MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment the Board of Cotmty Commissioners of Otter Tail County Minnesota met at 9: 3.0 '.A: .M., Tuesday,. March 4, 1975, all members present. Motion \\las made by George Walter, seconded by Bert Hovla.nd and unanimously carried, the auditor was authorized· to advertise for bids to be re- ceived until 11:00 A.M., April 9th, for a new or used bookkeeping machine to be compatible with machines now in use. Upon motion made by Bert Hovland, seconded by Hub Nordgren and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS the County Board on October 8, 1974 accepted the bid of Suhr Ford Sales, Fergus Falls, _Minnesota in the amount of $4,180.00 for the deli very of one 1975 Ford Custom 500 4-dr., and WHEREAS said automobile has now been delivered to the satis-:- faction of the County Board, NOW, THEREFORE, the County Auditor is hereby authorized and directed to issue a Narrant in the amount of $4,180.00 in full payment. ATTEST: Clerk Upon motion made by George Walter, seconded by Andy Leitch and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners ·of Otter Tail County Minnesota, that WHEREAS the County Board on December 10; 1974.accepted the bid of $4,292.75 of Fergus Dodge, Inc., Fergus Falls, Minnesota for the delivery of one 1975 Dodge Monaco, 4-Dr. Sedan, and WHEREAS said automobile .has been delivered to the satisfaction of the County Board, NOW, THEREFORE, the County Auditor is hereby authorized and -directed to issue a warrant in the amount of $4,292.75 to Fergus Dodge, Inc., _Fergus Falls, Minnesota in full payment. ' Upon motion made by Andy Leitch, seconded by Hub Nordgren and I unanimously carried, the following resolution was a:dopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS the use of recreational motor vehicles in Otter Tail County is increasing; and WHEREAS a small minority of the operators of recreational motor vehicles have indicated an indifference to p:roperty. not their own, have entered . upon property without the owner's permission or the person in lawful· control or have entered upon property containing posted notice that such entry was unlaw- ·ful; and WHEREAS there is legal authority in the Otter Tail County Board, pursuant to MINN~ STATS. 375,51, 84.90 and 84.87 to impose reasonable rules and .regulations relating to the operation of recreational motor vehicles; NOW, THEREFORE, the Otter Tail County Board, on Aprit 8, 1975 at 1:00 o'clock P.M., in the Board Room of the County Commissioners in the County Courthouse, City of Fergus Falls, County of Otter Tail, State of Minnesota; will consider adopting an ordinance relating to the control of recreational motor vehicles, notice to be published in the Fergus Fa~ls Dapy Journal, said paper ' . . having been designated as the official newspaper of Otter Tai 1 County, not less than ten (10) days prior to April 8, 1975, Dated at Fergus Falls, Minnesota t}:iis 4th day of March, 1975. Upon motion made by Hub Nordgren,_ seconded by Bert Hovland and unanimously carried; the following resolution was adopted: RESOLVED by the Board of -County-Commissioners of Otter Tail County Minnesota, that WHEREAS the Otter Tail Power Company Hoot Lake Generating Plant has been discharging wann water to the Otter Tail River for many years without causing problems to the lo_cal en_vironment, and WHEREAS the Fe·rgus Falls Game and Fish Club has successfully utilized the year around open water for a wild Canadian Goose sanctuary, and · WHEREAS the year around goose flock has become an impressive and interesting asset which is shared by both local people as well as-a tourist attrac- tion, and WHEREAS the Minnesota Pollution Control Agency has threatened to im- pose regulatioris on OtterTail Power Company. t_o reduce the temperature of discharge water to the river which will cause the river to freeze in cold weather, thus . destroy our local 11/'ild goose natural resource, arid WHEREAS the MPCA regulations would cause Otter Tail Power Company to use 60 tiines more water than currently used for cooling purposes, and WHEREAS pmver needed to comply with MPCA regulations is equivalent to that needed to supply electrical power to 1800 private homes, and WHEREAS there is severe natural power supply problem, and WHEREAS there ha Ve been no citizen compla'ints -, concerning the warm ' ' water discharge of Otter Tail Power Company, and WHEREAS there are additional costs that may accrue to residents of Fergus Falls and surrounding area via way of increasecl electrical pm1er expenses both direct and indirect, and WHEREAS there have been no fish or wildlife losses reported to local authorities.due to warm water being discharged to the Otter Tail River by the Otter Tail Power Company, NOW, THEREFORE, BE_IT HEREBY RESOLVED by the Board of Commissioners· of Otter Tail County Minnesot8: th _ _at the Minnesota Pollution Control Agency grant a variance to the Otter Tail Power Company to continue the discharge of warm water to the Otter Tail River as it has in the past with no reduction in tempera- ture of discharge water. NOW, THEREFORE, BE IT RESOLVED, that.Otter Tail County does agree ' . . and request that Becker County;provide the services necessary to have . this project completed.
