Garage property located in the City of Fergus Falls
south of Fir Avenue, proceeded to open bids which were found to be as follows:

After consideration, motion was made by Bert Hovland, seconded by
Hub Nordgren and unanimously carried, to reject the one bid accepted and the
County Auditor was authorized to readvert1se for bids to be received for the
sale of said property until 2:00 P.M., Wednesday, April 6th, 1977.
