Upon motion made by Andy Leitch, seconded by John Snowberg and unani-- mously carried, the County Auditor was authorized to advertise for bids to be re- ceived until 10:00 o'clock a.m. Wednesday, August 11th, 1976, for two patrol cars and one investigator car to be used by the Sheriff's Department. Motion was made by Hub Nordgren, seconded by John Snowberg and unani- mously carried, to appoint Malcolm Lee as Solid Waste Officer for Otter Tail County. Motion was made py John Snowberg, senonded by Andy Leitch and unani- mously carried to appropriate the sum of $2,000 out of the County Revenue Fund for Viking Land-U.S.A. for 1976-1977, Matching-Fm1d Participation. The Board, having previously advertised for bids to be received for grading and bituminous surfacing m1der S.A.P. 56-601-08, proceeded to open bids .which were found to be as follows: Duininck Bros. & Gilchrist, Olivia, Minnesota Mark Sand & Gravel Co., Fergus Falls, Minnesota $653,404.75 698,356.34 After consideration, motion was made by Bert Hovland, seconded by John Snowberg and unanimously carried, to accept the bid of Duininck and Gilchrist, Olivia, Minnesota in the amount of $653,404.75, _it being the lowest bid. Motion was made by Andy Leitch, seconded by George Walter and unani- ·mously carried, authorizing the Coun~y Auditor to develop a sticker system for the new parking lot. \ 0 T ·. Upon motion made by George Walter, · seconded by John Snow berg and unanimously carried, the followi_ng resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, the City of New York Mills, hereinafter calle_d the Mwiicipality, owns and controls an airport; and WHEREAS, portions of the airport hazard area to such airport are located outside the territorial limits of said Municipality~ but within the terri- . torial limits of this County; and WHEREAS, the above Municipality has requested in writing that we join with them in the creation of a Joint Airport Zoning Board; and WHEREAS, this County deems it necessary and expedient to create a Joint Airport Zoning Board in cooperation with the above Municipality pursuant to Minn. Stat. 360 .063, Subd. 3, and other applicable laws for. the purpose of estab- lishing, aq#rl,nistering and. enforcing zoning laws for the areas surrounding _the air- port and for the protection of the airport and the public; and WHEREAS, the above statute provides that this Co_unty has-the right to appoint two persons to said Board (said persons need not be members of this Board); and WHEREAS, Subd. 8 of Section 32 of the Appropriations Bill passed by the Minnesota Legislature effective July 1, 1973, provides that no moneys shall be ex- pended by the Commissioner of Aeronautics of the State .of Minnesota· ·to improve and maintain an airport unless the governmental unit owning the airport has or is estab- lishing a zoning authority for the airport, NOW, 'nIEREFORE, BE IT RESOLVED by the undersignedCountyas follows: 1. That there is hereby created in cooperation.with the above Municipality a Joint Airport Zoning Board to.be composed of representatives-of the tmdersigned County and representatives of the above Mmiicipality pursuant to Minn. Stat. 360.063, Subd~. 3. 2. That the undersigned Comity hereby appoints Jim Richard Carlwid of New York Mills, Minnesota to be their representatives on said Board, said persons to serve for an indefinite term until they resign or are re- placed by the widersigned County. Lake; and WHEREAS Ulteig Engineers, Inc., ·-has now submitted their study and plan to the Board of CoWlty Commissioners;. NOW, THEREFORE, BE IT RESOLVED that the Board of CoWlty Commissioners of Ot~er Tail CoWlty Minnesota does hereby approve the Sewerage Facili.ties Plan for Otter Tail Lake as submitted by Ul teig Engineers, Inc., and on file in the Office of the CoW1ty Auditor • . Upon motion made by Hub Nordgren, s·econded by George Walter and unanimously carried, the following resolution was. adopted·: · RESOLVED by the Board of County Commissioners .of Otter Tail County Minnesota, that WHEREAS the County Board, on July 15, 1975, accepted the bid·of Donald·Conroy Construction Company, Dumont, Minnesota in the amotmt of .$161,000.88 for grading and aggregate surfacing on CSAH #67, and WHEREAS the above contract has now been completed to the satis- faction of. the County Board at a total cost of $165, 713 ~07, an increase of . $4,712.19 due to the need for additional bituminous material-for mixture and wearing course mixture, NOW, THERE.FORE, the Cotmty Auditor is hereby authorized and directed to issue a warrant in the amotmt of $15,847.39 payable to Donald Conroy Constructi~n Company, Dumont, Minnesota as final payment for this work. RESOLVED brthe Board cf County Commissioners·of Otter Tail County Minnesota, that WHEREAS the County Board on May 12, 1976 authorized the Sheriff~ Department to purchase a new_ automobile for.use by the Sheriff's Department, accepting the. lowest p_roposal _by bidders of the prior two bid lettings, and WHEREAS .the Sheriff's Department received proposals from the various firms and selected the proposal of Art Christiansen Ford, Pelican -~pids, Minnesota in.the amount of $4,391.00, it being the lowest bid, and WHEREAS the above automobile has now been delivered to the satisfaction of the County Board, NOW, THEREFORE the County Auditor is hereby. authorized and I directed to issue a warrant in the amount o:£·$4~391.OO to Art Christianson Ford, Inc. , Pelican Rapids, Minnesota in full payment thereof. Stat. 1965, Section 18.231, Subd. 1, the Board of County Commissioners, when requested by the commissioner of agriculture, shall appoint a county agricultural inspector, who shall meet quali- fications prescribed by the commissioner, and WHEREAS the commissioner of agriculture has requested such appointment by the County Board, NOW, THEREFORE, BE IT RESOLVED.that Gordon Bjoralt, whose address is Rothsay, Minnesota, ·be and he b hereby appointed West Otter Tail County Agricultural Inspector for a period from July 1, 1976 to December 31, 1976, at a salary of $358.93 per month. Motion was.made by Bert I-Jovland, seconded by Hub Nordgr~n and carried, to rescind the motion of May 12th, 1976 for the adoption of a resolution authorizing the Chairman of the Board and the County Auditor to sign the necessary applications to implement a snowmobile trail assistance program grants-in-aid.
