HomeMy WebLinkAboutBoard of Commissioners - Minutes - 01/21/1975MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS Otter Tail County Minnesota Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 1:30 P.M., Tuesday, January 21, 1975, all members present. Motion was made by George Walter, seconded by Bert Hovland and unanimously carried, authorizing the county assessor to procur bonds for all assessors within the county. Lee Jensen, managing agent for the Otter Tail County Housing Authority, appeared before the Board and presented a progress report, to date, on county housing. Upon motion made by George Walter, seconded by Andy Leitch and unanimously carried, the following applications for reduction in assessed valuation or rea:li. estate and/or homestead credit were approved: David C. Overvalued Building removed years ago BuUding removed years ago Homestead classification Upon motion made by Andy Leitch, seconded by Hub Nordgren and unanimously carried, the bid proposal of International Harvester, Fergus Falls, Minnesota, in the amount of $1,175.00 was accepted for the purchase of a garden tractor. Price included the trade-in of a JOhn Deere garden tractor. Motion was made by Andy Leitch, seconded by George \'Jal ter and unani- mously carried, to appoint Chief Hull of the Fergus Falls Po\lice Department as a member of Region C Advisory Council of the G~ernor's Commission on Crime Prevention and Control. Upon motion made by Andy .Leitch, seconded by George Walter and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS in 1969 the·Minnesota State Legislature passed the Shoreland Management Act Chapter 777, WHEREAS the Shoreland Management Act established minimum sewage system requirements that will protect our ~atural environment, WHEREAS the Shoreland Act is being enforced in al 1 counties of the State of Minnesota, WHEREAS thousands of Minnesota property owners have complied with the requirements of the Shoreland Management Act, WHEREAS the 1400 new sewage systems installed in Otter Tail County in the last three (3) years that have complied with requirements of the Minnesota Shoreland Act would be inconsistent with proposed Minnesota Pollution Control Agency regulations, WHEREAS· the Minnesota Pollution Control Agency proposed s tc1:tewide regulations for Individual Sewage Disposal Systems are grossly unrealistic, grossly unenforceable, and would impose severe financial hardship to thousands of Minnesota individual property owners, including farmers, WHEREAS we do not need three (3) government agencies regulating individual sewage disposal systems, WHEREAS the proposed Minnesota Pollution Control Agency IDdividual Sewage Disposal Regulations are on a disasterous collision course with the Minnesota Shoreland Management Act Chapter 777 as well as many Minnesota County Sanitary Codes, NOW, THEREFORE, beit hereby resolved by the Board of County Commissioners of Otter Tail County Minnesota that the proposed Minnesota Pollution Control Agency Individual Sewage Disposal REgulatons be terminated .at once and furthermore the Otter Tail County Land and Resource Management Office is hereby directed to send a copy of the resolution to all Minnesota County Board of Commissioners,. as well as all. current members of the Minnesota Legislature, Governor and the Region. Chai ATTEST:~ Clerk I Upon motion made by Bert Hovland, seconded by Hub Nordgren and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS this County Board on the 20th day of August, 1974 accepted the bid of Leitch Construction Co., Underwood, Minnesota for dozing and dragline work; and WHEREAS such work has been completed on County Ditch #37 to the satisfaction of the County Board at a total cost of $1,390.00, NOW, THEREFORE, the County Auditoris hereby authorized and directed to issue a warrant in the amount of $1,-390.00 payable, to Leitch Construction Company, Underwood, Minnesota in full payment of this work. Dated at Fergus Falls, Minnesota this 21st day of January, 1975. Chairm ATTEST: ~ Clerk Upon motion made by George Walter, seconded by Andy Leitch and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS this Board, on the 20th day of August, .1974, accepted the bid of Acklirg Construction Company, Frazee, Minnesota for drag line hire, and WHEREAS such work has been completed on County Ditch #25 to the satisfaction of the County Board at a total cost of $625.00, NOW, THEREFORE, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $625.00 to Ackling Construction Company, Frazee, Minnesota as fina.:I·payment for. this work. Dated at Fergus Falls, Minnesota this 21st day of January, 1975. Chairm ATTEST: Clerk Upon motion made by Hub Nordgren, seconded by Bert Hovland and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, THAT The PELICAN'RAPIDS PRESS; Pelican Rapids, Minnesota be and the same is hereby designa~ed as the newspaper in which shall be printed the list of lands in Otter Tail County upon which taxes became delihq~ent on the first Monday in January, 1975. Further provided that the publishers of said newspaper be required . to furnish a surety bond in the sum of $2,000.00 for the faithful performance of said publication.
