BOARD OF.COUNTY COMMISSIONERS
OTIER TAIL COUNTY MINNESOTA
Pursuant to adj ournrnent. the Boar.d of Cotmty Commissioners
of Otter Tail, Cotmty met at 9:30 A.M., Tuesday, December 7, 1976, all members
present.
Upon motion made by George Walter, seconded by John Snowberg
and unanimously carried, the Chairman of the County Board was authorized to sign
continuation agreements for the Department of Correc'ti.on licenses for the three
county group homes.
Motion was made by John Snowberg, seconded by Bert Hovland and
unanimously carried, .to approve the application for a discharge permit for the
Otter Tail Lake Sewage System.
Motion was made by John Snowberg, seconded by Andy Leitch and
unanimously carried, to spend $4,000 for ·the year 1977 for 1/2 section maps, with
the department heads to make determination of priorities.
Motion was made by Hub Nordgren, seconded by George Walter and
. carried, to pay one-half of the cost of bridge and installation on a major drainage
structur,e in Bluffton Township, or $5,397.93.
Motion wa~ made by Andy Leitch, seconded by John Snowberg and
unanimously carried, autho~izing 'the H~ghway Engineer to attend the institute for.
highway eng1.neers.
Motion was made by John Snowberg, seconded by Bert Hovland and
unanimously carried, to request the City of Fergus Falls explore the feasibility
of p~ovidi_ng sewer and water servi~e to· the area of the proposed county garage
the explore the possibilitr of annexation to the City.
Upon motion made by John Snowberg, seconded by Andy.Leitch
and rmanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter
Tail Cormty Minnesota, that
The Otter Tail County Commissioners act as sponsoring unit
of government and grantee for the project titled Otter Tail County Group Home
for Girls to be conducted by Otter Tail County Probation, during the period
from October 1, 1977 through December 30, ~978. Alton (Hub) Nordgren is hereby
authorized to apply to the Governor's Commission on Crime Prevention and Con-
trol for 'frmding of the proj:ect. and. execute such agreements .as are· necessary
to implement the project on behalf of the Otter Tail County Commissioners.

RESOLVED by the Board of County Commissioners of Otter Tail ,
County Minnesota~ that
UNDER the provisions of Section 739 General Statutes of 1932,
the sum of $250.00 be and the same hereby is appropriated out of the Revenue
Fund of ,~he County to the Red River Devebpment Association, said amount so
appropriated to be.used in payment of premiums to exhibitors for the year 1977 •

and unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissiners of Otter Tail
County Minnesota, that
WHEREAS The County Board, on May 11,. 1976 acceptdthe bid of
Hi-Way Surfacing Company, Marshall, Minnesota in the amount of $105,952.00
for sand sealing various county roads, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $102,703.60, a decrease of
$3,248.40 due to less additive and aggregate needed,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $10,270.36 payable to the Hi-Way
Surfacing Company, Marshall, Minnesota, as final payment for this work.

WHEREAS on March 8, 1976, the County Board accepted the bid of
Mark Sand & Gravel Company, Fergus Falls, •Minnesota, in the amount of $409,085.40
for plant mix bituminous surfacing on CSAH #29, C.H. #113, C.H. #129·and C.H. #132,
and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $579,881.68, an increase of
$170,796.28 due to supplemental agreemen·t work on CSAH #9, #U, #21 and #96.
NOW, THEREFORE, the County Auditor is hereby authorized and .
directed to issue a warrant in the amount of $72,967.16 payable to the Mark
Sand & Gravel Company, Fergus Falls, Minnesota as final· payment for this work.

unanimously carried, the following resolution was adopted:
RESOLUTION ESTABLISHING
COUNTY STATE AID HIGHWAYS
WHEREAS, it.appears to the County Board of the County of Otter Tail
that the road hereinafter described should be designated a County State Aid
Highway under the provisions of Minnesota Laws of 1967, Chapter 162.
NOW, THEREFORE, BE IT RESOLVED, by the County Board of the County of
Otter Tail. that the road described as follows, to~wit:
Beginning at a point on the southerly line of the state highway right
of way of New Trunk Highway No~· 10;. said point is located approxi-
mately 475 feet South and approximately 700 feet West of the North
quarter corner of :section 7,, Township 135 North, Range 37 West;
thence southeasterly along the centerline of·a connection road to
its intersection with a point on the centerline of Old Trunk Highway
No. 10, said point is.located approximately 280 feet.West and approxi-
mately 1,060 feet.South of the North Quarter corner of said Section
7; thence continue southeasterly along the centerline of Old Trunk
Highway No. 10 thr_ough said Sectio.n 7, · Section 8, the_ Northeast .Quarter
of the Northeast Quarter of Section 17, and the Northwest Quarter of
Section 16, all in said.township and range to a point-located approxi-
mately 535 feet West and approximately 270 feet South of the Northeast
corner.of the Southeast Quarter of the Northwest Quarter of said Section
16, and there terminating, total lep.gth being approximately 2.3 miles~
be, and hereby is established~ located-, and designated a County State Aid

BE IT FURTHER RESOLVED, that the County Auditor is hereby authorized.

missioner of Transportation for his consideration, and that upon his approval
of-the.designation of said road or portion there9:f, that same be constructed,
improved and maintained as a County State Aid Highway of the County.of

unanimously carried, to approve Dr. Orandi's proposed schedule of coroner fees,
salaries~ etc •.

unanimously carried, authorizing the Board Chairman to sign a quit claim deed
to correct an. error in the location .of a building located on a portion of Otter
Tail County's property, being the N 2 ,90 feet of Lot 17, Block 33,. Original Plat
of the City of Fergus Falls.

unanimously carried, the Cotmty Auditor was authorized to advertise for bids to
be rece·ived until 11:00 A,M., Tue~day, February 8, 19.77, for two cars to be used
by the Probation and Parole Department.

