BOARD OF COUNTY COMMISSIONERS
OTTER TAIL. COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9: 30 A. M. , Monday, November 8th, 1976, all
members.present.
Motion was made by Andy Lei.tch, seconded by George' Walter and
unanimously carried, to include additional area that has been drained into
County ·Dg~h #37 in the preliminary survey.
Motion was made by George Walter, seconded by Andy Leitch and unani-
mously carried, to meet with. the representatives of the Minnesota Pollution Control'
Agency at 9:00 A.M., Monday November 15th, in the Commissioners Room.
Upon motion made by Bert Hovland, seconded by John Snowberg and unani-·
mously carried, the following applications for reduction of assessed valuation or
homestead classification were approved:

Motion was made by Bert Hovland, seconded by George Walter and unani-
mously carried, .to approve the application of Curtis D. Sproull for permit to allow
consumption and d~splay ?f intoxicating liquor at Wee Villa Resort. in Elizabeth Town-
ship, subject to necessary signatures.
Upon motion made by Andy Leitch, seconded by Bert Hovland and unani-
mously carried, the following resolutions were adopted relative to road mowing
contracts for the year 1976:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the County Board, on April 6, 1976 accepted the bid
. for mowing Area H in the amount of $8. 399. 79 from Arthur Thompson & Orris
Albertson, and
WHEREAS the above contract has now been completed to the satis-
faction of the Cpunty Board at a total cost of $8,275.69, a decrease of $124.10
due to a deduction of 3.0 miles of shoulder cut and $100.00 charged as liqui-
dated damages,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $737.56 payable to Arthur Thompson
and Urris Albertson, Underwood, Minnesota as final payment for this work.

WHEREAS on April 6, 1976 the County Board accepted the bid of
Victor Saurer, Clitherall, Minnesota in the amount of $7,750.30 for mowing
Area B, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $7,466.92, a decrease of $283.38
due to a deduction of 2.9 miles mowing and shoulder cut on CSAH #8 and 7.1 miles
shoulder cut on CSAH #58 because of construction work being done,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $746.69 payable to Archie Wahlin,
Clitherall Minnesota as final payment on this work, as Mr. Wahlin was made sub-
contractor on this project by supplemental agreement dated 7/13/76.

follows:
A Frontage Road located along the northerly side of the
main line of Old T.H. 10 betweeri Station 775+o0 and
Station 79S+oo~ Length.Oi4 miles. This: Frontage Road
terminates. approximately 315.0 feet northwesterly of.
the West Corporate.Liinits.of.New York Mills.·
·WHEREAS, the State has brought this segment of highway
up to meet acceptable maintenance standards, and
WHEREAS, .the County has determined that.this segment
primarily serves local traffic.
NOW, THEREFORE, BE IT RESOLVED, that the highway segment
. previously described be turned over to Newton Township juris-
diction.and control~ as provided by law.

Upon motion made by George Walter, seconded by John Snowberg and
carried, the foliowing resolutinn was adopted:
RESOLUTION
WHEREAS, the State of Minnesota has released portions of
old Trun~ Highway No. 78 to Otter Tail County, described as
follows:
' Beginning at· the East quarter corner of Section 27, Township
135 North, Range 39 West; thence southeasterly along the
centerline pf a service roa~, ·· lying on the northeasterly
. side of.the statehighway right·,of way pf New 1'runk Highway
No. 78, for-approximately ·1,425 feet' toa point located ap-
proximately opposite New Trunk, Highway No •. 78, Engineer's·
Station 988+o0 in Government Lot,. 2, Section 26, Township
135 North, Range 39 West, and there terminating.
Beginning again at a point located approximately 33 feet
· West of the Northeast corner of Section 27, Township 135 ·
North, Range 39 West; thence westerly along the centerline
of a road connection· for approximately 300 feet to its
intersection with the easterly line of the state highway
right of way of New Trunk Highway No. 78, and there termina-
ting.
The two segments are 0.33 mile in length.
WHEREAS, the State has brought these segments of highway

George Walter moved that a portion of CSAH #8 located in Perham
Township be resealed one time, when necessary, at county expense and introduced the
following resolution. Motion was seconded by Bert Hovland and unanimously carried:
RESOLUTION
WHEREAS, Otter Tail County has reconstructed.a portion
of County State Aid Highway No. 8 on new alignment, and
WHEREAS, a portion of.old'CSAH 118 no longer.serves through
traffic, described as follows:
Beginning approxima.tely 1 mile North of Perham at a point
442 .1 feet East of assumed South quarter corner of Section
2, Township 136 North, Range 39 West (East R/W line of new
CSAH 118), thence in an easterly directionon centerline of
old CSAH /18 2,210.0 feet to the assumed Southeast corner
of Section 2-Tl36N-R39W, thence in an easterly direction
on centerline of old CSAH 118 1,920.0 feet to .. the beginning
of an 8° curve, thence deflecting left on centerline of
old CSAH 118 a distance of 1,115.4 feet to the end of said
curve, thence in a northerly direction on centerline of
old CSAH 1/8 2,060.0 feetto.the South R/W Line of.new
CSAH 118, and there terminating.
The length is 1.38 miles.
WHEREAS, the County has determined that this segment
primarily serves local traffic.

County Minnesota, that

WHEREAS, Minnesota Statutes, Chapter 402, the Human Services Act,
was enacted into law to become effective on J.uly .1, 19.73 and ,provide. for the· crea-
_ tion of human services boards in Minnesota Counties for the rendering of human ser-
vices and appropriating money-therefore; and
WHEREAS, in recognizing the merit of the Human Service_s concept, the
Otter Tail County Board of Commissioners pursued successfully special legislation
. through the 1976 Legislature authorizing the county independently to designate a
Human Services Board, which took form as Laws of Minnesota, Chapter 340.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners in and
for the County of Otter Tail, that pursuant to M.S.A. 402.01 and Laws of Minnesota
1976, Chapter 340, the Otter Tail County Human Services Board be and hereby is
created for the purpose of planning and funding human services activities in Otter
Tail County,
BE IT FURTHER RESOLVED, that pursuant to M.S.A. 402.02, the said
Otter Tail County Human Services Board shall pe composed Of·.seven (7) members. -
five (5) of which shall be the members of the Otter Tail County Board of Commissioners,
and two (2) of which shall be citizen lay members who shall be nominated and appointed
by the Board of County.Commissioners.
BE IT FURTHER RESOLVED, that .appointed board members at such time as·
they are appointed, shall serve for terms of three ( 3) years, so arranged that as.
nearly as practicable, the terms of the members shall not expire _in the same year, ..
with no citizen lay member to serve more than two. (2) full three year suq:essive ·
terms. Vacancies of citizen lay members ahll be filled in the same manner. as
original appointments.
