OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners
of Otter Tail County Minnesota met at 9:30 A.M., Tuesday, September 7th, 1976,
all members present.
Upon motion made by George Walter, seconded by John Snowberg
and unanimously carried, the County Auditor was authorized to sign swine flu
contracts on behalf of Otter Tail County.
Motion was made by Bert Hovland, seconded by George Walter and
unanimously carried, to appoint Richard Portman to the Otter Tail County Planning
Advisory Commission to replace Art Christianson, who resigned.
The Board, having previously advertised for bids to be received
for seasonal supply of calcium chloride and rock salt, proceeded to open bids
which were found to be as folbws:
Boyeris, Detroit Lakes, Minnesota

AFter consideration, motion was made by John Snowberg, seconded
by George Walter and unanimously carried, to accept the bids of Anderson Chemical
C~l, Litchfield, Minnesota in the amount of $132.98, and Boyer's, Detroit Lakes,
Minnesota in the amount of $36,25, being the lowest bids.

Upon motion made by Hub Nordgren·, seconded by George Walter
and unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the County Board, on June 10, 1975, accepted the bid
of Mark Sand & Gravel Company, Fergus Falls, Minnesota in the amount of
$73,052.85 for grading and plat mix bituminous surfac on CSAH #42 and #46, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $81,407.80, an increase of
$8,354.95 due to winter carry over, additional work on intersecting streets
and additional bituminous materials required for safety and to handle .traffic,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $4,974.13, payable to Mark Sand
& Gravel Company, Fergus Falls, Minnesota as final payment for this work.

RESOLVED by the Board of County Commissioners -of Otter Tail County
Minnesta, that

WHEREAS, on May 6, 1975, the County Board accepted the bid of
Mark.Sand & Gravel Company, Fergus Falls, Minnesota, in the amount of $240,863.30
for aggregate base, plant mixed bi_tuminous surface and aggregate shoulders: on
CSAH #48 and 1173, and
WHEREAS the above contract has now bee~ completed to the-satisfaction
of the County Board at a total cost of $283.704.80, anrincrease o_f $42,841.50 due to
additional bituminous mixture production for. county maintenance added:to the con-
tract,
NOW, THEREFORE, the County Auditor is hereby authorized and directed
to issue a· warrant in the amount of $27,915.57 payable to Mark Sand & Gravel Company,

unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Conunissioners of Otter Tail
Cowity Minnesota, that
WHEREAS the County Board, on August 5, 1975 accepted the bid of
Mark Sand & Gravel Company, Fergus·Falls, Minnesota in the amowit of $322,647.01
for grading and aggregate surfacing on CSAH #8, and
WHEREAS the above. contract has now been completed to the satis-
faction of the Cowity Board at a total cost of $353,028.66, an increase of
$30,381.65 due to additional-granular borrow, a~gregate base and bituminous
items because of extension of project and additional work performed on township
road connections.
NOW, THEREFORE, the Cowity Auditor is hereby authorized and
directed to issue a warrant in the amount of $31,694.64 payable to Mark Sand &
Gravel Company, Fergus Falls, Minnesota as .final payment for this work.

RESOLVED by the Board of Co\lllty Commissioners of Otter Tail
County Minnesota, that
WHEREAS, the County Board, on August 24, 1976, ac~epted the
bid of MacQueen Equipment~ Inc., Saint Paul, Minnesota ill the amount of
$12,250.00 for one used Mobile Street Sweeper, and
WHEREAS said sweeper has now been delivered to the satisfaction
of the Co\lllty Board,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $12,250.00-payable to MacQueen
Equipment, Inc., Saint Paul, Minnesota in full payment, upon completion of
certain repairs.

County Minnesota, that
Beginning with the year 1977, any new county-township road
projects being done on a 40-60% basis, the township involved\sha.11 pay the
60% portion within the year.

