OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 1:00 P.M., Tuesday, March 23, 1976, all members
· present. ·
Motion was made by Andy Ldtch, sec011ded· by' Berl Hovland and
unanimously carried, instructing the county auditor to prepare abatements for
all persons assessed on County Ditch_ #37 for 1976 ~ to reinoye the .1976 special
assessment from the tax books and pro7eed with appointing-. a t~ree man board .to
view the entire area of County Ditch #37 and the area that has tapped into
Ditch #37, or benefited by said ditch, determining an equitable assessment to
be placed against the property 01mers benefited and affected, ·hearings to be'
arranged for at a later date.
Upon motion made by Aridy Leitch, seconded by George Walter and
unanimously carried, the county auditor was authorized to. advertise for bids .
to be received until 2:00 P.M., Tuesday, April 20th, for the two county owned
houses on South Court Street in the City of Fergus Falls.
Motion was )llade by George Walter, seconded by Bert Hovland and
unanimously carried, to approve the plat of McGowan Riverside, located in G;L. 6,
Section 27 -135 -39.
Motion was·made by George. Walter, seconded by Bert Hovland and
unanimously carried, to approve the union., agreement of the highway department
maintenance department; subject to county attorney's opinion.
Upon motion made by Bert Hovland, seconded by John Snowberg and
unanimously carried, the county auditor'was authorized to advertise for bids to
be received until 1:30 P.M., Tuesday, April 20th, for the following:
GRADING & AGGREGATE SURFACING
C. P. 76: 116; Length 2 . 964 mil es, 1 oca ted from 1. 48 miles east of
CSAH #21 to T.H. #210.
The Board, having previously .advertised for bids to be received
for aggregate base, plant mixed bituminous surface and aggregate shoulders,
under project S. P. 56-658-03 (CSA!-! 58), proceeded to open bids which were found to
be as follows:

After consideration, motion was made by George Watter, seconded by
1-lub Nordgren and unanimously carried, to accept the bid of Duininck Bros. &
Gilchrist, Olivia, Minnesota in the amount of $295,075.00, it being the lowest
bid.
The Board, having previously advertised forbids to be received
for aggregate base, plant mixed bituminous ~forface and aggregate shoulders, under
proj,ect S. P. 56-665-03 (CSN-1 65), proceeded to open bids which were found to be
as follows:

After consideration, motion was made by Hub Nordgren, seconded by
John Snowberg and unanimously carried~ to accept the low bid of Mark Sand & Gravel
Co., Fergus Falls, Minnesota in the amount ·of $152,789.00.
Upon motion made by Bert Hovland, seconded by Andy Leitch and
carried, the county auditor was authorized to advertise for bids to be received
until 2:30 P.M., Tuesday, April 20th, for the county owned garage located in
. . .
Pelican Rapids, more particularly described as Lots 1 through 6, Block 2, Frazee's 3rd
Add'n to the City of Pelican Rapids.
Upon motion made by Bert Hovland, seconded by Andy Leitch _and
unanimously carried; the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail '
County Minnesota, that
WHEREAS, the Board of Managers of the South Buffalo Watershed Dis-
trict on December 9, 1975 requested that the Otter Tail County Board of Commissioners
join them in a petition to include portiO.I:1-?. of. Norwegian Grove ,and Trondhjem Town-
ships, within the above mentioned ,,,atershe<l district, and
WHEREAS, a meeting was held at·Lake Region Electric Auditorium,
Pelican· Rapids, Minnesota on January 15, 1976 for purpose of discovering the advan-
tage and disadvantage of bei11g included within the subject watershed with land owners
,~i thin the ~roposed district, and

WHEREAS,-Curt Johnson and Sherwood Peterson represented the Board of
Managers of. the South Buffalo River iVatershed 'at_ al:io;~ mentioned me.eting a~d did pre-
sent oral and visual information concerning the existing watershed as well as pro-_
posed new boundaries, and
IVJ-lEREAS ,-the audience at meetings was_ permitted adequate time for
both questions and answers, and
WHEREAS, -forty-'three ( 43) landowners voted no and one land owner
voted yes on signed ballot which asked if they desired their land to become a.
part of the watershed, ..
NOW, THEREFOREi~E IT HEREBY RESOLVED; that_the Otter Tail County
Bo·ard of Commissioners are opposed to the Otter Tail County area listed above be-
coming a part of the South Buffalo Watershed District, because the land to be in-
cluded in the watershed district does not have the support of the landowners for
inclusion within the proposed watershed district b·oundaries, and that the County
Auditor is hereby directed to convey this resolution to the South Buffalo Watershed
District Board of Managers as well as Mr. Erling Wiberg of the State Water Resource
Board.

unanimously carried, the followi_ng resolution was adopted:
RESOLVED by_ the Board o'f County Commissioners of Otter Tail
County Minnesota, that
The Otter Tail County Board of Commissioners go on record
opposing the Cormorant Lakes Watershed District Project Number One, if it is
the intention of the Cormorant Lake Watershed District to discharge water
into any lake, stream, ditch, channel, flowage, watercourse, standing body
of water, or watershed that may connect to or enter the public water.s of.
Otter Tail County Minnesota.

Upon motion made by George Walter, seconded by Johri Sriowberg and ·
unanimously carried, the following ·resolution was adopted:
RESOLUTION
WHEREAS, County State Aid Highway No. 60 has been
re-routed, and
WHEREAS, Otter Tail County no longer has a need
for the old highway right of way which lies So~th 6f the
existing hig~way right of way.
NOW, THEREFORE, .BE IT RESOLVED, that this pbrtion
of old highway right of way located ·in Section 20, Township
137 North, Range 39 West, shall revert to the owners of
r.ecord, as .provided by law.

Upon motion made by George Walter, seconded by Andy Leitch and
unanimously carried, the application of Gerald Schultz for permit to hold public
dances at Ten Mile Lake Resort, Tumuli Township, was approv~d.
Motion was made by George Walter, second~d by Bert Hovland and
unanimously carried, to approve the application ·of George Nagel for permit to
allow consumption and display of intoxicating liquor at the Red Bar-n in Rush Lake
Township.
Motion was made by Hub Nordgren, seconded by Bert Hovland and
unanimously carried, to approve the application of A. J. McGoven, Girard Town-
ship, for· lianse to sell intoxicating liquor at the "78" Club, including Sunday
liquor.
Motion was made by George Walter, seconded by John Snowberg and
unanimously carri~d. to approve.the amendments to the solid waste plan, as pre-
sented and on file in the County Auditor's office.
Upon motion made by George Walter, seconded by Andy Leitch and
carried, the meeting was adjourned until 9:30 A.M., Tuesday, April 6, 1976 .
