HomeMy WebLinkAboutBoard of Commissioners - Minutes - 10/19/1976MINlITES OF THE ADJOU~~ED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 1:00 P.M., Tuesday, October 19, 1976, Bert Hovland absent. Motion was made by George Walter, seconded by Andy Lei tchand unani- mously carried, to reschedule the November board meeting to the 8th and 9th instead of the 9th and 10th, because of a meeting of the Association of Minnesota Counties scheduled for the 10th. Motion was made by Hub Nordgren, seconded by George Walter and unani- mously carried, to allow a six month tentative approval for license to sell intoxi- cating liquor at Hull's Landing, Girard Township. Motion was made by Andy Leitch, seconded by George Walter and unani- mously carried, to approve township aid in the amount of $500.00 to Sverdrup Township for a township road in Section 29, for a road leading to a public access on Norway Lake. Motion was made by Andy Leitch, seconded by John Snowberg and unani- mously carried, to accept George Walter's resignation from the Otter Tail County Planning Advisory Commission, effective immediately. Motion was made by Andy Leitch, seconded by George Walter and unani- mously carried, to approve the plat of "2nd Add 'n to Oak Hill Subdivision", located in Section 26 of Pelican Township. Motion was made by Andy Leitch, seconded by George Walter and unani- mously carried, to approve the preliminary plat of "Lot Extension Plat of Lots 1 thru 8 of Burau Beach Add'n", located in Section 3, Dane Prairie Township; Motion was made by John Snowberg, seconded by Andy Leitch and unani- mously carried, to approve the preliminary plat of "Basswood-Lida" located in Section 32, L1da Township. Motion was made by Andy Leitch, seconded by John Snowberg and unani- mously carried, to approve the preliminary plat of -"1st Add 'n to Stalker View Acres", located in Section 27, Tordenskjold Township. Motion was made ~y George Walter, seconded by John Snowberg and unani- mously carried, to approve the preliminary plat of "Gulliver's Travels, 1st Add'n" located in Section· 10, Edna Township. Motion was· made by George Walter, seconded by John Snowberg and unani- mously carried, to approve the preliminary plat of "Backstrom Addition", located in Section· 15, Pine Lake Township .. Motion.was made by John ?nowberg, seconded by George Walter and unani- ' mously carried, ,to reject the prelim~nary plat of "Madsen's Prairie Lake Beachm, to be located in Section 10, P·eiican Township. Motion was made by George Walter, seconded by Andy Leitch and unani- ~ously carried, to approve the following special use permits: Laverne Okeson Donald Bock Raymond Alberty Rodney Lindblad Ben Brutlag Amor Township Star Lake.Township Rush Lake Township Dunn Township. Spraull, for license to sell non-intoxicating malt liquor.at Wee Villa Resort in Elizabeth Township: Motion was made by Hub Nordgren, seconded by George Walter and unani- mously carried, to participate on a. 50% b asis with Bluffton Township in replacing· a bridge with a culvert in Section 26 .. Motion was made by Hub Nordgren, seconde.d by George Walter and unani-:- mously carried, to accept a petition signed by various property owners in Parkers Prairie, requesting diagonal parking on· Soo St. from .TH 29 to the Soo Line Railroad, and the County Auditor was instructed to file same. Upon motion made by George Walter, seconded by Andy Leitch and unanimously carried, :the· following resolution was adopted: RESOLVED by. the Board of County Commissioners of Otter Tail Co\lllty Minnesota, that WHEREAS, the Board of Co\lllty Commissioners of the County of Otter Tail, State of Minnesota, has received a petition now on file in the office of its auditor praying for the establishment of a sanitary sewer district, .said district to be named· the Crystal Lida Sewer District, in accordance with the pro- visions of M.S.A. Chapter 116A, now therefore IT IS HEREBY· RESOLVED, that Houston E_ngineeri_ng, Inc. , of Fargo, North Dakota, be; and the same hereby is appointed engineer for the pro-· ceedings -as provided in _M.S.A. ll6A Subdivision (1), provided that said engineer shall take and subscribe an oath and give said Co\lllty Board a bond in the amo\lllt of Five Thousand Dollars ($5,000.00) with good and sufficient surety payable to said Co\lllty as provided in M.S.A. 116A.06. Subdivision (2). Adopted at Fergus Falls, Minnesota this .19th day. of October, 1976. ATTEST:~~ ~-.··. ~:6-' ':... __ .· __ / z . ~~ -Clerk Upon motion made by Andy Leitch,· seconded by John Snowberg ·and• unanimously carried, the following resolution was adopted: RESOLUTION WHEREAS, the Constitutional Amendment that will appear on the ballot iO: the.No_vember 2 election does specifically,·amorig other'thii:J.gs, state that all proceeds from. the.'State Motor Fuel Tax above. the present level of. 9c;: .· per gallon be placed in the State's General Fund rather thari iri the Highway Users' Fund, and WHEREAS, this Amendment would, if passed, put the .County Highway financing in direct competition. with Welfare~ Educa,tion, Public Safety, and all Government Services for .. the General Fund dollar· and these monies would be usedfor those purposes.as d~signatedby the State Legislature; and· WHEREAS,· this Amendment would for all practical purposes freeze the Counties and Cities share of the Motor Fuel.Taxes to rio ·more than their share .of the present 9<;: per gallon, and WHEREAS, the County Board feels that when additional funding in the future is required for road purposes.it very conceivably could cause a large increase in real estate taxes to achieve the road improvements that will be needed; and WHEREAS, the County Board does endorse the user concept of paying taxes as much as possible, and WHEREAS,· the passage of. this Amendment.would violate the principle of users paying fo.r the: facility in· proportion to the amount• of use it . makes. of .it, , NOW, :THEREFORE,_ BE IT•.:RESO~VED,; that the Otter Tail. County. Board of Commissioners go on record.as opposing the passage.of this Amendment and strongly .urges all: voters· ·to ·vote "NO" on this Constitutional Amend- ment. Stat. 106.471, Subdiv._ 4 & 7. Upon mo.tion made by Andy Leitch~ seconded by John Snowberg and unanimously carried, Carol Ouren of the Motor Vehicle Department, was granted a leave of absence for a period of from October 12th through October 29th, to care for her son who.sustained multiple injuries in an automobile accident. Motion was made by George Walter, seconded by Andy Leitch and unani- mously carried, to allow a 40 1set-back on·Highway #210 across from the airport, a variance from the usual 50' required for state highways.