Upon motion made by Bert Hovland, seconded ~Y John Snowberg and
wianimously carried, the following· resolution was adopted:
RESOLVED by the Board of Cowity Commissioners of Otter Tail
Cowity Minnesota, that
WHEREAS. the Economic Development Administration has given Region
IV provisional designation as an Economic Develop~ent District, and
WHEREAS, this designation has allowed Region IV to develop an
Overall Economic Development Program, and
WHEREAS, this Program will enable the Region to receive the
benefits of, and
WHEREAS, these advantages shall include a multi-jurisdictional
body to ens.ure that economic development in the Region receives adequate emphasis,
and
WHEREAS, a staff can be provided forthe purpose of te.chnical
assistance to those groups wishing to apply_for Economic Development fwids and
loaris, and
WHEREAS, a 10% bonus can be received in the federal·share of
eligibie public works projects in counties already designated as Redevelopment
Areas and that these cowities are Becker, Douglas~ Otter Tail, Pope, and Stevens,
and
WHEREAS, designated Economic Development Centers (Moorhead,_
·_ Dilworth, !3arnesville, Hawley~ and Breckenridge) will' become eligib le for
Economic Development Admi~istration public works grants and loans (altnough no
10% bonus) and business developmen~-loans for projects that wiU directly im-
·-•.;
prove employment opporturiiti~s for unemployed and underemployed residents of the
District's Redevelopment Area, and
WHEREAS, the entire area covered by the West Central Regional
p7velopment Commission will be economically assisted by this .Program,
NOW, THEREFORE, BE IT RESOLVED by the County of Otter Tail, in
the State of Minnesota, that:
The County Commissioners support such a prqj'ect and request that
this document be sent to the Office of Economic Development Ad-
ministration through the auspices of the West Central Regional
Development Commission.

carried, to approve payment of $2,166.12 to Sidal Aluminum Corporation, Jersey
City, New Jersey for sign faces.
Motion was made by Bert Hovland, seconded by John Snowberg and
carried, to assist Amor:Township in the blacktopping of Township Road OSAH-1 on
the north line of Section 32, to be completed this fall.
Motion was made by Andy Leitch, seconded by George Walter and unani-
mously carried, to participate in road projects in Section 30 of Dane Prairie Town-
ship and Section 25, Buse Township, providing the townships make their requests and
initiates the projects in 1976.
Motion was made by George Walter, seconded by John Snowberg and
unanimously carried, to adjourn the meeting until 9:30 A.M., Wednesday, September
8, 1976.

of Fergus Dodge, Inc., Fergus Falls, Minnesota for one pickup truck in the
amount of $4,376.98, and
WHEREAS same has now been delivered to the satisfaction of the
County Board at a total cost of $4,376.98,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $4,376.98 payable to Fergus Dodge,

WHEREAS there is a standard fee for home health care services
I pro'vided by the Otter Tail County Nursing. Service, based upon the cost of pro-
viding said services -salary costs, rent and utilities, office costs and other
general costs, and
WHEREAS said services niay be paid for by Medicare, Medicaid,
Veterans Administration, Workmen's Compensation and private insurance, and
WHEREAS if-the above mentioned are rtot applicable, the following.-
· sliding-scale based on ability to pay can be used to purchase the help needed
on a private-pay basis:

Motion was made by Bert Hovland, seconded by George Walter and
W1animously carried, to continue Wlder the Rural Minnesota CEP program.
Motion was made by Bert Hovland, seconded by John Snowberg and
W1animously carried, to increase the rent of the paint shop in Henning to $60.00
per month and $140.00 for the garage.
Motion was made by Hub Nordgren, seconded by George Walter and
W1animously carried, to approve the plat of Leaf Lake Properties, located in -
Section 26 of Leaf Lake Township.
Motion was made by Andy Leitch; seconded by Bert Hovland and unani-
mously carried, to approve the plat of Oak Acres, located in Section 11 -132 -40.
Ernest Swanson appeared before the Board with a variance permission
to have a pump house over his well within the 40' set back. Action was tabled until
September 21st.
Motion was made by Hub Nordgren, seconded by George Walter and unani-
mously carried, to approve a preliminary plat of 1st Add'n to Evergreen Estates,
located in Compton Township, subject to requirements of the City of Wadena.
Motion was made by George Walter, seconded by Andy Leitch and unani-
mously carried, granting Don Stousey permission to sell back lots on Rose Lake,
Hobart Township, maintaining the present 16 '· l'oadway, on the condition a 66' road-
way be dedicated for future purposes.
Motion was made by Hub Nordgren, seconded by George Walter and unani-
mously carried, to approve the application of DaWayne W. Stage, for license to sell
non-intoxicating malt liquor at DaWayne's Rlit Shop in Henning Township.
Motion was made by.Hub Nordgren, seconded by George Walter and
carried, to approve the payment of $5,661.00 to Harry E. & Violet M. Huls for
right-of-way in connection with CSAH #67, C.P. 75:67.-
