OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissio~s of
Otter Tail County Minnesota met at 9:30 A.M., Tuesday, February 4th, 1975, all
members present.
Harlan Nelson, County Attorney, appeared before the Board and
reviewed the union demands. Motion was made by George Walter, seconded by Hub
Nordgren and unanimously carried, to accept the union's proposal as follows:
1) 35¢ per hour increase in salary
2) Addition to longevity, 20 yrs@ 4%, 25 yrs. @ 5%
3) Change sick leave from 90 days to 100 days
4) 50% of accunmiated'.sick leave may be used to purchase existing group
insurance upon retirement after age 60
5) Life insurance for employees increased from $5,000 to $10,000
Upon motion made by George Walter, seconded by Andy Leitch and
unanimously carried, the Chairman of the Board was authorized to sign the appli-
cation for action grant, project title "Otter Tail County Group Home for Girls"
from the Governor's Commission on Crime Prevention and Control.
The Board, having previously advertised for bids to be received
for road signs, sign faces and posts, proceeded to open bids which were found to
be as follows:

After consideration, motion was made by John Snowberg, seconded by
Hub Nordgren and unanimously carried, to accept the bid of M-R Sign Company, Fergus
Falls, Minnesota, in the amount of $28,774.55 for signs, $2,337.50 for faces and
$34,399.00 for posts, all bids being lowest.
Upon motion made by George Walter, seconded by Bert Hovland and
unanimously carried, the following resolut;on was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on February 12, 1974, the bid. for one International
Harvester 27,500 GVW truck was awarded to International Harvester Sales and
Service, Fergus Falls, Minnesota, and
WHEREAS said truck has now been delivered to the satisfaction
of the-County Board at a cost of $9,968.92,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $9,968.92 payable to Internation~_l
Harvester Sales and Service, Fergus Falls, Minnesota in full payment of said
bid.

Upon motion made by George Walter, seconded by Bert Hovland and
unanimously carried, the following resolution was adopted:
RES~LVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the County Board on .December 11,: 1974 adopted the
1975 wage scale to include a cost of living increase,
NOW, THEREFORE the County Board does hereby grant a cost of
living increase to the county agent's secretary as granted other. county
employees.

unanimously carried, Bob Moe was requested to represent Otter TailCounty to
attend legislative sessfons to explore the possibili,tfes of improved legislation
affecting counties.
Motion was made by Hub Nordgren, seconded by Andy· Leitch and
unanimously carried, to approve the application of Ardelle D. Hoye for license
to sell non-intoxicating malt liquor at Holiday Haven, Blanche Lake, in Girard
Township.
Upon motipn made by George Walter, seconded by Andy Leitch and
carried, the county's statement of receipts and disbursements for the year
1974, as presented by the county auditor, was approved.

A representative from the "Viking Trai 1 Plan o·f Development"
appeared before the board and explained the plan of development for a proposed
trail. Upon motion made by Bert Hovland, seconded by Aridy Leitch and unanimously
carried, the_ following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, in order to increase tourism in Minnesota and to
bring to the attention of local people the historical value of some of ·.the
artifacts, mooring stones and other claims of a Viking exploration of this
area; and·to help the energy crisis by providing ,areas of interest in
Minnesota, ,,;'•
NOW, THEREFORE, BE IT RESOLVED, that we, the Board of Commissoners
of Otter Tail County Minnesota, do de~lare ourselves in support of the Viking
Trail, with picnic areas, road identifying markers and historic markers in the rt
proper locations as proposed by the Viking Trail Association, and do concur in
their request for legislative support for the financing and construction of
needed facilities and markers.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS a request has been received from the Town Board of
the Township of Girard for the purchase of fifteen acres of county owned
property located in the. NW¼ NW~'4 of Seeton 2 -133 -39, and
· NOW, THEREFORE, be it hereby resolved that the Township of
Girard be given permission to purchase said land and the County Board Chair-
man was author:i.zed. to execute instruments fo:rvt!leDconveyance of same.

Upon motion made by Hub Nordgren,·seconded by Andy Leitch and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS a petition has been received from various township
officials in Otter Tail County requesting the addition of certain weeds
to the list of noxious weeds for this county,
NOW, THEREFORE, the Board of Otter Tail-County does hereby
authorize the Chairman of the Board to sign said petition for the addition
of the following weeds to the noxious weed list for this county:
Hoary alyssum, cockle white, foxtail giant, French weed, spotted
knapweed, kochin, mustard, pigweed-redroot, sunflowered common,
wormwood.
