MINUTES OF THE REGULAR MEETING

BOARD ·oF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to Minnesota Statutes, the Board of County Commissioners
of Otter Tail County Minnesota met at 9: 30 A.M., Tuesday, January 7th,. 1975.
1i1e meeting was called to order by the County Audi tor who declared
~ 1. ' the first order of business was to elect a Chairman and Vice-Chairman for the en-
suing year. Upon motion made by George Walter, seconded by Andy Leitch and carried,

The new board was sworn in by Henry Polk~nghorn, Judge of County
Court.
Upon motion made by George Walter, seconded by Hub Nordgren and
unanimously carried, the East Otter Tail Soil & Water Conservation District was
authorized to transfer $2,500 of their budget from salaries to equipment.
Upon motion made by Hub Nordgren, seconded by Andy Leitch and
unanimously carried, Arnold Evavold was appointed as a member and Bert Hovland
as an alternate member of the WesMin Resource Conservation and Development
Project Committee to represent West Otter Tail County and the West Otter Tail
Soil Conservation District for the calendar year 1975.
Upon motion made by George Walter, seconded by Hub Nordgren and unani-
mously carried, the County Auditor was authorized to advertise for bids to be re-
ceived for publishing the delinquent statement, financial statement and designat~yg

the official newspaper of the county for the year 1975.

same are hereby appointed to constitute a County Board of Health of said County
for the year 1975.

Tail County exhibits at the Minnesota State Fair for 1975, and the County
Auditor and Chairman of the Board are directed to issue a warrant for said amount
in favor of Clarence Mielke.

_ WHEREAS, it is provided inMinn. Statute 282.05 for the apportion-
ment of the proceeds from the sale of tax-forfeited lands;
WHEREAS, the County Audi tor shall apportion the tax sale proceeds
to the taxing dist-icts pursuant to Minn. Stat-. 282 .08;
WHEREAS, Minn. Stat. 282.08(4)(b) provides that the County Board
may set aside. 20% of the proceeds remaining after the value of public improve-
ments, special assessments and bond issues levie~ on the property have been paid,
for acquisition and maintenance of.county parks and recreational areas;
WHEREAS, Otter Tail _County has parks and recreational areas which
would benefit by such an apportionment;
NOW,_ THEREFORE, BE IT RESOLVED, that the County Audi tor retain 20go
· of the proceeds from the'.,sa~efof •tax forfeited land for acq.uisi tion and mainten-
ance of parks and recreational areas from the proceeds available after making
the necessary statutory disbursements, said proceeds to be disbursed according
to law.

was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota,
THAT the sum of ten cents (10¢) be paid out of the Revenue Fund
of the County for every pocket-gopher and wood chuck killed in said county during
the year 1975 -d..n cases where the townships in which pocket-gophers and -wood chucks ·
are so killed shall provide for th_e p~yrnent of an additional bounty of ten cents
(10¢) for each pocket-ggpher and wood chuck so killed.
RESOLVED FURTHER that payment of such bounty shall be made by the
County Auditor upon certificates executed by the Chairman of the.Town Board of
said townships setting forth that the pocket-gophers or wood chucks were duly
presented to the Chairman of such Board and that the· township has issued and
de'li vered to each claimant a town order for twenty cents (20¢) for each pocket-
gopher or wood chuck so killed.

unanimously carried, the following resolution was adopted:
RESOLUTION
BY THE BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY, MINNESOTA
BE IT RESOLVED, that the County Highway Engineer be.author-
ized to issue payrolls for the purpose of salary payments to all
maintenance employees, engineering employees, construction employ-
ees, and for the rental of trucks and other equipment necessary
for the maintenance of County State Aid Highways not to exceed
$550,000 and County Roads not to exceed $150,000 for the year 1975.

RESOLUTION ESTABLISHING COUNTY STATE AID HIGHWAYS
WHEREAS, •it appears to the County Board .of·. the County of·. Otter .·
.Tail that the road hereinafter described should be designated a County
State Aid Highway under the provisions of Minnesota Laws of 1967, Chap-
.ter 162:.
NOW, THEREFORE, BE IT RESOLVED·, by the County Board of the County
. of Otter Tail that the ro~d described. as· follows~ to-,-wit:
Beginning at the junction of Trunk Highway 108, located approxi-
mately 1,180.3 feet East of the center of. Section 34~T136N...:R42W,
thence running South and westerly approximately 2.62miles to
the main use and'beach parking area, located in the NW¼ of Sec-
tion 4-Tl35N~R42W, arid there terminating.
BE IT FURTHER RESOLVED, that the County Auditor is hereby author-
ized and directed to forward two certified copies of .·this . resolution to
the Commissioner of Highways for his consideration, and_ that upon his
approval of. the designation of said road or portion thereof~· that same
be constructed, improved and maintained as a County State Aid Highway
of the County of Otter Tail, to be.numbered and.known as County State
Aid Highway .78.

