OF THE ADJOURi~ED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of Cqunty Commissioners of Otter Tail County Minnesota met at 1: 00 P :M., Monday; .January 24, 1977, all members present. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, authorizing Arthur Boehne to attend the "Juvenile Crime Institute." Motion .·was made by Andy Leitch, seconded by Bert Hovland and carried, to send pertinent information concerning weed meetings in Otter Tail County, to Governor Perpich. Motion was made by John Snowberg, seconded by Andy Leitch and unanimously carried, to approve the application of Cyril L. Dombeck for an on- sale liquor license as the new owner of the "Wharf" in S:EVe.rts ;;_~ J Township. Motion was made by John Snowberg, seconded by Sydney Nelson and unanimously carried, to grant approval to Oslund-Trajano for the installation of windows and one door on the south wall of their building located at 313 South Mill, adjoining the Mill-Junius county parking lot, with the provision that no guarantee accompanies said permission that a building will not be constructed in the future on said parking lot. Motion was made by Bert Hovland, seconded by John Snowberg and carried, Hub Nordgren abstaining, to grant a lease to Oslund-Trajano for three parking stalls on the north side of the Mill-Junius county parking lot, on•e t:to be used as an access for the exit door to be installed on the south side of their building at 313 South Mill, at a rate of $100.00 per year per lot, on an annual lease basis, commencing May 1, 1977 ( 1 Motion was made by Hub Nordgren, seconded by John Snowberg and unanimously ,:,carried, to proceed with the grant agreement for the Otter Tail Lake Sewer District on the condition it concurs with the Otter Tail Lake Property Owners Association. Motion was made by Hub Nordgren, seconded by Sydney Nelson and carried, John Snowberg and Andy Leitch voting "no", to assist the landfills with engineering fro~ the County. Motion was made by Bert Hovland, seconded by John Snowberg and unani- mously carried, to approve a transfer by metes and bounds description for lots later to be called Lots 9 & 10 of Wall Lake Development #2, when plat is approved. Motion was made by Bert Hovland, seconded by Sydney Nelson and unanimously carried, to approve the following applications for special use for the following: Ambrose Monkedick) Andrew Marthaler ) Joanne M. Korva ) Martin 0. Holoien Leo Lange Edna T?wnship. Dunn Township Amor & Dead Lake Twps. Mobile home park -21 lots:' Cut and fill roadway Remove ice ridge (approved for filling behild ice ridge only) Upon motion made by Sydney Nelson, seconded by Bert Hovland and carried, John Snowberg voting "no", the application of Norris Enger, Dora Township, to build two-stall garage to store supplies for trucking business, was approved. Motion was made by Sydney Nelson, seconded by John Snowberg and unani- mously carried, to approve the preliminary plat of 11Spirit Hills West", located in Sections 5 & 6 of Dora Township. Motion was made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, to approve the preliminary plat of "Evergreen Estates, 1st Add'n." located in Section 12 of Compton Township. Motion was made by John Snowberg, seconded by Bert Hovland and unani- mously ,:.carried, authorizing the Land and Resource management office to prepare specifications for bids to be received for either a 4 Wheel Drive Carryall or a 4 Wheel Drive pickup, with trade, for use by the Land and Resource Management Office. Upon motion made by Hub Nordgren, seconded by Bert Hovland and carried, Andy Leitch voting "no11 , the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS the Board of County Commissioners of Otter Tail County has carefully considered the mental health needs of the County, and after due deliberation agrees to support the Lakeland Mental Health Center, Inc., Fergus Falls, Minnesota, and to enter into a signed agreement with:~the other eight counties in the Mental Health Center area, NOW, THEREFORE, the County Board does hereby approve the budget and financing plan for the fiscal year July 1, 1977 through June 30, 1978, in the following amounts: Becker County Clay County Douglas County Grant County Otter Tail County Pope County Stevens County Traverse County. Wilkin County $ 25,217.50 48,125.00 23,870.00 7,700.00 48,125.00 11,550.00 11,550.00 6,545.00 9,817.50 $192,500.00 BE IT FURTHER RESOLVED, the County Auditor is authorized to sign the agreement on behalf of Otter Tail County in support of this program. ' ATTEST: I Upon motion made by Sydney Nelson, seconded by Hub Nordgren and unanimously carried, the following resolution was adop7ed: RESOLUTION WHEREAS, 1.091 miles of County State Aid Highway No. 1, located along the West ·erid· of'Otter, Tail Lake, is sub-standard, and WHEREAS, Otter Tail County is limited to 30 feet of exist- ing highway right of way at this location, and .WHEREAS, the relocation of CSAH No. 1 has been determined to be the most satisfactory solution in soiving this traffic · problem. NOW, THEREFORE, BE IT RESOLVED, that Otter Tail County does request that CSAH No. 1 be relocated for a length of 1.496 miles and be added to the State Aid System, and that 0.983 mile of exist- ing CSAH No. 1 be redesignated as CSAH No. 72 and remain on the State Aid System, and that 1.091 miles of existing CSAH No. 1 be removed from the State Aid System. · Adopted this 24th day of January, 1977. Attest: (SEAL) Upon motion made by Bert Hovland, seconded by John Snowberg and unanimously ,.,carried, the following resolution was adopted: RESOLUTION WHEREAS, the City of Perham has requested that County State Aid Highway No. 51, in and adjacent to the City of Perham, be relocated to accommodate business expansion across existing CSAH No. 51 right of way, and · WHEREAS, the relocation of CSAH No. 51 has been determined to be the most satisfactory solution in solving this development problem. NOW, THEREFORE, BE IT RESOLVED, that Otter Tail County does request that CSAH No. 51 be relocated· for 0.458 mile and added to the State Aid System near the. North City Limit of ,Perham, and that 0.505 mile of existing CSAH No. 51 be removed from the State Aid System. Adopted this 24th day of January, 1977. Be it further provided that 'the publishers of said newspaper be. required to furnish a surety bond in the sum of $2,000.00 for the faithful per- formance of said publication. Adopted at Fergus Falls, Minnesota this 24th day of January, 1977. ATTEST: Clerk Motion was made by Andy Leitch, seconded by Hub Nordgren and unani- mously carried, to appoint Andy Lindquist, Route #1, Fergus Falls, to a three year ' -term, expiring December 31, 1979 on th~ Otter Tail County Planning Advisory Commis=- Motion was made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, to re-appoint Willis Roehl and Mrs. Gerald Ziese to a three year term on the Otter Tail County Extension Committee. Motion was made by Bert Hovland, seconded by Sydney Nelson and carried, appointing County Commissioner John Snowberg to the Board of Trustees of the Otter Tail County Law Library. Upon motion made by Hub Nordgren, seconded by Andy Leitch and unani- mously carried, the PARKERS PRAIRIE INDEPENDENT and THE BATTLE LAKE REVIEW were designated to publish the 1976 Otter Tail County Annual Statement of Receipts and Disbursements at legal rates. Upon motion made by John Snowberg, seconded by Sydney Nelson and unanimously carried, the Fergus Falls DAILY JOURNAL was designated as the official newspaper of the county, at legal rates.
