HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/14/1975T MINUTES OF THE REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to Statute, the Board of County Commiss:bters of Otter Tail County Minnesota met at 9:30 A.M., Monday, July 14, 1975, all members present. Upon motion made by George Walter, seconded by Hub Nordgren and W1animously carried, the plat of Squire's Add'n, located in Sections 13 and 14, Rush Lake Township. Motion was made by Bert Hovland, seconded by Andy Leitch and unani- mously carried, to approve the following applications for sewage disposal installers licenses: Vernon 'Whaley Ed Graham Graham Construction Lake Park, Minnesota Frazee, Minnesota Motion was made by Hub.Nordgren, .secon9ed by George Walter and W1animously carried, to approve the. following applications for special ~e permit: Donald A. Larson · Paul 'Visser James P. Wachter D. L. Anderson Sterling Knutson Ted Carlson Dead Lake Township DWln Townshi_p DWln Township Everts Township . Otter Tail Township .. Everts Township Construct·road Cut hill and fill low area Landscape lot for walk-out basement Slope·bank area Landscape & eliminate stagnant water (subject to conditional requirements) · Add two warehouses to wholesale tackle business Motion was made by George Walter, seconded by Andy Leitch and unani- mously carried, to approve the conveyance of a small tract of land in Hobart Township as an addi tiom,1 to an existing lot. Motion was made by Andy Leitch, seconded by George"-Walter and unani- mously carried, to approve the plat of "Swenson's Beach" in Section 7, Nidaros Town- ship. Motion was made by John Snowberg, seconded by George Walter, to offer the City of Fergus Falls $45,000 for the Mill-Junius parking lot, with the\ City to assume future street assessment costs. The motion did not ~arry. Motion was made by Bert Hovland, seconded by Hub Nordgren and.· carried, John Snowberg:2and George Walter. voting "no", to get estimates on the cost of putting a parking ·lot on the north side of the court house. Motio~ was made by Andy Leitch, seconded by Bert Hovland and unani- mously carried, to request the Director of Social Services and the Probation _and Parole Office s~udy the possibilities of converting the two Court Street houses into a County Group Home for Girls. Motion was made by George Walter, seconded by John Snowberg ~ '.to authorize the County Audi tor to advertise for bids to be received until 11 ~00 A.M., August 5th, for grading and bituminous surfacing' ~f County Road #8. The motion carried with Andy Leitch voting. '!no'' expfaining,;his.objectioJ1~ being tie-in of grading and surfacing together on one Job bid would be unfair to local contractors and possibly increase the costs to the county. The Board, together with the Girard Town Board, having previously advertised for bids to be received for the NW¼ NW¼ of Section 2, ex. Hi Way Ease- ment, in Girard Township, proceeded to open bids which were found to be as follows: Anton Hanson, Henning Jeffrey Klimp, Henning $700.00 800.00 After bids were open_ed for raising orally, the final bids were as follows: · Anton Hanson, Henning Jeffrey Klimp, Henning 1,200.00 Motion was made by Hub Nordgren, seconded by George Walter and unanimously carried by both the Town Board.and County Board, to accept the bid of Jeffrey Klimp, Henning, in the amount of $1,200.00 and the Board Chairmen and Clerks were authorized to execute the proper deeds of conveyance to transfer , title. -TO THE COUNTY BOARD OF OTTER TAIL COUNTY - Pursuant to law,· I present below,. a statement showing the· amount. of taxes levied for County purposes for the current year, the amounts collected and apportioned to date, and the balances uncollected, together with the actual cash balances remaining to .the credit of each County Fund at the close of busi- ness on the 30th day of June, 1975. Bob Fritz, the county's representative to the Airport Zoning Board, appeared before the Board and explained the Airport Zoning Board's progress to date. Members of the O~ter Tail County Historical Society appeared be- for the Board and.presented their budget for the year 1976. The County Board ... agreement to consider the county portion of the buqget at.the time levy limita- tions are known. Upon motion made by George Walt~r, seconded.by Andy Leitch and carried, the County Auditor was autho'rized to··advertise for bids to be received until 11:00 A.M., Tuesday, August 5th, 1975, for highway striping approximately 400 miles of County State Aid Highways, Cotmty Highways and Township roads to be center striped and edge striped, under C.P. 75:76 H~S. Upoll motion made by Bert Hovland, seconded by George Walter;and . unanimously carried, the County Auditor was authorized to advertise for bids to be received until 2:30 P.M., Tues~ay, August _26th, 1975 for the sale of the . highway department garage property in the City of Elizabeth. ~e Board, having previously advertised for bids .for two tandem axle snowplowing dump trucks, with trade, proceeded to open bids which were found to be as follows: Helle~'i International Inc.,· Fergus Falls, Minnesota W.W. Upon motion made by George Walter, seconded by Bert Hovland and 1.D1animously carrit'4 the following resolution was adopted: RESOLVED by the Bo0ard of ·col.Dlty Comrniss1oners· of Otter Tail Col.Dlty Minnesota, that WHEREAS on February 4, 1975·, the· Board· accepted the bid of M-R Sign Company, for 2,895 sign faces and 4,300 galvanized posts in ~e amol.Dlt of $65,511.05, and WHEREAS said sign faces and.posts have now been received to the satisfaction of the Col.Dlty Board, NOW, THEREFORE, the County Auditor is hereby authorized and directed to issue a warrant in the amol.Dlt of $12,231.31, payable to ·M-R Sign Company, Fergus Falls, Minnesota, as.final payment. Motion was made by Bert Hovland, seconded by Hub Nordgren and unanimously carried, to accept· the proposal of Dillon's, Inc., Pelican Rapids for updating the electrical needs in the highway department garage building in Pelican Rapids rented by the State Highway Department, in the amount of $325.00, being the only proposa~ received. Moton was made by Hub Nordgren, seconded by George Walter and unani- mously carried, to accept the proposal of Thompson Roofing Co., in the amount of $1,347.00 for roofing work to be done on the -court house, retaining said firm for additional work on jail complex. Motion was made by George Walter, seconded by Bert Hovland and \D'lanimously carried, to approve the application of Robert R. Kinlund, Pres. of RRK Enterprises, Inc., for on-sale liquor licenses at Somplace Else, located in Perham Township. Motion was made by George Walter, seconded by Bert Hovland and unanimously carried, to approve the application of Thomas F. Collins to permit consumption and display of intoxicating liquor at Collins Landing in Star Lake Township. Upon motion made by Hub Nordgren, seconded by Bert Hovland and unanimously carried, the bond in the amo\D'lt of $1,000 was approved for Nancy Sawyer, deputy clerk of county court. Motion was made by Bert Hovland, seconded by George Walter and unanimously carried, to approve the plat of "Fitzgerald Add'n", located in G. L. 1 and NE¼ NE¼ of Section 10 -137 -42, subject to approval by the Shore- land Administration. Motion was made by Hub Nordgren, seconded by Bert Hovland and unanimously carried, to approve the contract with the Regional Juvenile Detention Center in Moorhead, at an increase of $30.00 per day, and the County Auditor and Chairman of the Board were authorized to execute said agreement on behalf of Otter Tail County.
