BOARD OF COUNTY COMMISSIONERS>
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M., Tuesday, October 5 ,1976, all
members present.
Motion was made by Andy Leitch, seconded by George Walter and
unanimously carried, to authorize the Personnel Committee and Spike Fuhrman to
represent the Otter Tail County Board in negotiations with the Bureau of
Mediation Services involving the Otter Tail County Sheriff's Department Employees
Association, hearing to be held on Thursday, October 14, 1976 at 10:30 A.M. at
the Court House in Fergus Falls.
Motion was made by Bert Hovland, seconded by Andy Leitch and unani-
mously carried, in compliance with county policy, assist in the construction of
a road construction project ,in ~o~ Township, C.P. 76:0lB, subject to Amor Town-
ship approval and accept,the low quotation of Duininck Bros. & Gilchrist.
Motion was made by George Walter, seconded by John Snowberg and
unanimously carried, to approve the installation of four-way stop signs at the
intersection of State Highway #10 and County Road #67, to replace the present
traffic signal lights, as requested by the City of New York Mills.
Motion was made by George Walter, seconded by Andy Leitch and unani-
mously carried, to approve the installation.of a culvert for the Northeast Otter
Tail County Land Fill.
Motion was made by Bert Hovland, seconded by Andy Leitch, and carried,
to acc~pt the Personnel Board's wage classification schedule, _Article XVII, as pre-
sented by the Personnel Committee.
Upon motion made by Andy Leitch, seconded by George Walter and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
The Chairman and Auditor are hereby authorized and directed for
and on behalf of the County of Otter Tail to execute and enter into a contract
with the Commissioner of Highways for the removal of snow from particular por-
tions or all of the roads and highways under the jurisdiction of the County
of Otter Tail all on the terms and conditions contained and set forth in "State
of Minnesota, Department of Highways Operations -Maintenance Snow Removal Agree-
ment", a copy of which said form was before the Board, assuming on behalf of the
County all of the contractual obligations therein contained.
BE IT FURTHER RESOLVED, that Dennis D. Berend, the County High-
way Engineer of Said County of Otter Tail, be and he hereby is authorized to
request and order from time to time men and equipment for the removal of snow
in accordance with and under the terms of the foregoing contract.

present.

unanimously carried, to approve the following applications for homestead classi-
fication and/or reduction of assessment:

Motion was. made by Bert Hovland, seconded by John Snowberg and
unanimously carried, to approve the plat of "Maple '!.Y_iew Heights", located in
Section 29, Friberg Township.
Motion was made by George Walter, seconded by Bert Hovland and
unanimously carried, t"o approve the application of Bill Walker, of Walker Excava-
ting, Wahpeton, North Dakota, for sewage disposal installers license.
Motion was made by George Walter, seconded by Bert Hovland and
unanimously carried, to deny the-request of Jerry Courneya to transfer two metes
and bounds description parcels located in Section 8 -137 -40, .. because they do

The list of uncollected personal property taxes was, presented to
the Board and after discussion.and upon motion made by GeorgexWalter, seconded by
Andy Leitch and unanimously carried,. the following report was issued, to-wit:

BE IT KNOWN, That the County Board of Otter Tail County, Minnesota,
did meet in session on the 6th day of October, 1976, the s~e being the date required
by M.S. 277,05; that at said session the County (Treasurer of said County delivered to
said Board the list of uncollected personal property taxes for the·year 1976, mobile
home tax for the years 1974 and 1975, together with his certificate thereon as required
by law; and that at said session the sa~d Board did duly consider said list of uncollected
taxes, and did cancel such taxes as they are satisfied cannot be collected. That the
following is a correct list of said uncollected personal property taxes in said County
for said years of 1974, 1975 and 1976, as so revised by said Board, and that the Clerk
of District Court is ordered to issue citations. hereon, .to-wit:

Upon motion made by George Walter, seconded by John Snowberg and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of_ County Commissioners of Otter Tail
County Minnesota, that
WHEREAS application for-repurchase of tax forfeited lands has
been made by Western States Manufacturing Company, mortgage holder of the fol-
lowing described property:
Lot 4, Block 4 of Trowbridge Point
said property having forfeited to the State of Minnesota on September 25, 1976
for non-payment of the 1970 tax and subsequent years, and
WHEREAS said applicant has paid the sum of $339.00, being the
aggregate of all delinquent taxes and assessments, with penalties, costs and
interest,
NOW, THEREFORE, the Board of County Commissioners does hereby
grant said application and approves the repurchase to be in the best public
interest and relieve undue hardship.

WHEREAS, . Provision is made. iri the. Minnesota Statutes 1971, Section
18.231, Subdivision 1, the Board of County Commissioners when re~uested·by the
commissioner of agriculture·, shall appoint a .county. ~gricu.l tural inspector, who
shall meet qualifications prescribed by the_ commissioner of agriculture, whose
duties shall be to see that the provisions of all laws\and r~gulations dealing with
weed control and seed inspection are carried, out; to participate in insect and
plant disease, economic poison, feed, and fertilizer programs.
WHEREAS Jon Wefald, Commissioner of Agriculture, has requested
such appointment by the County Board,
NOW, nIEREFORE, ·BE IT RESOLVED that Gordon Bjoralt, Rothsay,
Minnesota and Alva Krekula, Route #3, New York Mills, Minnesota, be and are
hereby appointed Otter Tail County Agricultural Inspectors, for a period from
January 1, 1977 to December 31, 1977, at a salary of $358.93 + cost of living,
BE IT FURTHER RESOLVED, that Gordon Bjoralt and Alva Krekula may
·attend the Annual County Agricultural Inspectors' Short Course and other district
conferences held during the year.

unanimously carried, the following resolution-was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS the owners of G.L. 2, Section 25 and G.L. 1, 2 & 3, Sec-
tion 36, located in Township 133 -Range 39 (Girard Township) are conveying 16
metes and bounds description parcels in a portion of the above mentioned govern-
ment lots and sections, and
WHEREAS these lots are all at least 150 feet-in width and 2.5 acres
in size and are complying with Sec. VIII of the Otter Tail County Subdivision Con-
trols Ordinance as to acreage and are complying with the width requirements for an
RD lake of the Shoreland Management Ordinance; but not the width of 200' of Sec.

VIII of the Subdivision Controls Ordinance, and
WHEREAS it is the obvious intention of the owners that a road built
to platting specifications will not be forthcoming,
NOW, THEREFORE, be it hereby resolved, that the said 16 lots be re-
corded as Auditor's Sublets, A through P, and the same be entered upon the records
of the County Recorder and the Auditor's office and be treated as a subdivision
separate from the unplatted portion of the tax books of Otter Tail County;
BE IT FURTHER RESOLVED that in establishing the auditor's sublets,
Girard Township and Otter Tail County have not and will not grant approval of the
roadway over and across said sixteen (16) lots;·
BE IT FURTHER RESOLVED that Otter Tail County will order the neces-
sary copies for filing from Robert B. Oslund & Associates, surveyor.
BE lT FURTHER RESOLVED THAT said Auditor's.Sublets are being esta-

District, terin to expire August 30, 1979.
A petition was received from various residents of the City of New
York Mills praying to establish diagonal parking on both sides'of the street of
former_ highway No. 10, and the County Auditor, upon motion made by George Walter,
seconded by Bert Hovland and carried, was instructed to file said .petition.
Motion was made by Andy Lei t~h-, seconded by John Snowberg and unani-
mously carried, to appoint Geo. C. Walter to the Community Health Services Advisory
Board,' as a representative of the Community Action Coucil.
