MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA T Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 9:30 A.M., Tuesday, October 7, 1975, all members present. Motion was made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, authorizing the conveyance, by Otter Tail County to Virgil and Marian Oman, of a .16 acre parcel of land in exchange for a .10 acre parcel in the W½ SW¼ of Section 18 -134 -37, ~or road right-of-way and the Board Chairman was authorized to sign a quit c.laim deecl of conveyanc~. The Board, having previously advertised for bids to be received for calcium chloride and rock salt, proceeded to open bids which were found to be as follows: Centurian Builders, Fergus Falls, Minnesota Diamond Crystal Salt Co., St. Clair, Michigan Cargill, Minneapolis, Minnesota Van Waters & Rogers, Saint Paul, Minnesota Anderson Chemical, Litchfield, Minnesota Calcium Chloride $113 .90 126.54 Rock Salt $31.00 33.20 After consideration, motion was made by Hub Nordgren, seconded by Bert Hovland and unanimously carried, to accept the bid of Centurian Builders,. Fergus Falls, Minnesota, in the amount of $31.00 and the bid of Van Waters & Rogers, Saint Paul, Minnesota, in the amount of $113,90, being the lowe~t bids. Motion was made by George Walter, seconded by Andy Leitch and unani- mously carried, authorizing the Highway Engineer, the County Auditor, t~e Director of Social Services and the County Board, plus Gene Davenport, President of the Minnesota Association of Assessing Officers, to attend the meeting of the Associa- tion of Minnesota Counties T Motion was made by Andy Leitch, seconded by George Walter and ·carried, John Snowberg and Bert Hovland voting "no", to sell cutting edges to any township that requests same. Motion was made by Bert Hovland, seconded by George Walter and unanimously carried, to clean out ditch #12 from its outlet through Section _3, Erhards Grove and Section 34, Pelican Township, and if necessary, the SW¼ NW¼ of Section 35, Pelican Township. Motiori was made by_ Bert Hovland, seconded by George Walter and unanimously carried,to change the walk way on Pedestrian Bridge No. 56521, to provide a 4' overhang on each side, to a new total width of 12 1 811 • Motion was made by Andy Leitch, seconded by Bert Hovland and unani- mously carried, to approve the application of Richard Kester for license to sell intoxicating liquor at the "Ottertail House" Motion was made by.Hub Nordgren, _seconded by Andy Leitch and unani- mously carried, to grant special'aid in the amount of $200.00 to F.olden Township, for. road_ construction between Se~tfons 15 and 16 ·of sail township.' Motion was made by Hub Nordgren, seconded by George Walter and unani- mously carried, to grant permission to JOhn & Bernice, Squires.to convey.an extra· parcel adjoining platted beach behind "Gloria's Oak Manor Beach". Motion was made by George Walter, seconded by Hub Nordgren and unani- mously carried, to approve the conveyance of a small parcel 100' x 220'between alley ··. behind· Clearmont Beach and Highway #78 and a:!i oining road. leading to Clearmont Beach by C. J. Matthews • . A hearing was held on functional system of highways, and upori motion made by Ge~ge Walter, seconded by Hub Nordgren and unanimously carried, the following- resolution was adopted: RESOLUTION ESTABLISHING COUNTY FUNCTIONAL PLAN- WHEREAS, the Federal-Aid Highway Act of 1973 provides that: after June 3ff, 1976•, the Federal-Aid primary system shall. consist of nir al· arterial routes and their extensions into or through urban areas; and WHEREAS, the .Federal-Aid Highway Act of· 1973 provides that after June 30, 197_6 the Federal-Aid Secondary System sh~l consist of Rural Major Collector Routes; and WHEREAS , the _Federal-Aid Highway Act _of 1_973 provides that after June 30, 1976 the Federal-Aid Urban_ System shall be located in each urbanized area and shall consist ·of arterial and collector routes; and· WHEREAS, the Federal-Aid Highway Act of 1973 states that the Federal- Aid -Systems Realignment shall be based upon anticip'ated functional usage in the yea.r 1980 , or a planned conn_ected system; and - WHEREAS, the adopted Action Plan for the State of Minnesota states that the Functional Highway Plan is the Highway System Plan to be used_ by the County on the Federal-Aid Secondary System, except in those areas where a continuing, comprehensive and -cooperative (3c) transportation planning process is carried out; and - .WHEREAS , it appears to the County· Board of the County of Otter Tail that the map attached hereto correctly depicts the proposed functional status of the roads and streets· in the County of Otter-Tail; NOW THEREFORE, BE IT RESOLVED, by the County Board of the County of Otter Tail . that: the map attached hereto is hereby approved .µ1d accepted as the· current .functional highway plan for the County of Otter Tail. BE IT .FURTHER RESOLVED, that the -action taken by Otter Tail -County, - through this resolution, does not imply acceptance now, or in the future, of any change in mileage; financing or jurisdiction to any local highway system which involves the. various Minnesota governmental agencies. Adopted Octobe·r .7, 197 5. _ATTEST: · .. ~@?1,,/ County Auditor (SEAL) Upon motion made by George Walter, seconded by Andy Leitch and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on March 4, 1975 the County Board accepted the bid of Arnold Bennett, in the. amount of $7,108.56 · for mowing Area·.B in Otter Tail County, and WHEREAS said contract has now been completed to the satisfaction of the County Board, NOW, THEREFORE, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $710,86 payable to Arnold Benett, Route #3, Frazee, Minnesota, as final payment for this work. ATTEST: Clerk Upon motion made by Bert Hovland, seconded by Hub Nordgren and unanimously.carried, the following resolution was adopted: RESOLVED by .the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS·',the County Board, on September 10, 1974, accepted the bid of McGowan Clearing & Sodding, Ottertail, Minnesota in the amount of $13,972.00 for erosion control & landscaping, county wide, and WHEREAS same has now been completed to the satisfaction of the Board at a total cost of $13,459.50, a decrease .of $512.50 due to less tractor hours and less topsoil, NOW, THEREFORE, be it hereby resolved, the County Auditor is authorized to issue a warrant in the amount of $1,362.15 payable to McGowan Clearing & Sodding, Ottertail, Minnesota as final payment for this work .. Motion was made by Hub Nordgren, seconded by Bert Hovland and unani- mously carried, to.forego the 1976 commissioner's salary increase of 5% for an elected official as proposed in the personnel policy, remaining at the 55%. of the base county official's salary. . Upon motion made by Hub Nordgren, seconded by George Walter andunani= mous ly carried, approval was granted to ·,the pre~iminary plat ·of Blain Heights in· Section 29 -134 -39. Upon motion made by George Walter; seconded by Hub Nordgren and· unani- mously carried, the application of James Bistrum for permit to allow consumption and display of intoxicating liquor at The Red Bar-n was approved. Motion was made by George Walter, seconded by Bert Hovland and unani- mously carried, to approve the payment of $1,183.19 out of.Federal Revenue Sharing Funds for the county portion of labor and·material used for rewiring door locking system and sound system and labor for repairing intercom wire in south jail cell.