Development Commission.
Motion was made by Andy Leitch, seconded by Bert Hovland and
unanimously carried, to approve the preliminary plat of Walvatne's Addition to
Pleasant Grove, located in Government Lot 2, Section 32 -134 -40.
Motion was made by George .Walter, seconded by Andy Leitch and
unanimously carried, to approve the preliminary plat of Oakland Beach, 1st Add'n,
located in Government Lots 3 & 4,.Section 1 -136 -39.
Motion was made by George Walter, seconded by John Snowberg and
unanimously carried, to approve the application of Tom A. Nelson for special use
permit to build about 150 1 of road through swamp area for private access to lake,
in Government Lot 2, Section 29 -135 -38, subject to approval by the Department
of Natural Resources.
Motion was made by George Walter, seconded by John Snowberg and
unanimously carried, to approve the application of Marlowe Wegner for special use
permit to fill low area adjacent to creek area, in Government Lot 1, Section 26 -
137 -40.
Motion was made by George Walter, seconded by Andy Leitch and
carried, to approve the plat of Boedi~heimer Development, located in Section 6 of
Otto Township and Section 1 of Rush Lake Township, subject to road specifications.
Motion was made by George Walter, seconded by Bert Hovland and
carried, to approve the plat of Heidi's Sandy Beach Subdivision, located in G.L.
3 & 4, Section 32 -137 -38, subject to road specifications and signature of
attorney.

providing the Society charges admission., ·'
Motion was· made by George Walter, sec·onded by Andy Leitch and unani-
mously carried, to appropriate $13,000.each for 1976-77 for the East and West
Otter Tail Soil & Water Conservation Districts.
Upon motion made by Geo!ge Walter,. seconded by _John Snowberg and
unanimously carried, Jeff Tikkanen and Duane Donley were appointed as regular and
alternate members, respectively, for the year 1977 of the WesMin Resource Con-
servation and Development Project Committee to represent'Otter Tail County and
the East Otter Tail Soil and Water Conservation District.
A list of W1Collected mobile home taxes was presented to the
·Board and after discussion and upon motion made by Geol'ge Walter', seconded by
Bert Hovland and W1animously carried, the following report was issued, to-wit

BE IT KNOWN, That the County Board of Otter Tail County, Minnesota,
did meet in session on the ith day of December, 1976; that at said session the
County Treasurer of said CoW1ty delivered to said Board the list of W1collected
mobile home taxes for the year 1976, together with his certificate thereon as re-
.quired by law; and that at said session the said Board did duly consider said list
of W1collected taxes, and did cancel such taxes as they are satisfied cannot be
collected. That the following is a correct _list of said uncollected mobile home

una.nima.ily carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
The sum of $57,762.00 be set apart from the General Revenue
Fund and appropriated subject to the order ofithe Dean of the Institute of
·_Agriculture of the University of Minnesota for the support of county exten-
sion work in agriculture and home economics in Otter Tail County for the year
beginning January l, 1977, in accordance_ wi:th Chapter 202, Laws 1953 and acts
supplementary thereto.

Upon motion made by Andy Leitch, seconded by Bert Hovland and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
· Minnesota, .that
WHEREAS the Otter Tail County Shoreland Management Ordinance com-
plies with the requirements of Chapter;: 7.77; ;il969·~Laws of Minnesota, and
WHEREAS the individual sewage system requirements of the Shoreland
Management Ordinance have achieved the obj e·cd ves of that Ordinance, and
WHEREAS the sewage system installers and the local township offi-
cials have adopted and accepted .the sewage requirements of the Shoreland Management
Ordinance, and
WHEREAS the Otter Tail County Board_ of Commissioners has put
forth much effort as well as financial assistance in educating the public and
installers about the Shoreland Management Ordinance sewage requirements, and
WHEREAS changing the requirements at a time wheH. the Shoreland
Management sewage system regulations have reached a viable atmosphere of accep-
tance both from a management, user and installer standpoint would be disastrous
at this time,
NOW, THEREFORE, BE IT HEREBY RESOLVED that the Otter Tail County
Board of Commissioners register their violent opposition to the proposed Minne-
sota Pollution Control Agency sewage system requirements defined as WPC-40.

Upon motion made by George Walter, seconded by John Snowberg and
unanimously·carried, the bond in the amount of $3,000 for Sherrie Newborg Miller,
deputy clerk of county court, was approved.
Upon motion made by John Snowberg, seconded by George Walter and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the County Board on August 11, 1976, accepted the bid
of Fergus Dodge, Inc., Fergus Falls, Minnesota, in the amount of $5,475.15
for a 1977 Dodge Royal Monaco, 4-Dr. Sedan, fot use by the Sheriff's Dept., and
WHEREAS the above automobile has now been delivered to the
satisfaction of the County Board,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $5,475.15 payable to Fergus
Dodge, Inc. , Fergus Falls, Minnesota in full payment.

tractor-snow blower, and
WHEREAS proposals having been received, and upon recommenda~
tion of the Custodian, the John Deere 212 12 HP tractor with attachments,•
at a net cost of $1,536, plus trade~in, was ac;cepted, and
WH.EREAS said. tractor has been delivered to the satisfaction
.of the County Board,
NOW, THEREFORE, the County Auditor is.hereby authorized and
directed to issue a warrant in the amount of $1,536.00 payable to Ebersviller
,-Imp., Fergus Falls, .Minnesota, in full payment.
