OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of: :county Commissioners of
Otter Tail County Minnesota met at 1:00 P.M., Tuesday, August 24th, 1976, all
members present.
Motion was made by John Snowberg, seconded by Andy Leitch and
unanimously carried, to call in the original sewerage disposal advisors who
helped plan the disposal ordinance, for the purpose of reviewing the ordinance
and consider the advisability of amending the ordinance as to size of tank
stipulated in the original ordinance, said group to meet with the planning com-
mission.
Motion was made by George Walter, seconded by Bert Hovland and
carried, Andy Leitch voting "no", to accept the application of Robert (Bob)
Bergh for amendment of the sewage disposal ordinance.
The matter of the purchase of a used street sweeper came up for
final action, and upon motion made by George Walter, seconded by Andy Leitch and
carried, the bid of MacQueen Equipment, Inc., Saint Paul, Minnesota was accepted
in the amount of $12,250.00 for a 1971 Mobil 4 Yard Model l-TE-4, used truck
mounted, pickup type street sweeper.
Motion was made by John Snowberg, seconded by Bert Hovland and unani-
mously carried, authorizing the Board Chairman to sign the Supplemental Agreement
No. CP 16154-A, to Contract No. 16154.
Motion was made by George Walter, seconded by Andy Leitch and unani-
mously carried, authorizing the Board Chairman to sign Supplemental Agreement No. 1,
to Contract No. 56-601-08.
Motion was made by George Walter, seconded by Andy Leitch and unani-
mously carried, autho~ing the Board'Chairman to sign Supplemental AGreement No.
CP 16154-B, to Contract No. 16154.

Upon motion made by Andy Leitch, s_econded by John Snowberg
and carried, the County Auditor was authorized to advertise for bids to be re-
ceived until 1: 30 P .M., Tuesday, September 21st, for snow plows and wings for
the new trucks.
Motion was made by Bert Hovland, seconded by George Walter and
carried, _to authorize the County Auditor _to accept bids until 1:30 P.M., Tuesday,
September 21st, from within county governmental units for used highway equipment.
Upon motion made by George Walter, seconded by John Snowberg and
unanimously carried, the County Board agreed to participate in the construction
of a culvert between Section 14 & 23 of Homestead Township on a 50-50 basis with
the township.
Motion was made by George Walter, seconded by Bert Hovland and
carried, to approve the application of. "The Lanterns" for a six month liquor license
providing all requirements of the state and county are met.
Motion was made by George Walter, seconded by Andy Leitch and
carried, to grant permission to Don Larsen to split Res. Lot A of Larsen's
Minasha-Da Subdivision into two parcels to .. be, -used for boaf' landings, not for
building purposes.
Motion was made by Hub:Nordgren, seconded by Bert Hovland and
unanimously carried, to appoint George Walter as a member of the Otter Tail County
Planning Advisory Commission for a term expiring January 1, 1979, to replace Edward
Aho, who resigned.
Motion was made by Bert Hovland, seconded by George Walter and
carried, to approve the plat of Glen's Pleasant View, located in Section 19 of
Aurdal Township.
Motion was made by George Walter, seconded by Bert Hovland and
carried, to deny the application of Eyerett. Colby for a variance to place a mobile
home within forty feet from the road right of way in G.L. 3, Section 10 of Edna
Township.
Upon motion made by Bert Hovland, seconded by George Walter.and
carried, Harriet Jacobs was granted permission to convey by metes and bounds
description a parcel of land 1.6 acre in siz_e in Government Lot 7, Section 11-136-43.
Motion was made by Ber!H()Y~tll1?, seconded by George Walter and car-
ried, to approve the application of Vernon .Whaley, Lake Park, Minnesota for sewage
disposal installers license.
Upon motion made by George Wa.lter, seconded by Bert Hovland.and
carried~ the preliminary plat of Rose .. Acres located in Section 17 ,of Hobart Town-
ship, provided· Lots 9, 10, 11, 12 and _13 of Block 1 are eliminated from the plat
because they are less than three feet abovethe high water mark, was approved.
Motion was made by Bert Hovland, seconded by George Walter and
·carried, to approve the plat of CrystaJ, ,Penninsula located in Sections. 2 ,.and 3,
Lida Township.
Motion was made by Aridy Leitch, seconded by Hub Nordgren and carried,
to deny the application of Lewis Koerselman·, Jr.· for special use permit to fill a
slough in Government Lot 3, Section 11 -131 -40.
Motion was made by Bert Hovland, seconded by G~orge Walter and carried,
to deny the application of DuWayne Balken, for special use permit to fill and area
in G.L. 1 (Parcels 7 & 8) in Section 26 -136 -42.
Motion was made by Bert Hovland, seconded by Hub Nordgren and
carried, to approve the application of Roger Cross, for special use permit to -fill
to level yard on Lot 3 and part of 4, Henry's Hill, in Section 27. -137 -42.
Motion was made by Andy Leitch, seconded by.George Walter and
carried, instructing the Co'1!1tY Auditor to send a letter of appreciation to Noel
A. Ryan for a contribution to Phelps Mill in memory of Esther E. Ryan.
Motion was made by-George Walter,. seconded by Andy Leitch and
carried, to move the East Otter Tail County probation office, nursing service and
the shoreland office into new quarters in the Meyer Building in Perham.
Upon motion made by Andy Le.itch, seconded by George Walter and
carried, Hub Nordgren and Bert Hovland were_ appointed to serve on the Perham
annexation board in compliance with Minn. Stat. 414.01, Subdivision 2.
Upon motion made by Hub Nordgren, :seconded by George Walter and
carried, James Talley of Parkers Prairie was appointed to the Nursing.Board.
Upon motion made by Bert Hovland, seconded by George Walter.and
carried, the meeting was ·adjourned witil; 9:30 A.M., Tuesday, September 7th, 1976.