unanimously carried, the following resolution was a~opted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, changing road conditions created by temperature changes,
rain, snow, traffic, etc., will result in the deterioration and serious damage to
roads and highways in Otter Tail County unless weight restrictions are imposed upon
the vehicles permitted to operate thereon.
Now·,1.THEREFORE, BE IT RESOLVED, that no person ahall operate any
vehicle or combination of vehicles upon any restricted county road or highway in
the County of Otter Tail and State of Minnesota, generally described as follows,
to-wit:
County State Aid Highways 1 to 83 inclusive, 85 and 90 to 100 inclusive,
Old 10, Old 52 and Old 210. County Roads 110 and 144 inclusive and num-
bers 146 and 148,
where the gross weight on any single axle, as defined in Minnesota Statutes 1945,
Sec. 169,87, Subdivision 1, exceeds five tons (10,000 poW1ds) and the County High-
way Engineer of said County is hereby directed and authorized to erect and main-
tain signs plainly indicating the prohibitions and restrictions at each end of
that portion of any highway affected thereby, and these restrictions shall be
effective and this prohibition effective upon the erection and maintenance of
the appropriate signs.

unanimously carried, the following resolution was adopted:
.RESOLVED· by the Board'. of County Commissiners of Otter Tail
County Minnesota, that·
WHEREAS on: October 8th, 1974 the Board -accepted the bid of
Stan's Garage·, Battle Lake;_Minnesota, for the delivery of one 1975 Ford
custom 4 door at a cost of $3,537.00 plus trade, and
WHEREAS the above automobile has now been delivered to the
satisfaction of the County Board,
NOW, THEREFORE the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $3,537.00 out of the Federal
. Revenue Sharing Fund payable to Stan's Garage, Battle Lake, Minnesota as
ful 1 payment.

unanimously carried, to re-appoint Mrs. Arnold Stock as a member of the Otter
ltl.l County_Extension Committee.
Motion was made by Hub Nordgren, s enonded by Andy Leitch and
unanimously carried, to re-appoint Allen Schermerhorn as a member of the Otter
Tail County Extension Committee.
A delegation appeared before the Board presenting a petition for
the improvement of County Highivay #116. Upon motion made by Bert Hovland,
seconded by George Walter and unanimously carried, said petition was accepted
and ordered the County Auditor to file same.
Upon motion made by Andy Leitch, seconded by George Walter and
unanimously carried, the County Auditor was authorized to advertise for bids.to
be received until 1:30 P.M., February 25th, for a :self-propelled tandom vibratory
roller for use by the Highway Department.
Upon motion made by George Walter, seconded by Andy Leitch and
unanimously carried, the Cow1ty Audi tor was. authorized to advertise for bids to
be received .until 11:00 A.~I., February 4th, for signs and posts needed in ·1975.
Upon motion made _by Andy Leitch, seconded by George Walter and
unanimously carried, the County Auditor was authorized to advertise for bids to
be received until 11:00 A.M., March 4th for road side mowing.
Motion was made by Hub Nordgren, second~d by John Snowberg and
unanimously carried, to pay the 1975 dues to the Association of Minnesota Counties
in the amount of $2,826.00.
Motion was made by Andy Leitch, seconded by George Walter and
unanimously carried, to re-appoint Glen Melby and Hub Nordgren as Otter Tail
County's representatives to Region C Advisory_Council of the Governor's Commission
on Crime Prevention and. Control.
Upon motion made by Andy Leitch, seconded by Bert Hovland and
carried, the meeting adjourned until.9:30 A.M., Wednesday, January.8th, 1975

Pursuant to adjournment, the Board of "County Commissioners met.
at 9:30 A.M., Wednesday, January 8th, 1975, all members present.
Upon motion made by George lfal ter, seconded by Andy Leitch and
unanimously carried, the board chairman was authorized to.use a rubber stamp
.for signing vouchers.
Upon motion made·by Hu]) Nordgren, seconded by George Walter and
unanimously carried, Commissioner Bert Hovland was authorized to attend commis-
sion'ers school in Minneapolis.
Motion was made by Hub Nordgren, seconded by Bert Hovland and
unanimously carried, to approve the application of La Verne Weinhandle for license
to sell· non-intoxicating malt liquor at Larry's Standard and J.unction Cafe in
Inman Township.
The Board, having previously advertised :for bids for a walk-in
van type vehicle for use by the county highway departmen·t, proceeded to,,open bids
which were found to be as follows:

carried, Malcolm Lee was appoin_ted at Civil Defense Director of Otter Tail County
beginning February 1, 1975, at a compensation of $100.00 per month.

carried, the County Audi tor was instructed to send a letter of apprec~ation to
Knute Hanson for his services as Otter Tail County Civil Defense Director.

Upon motion made by George Walter, seconded by Hub Nordgren and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
·county Minnesota, that
I\IHEREAS the Sheriff of Otter Tail County assumes the responsibility
of caring for prisoners as defined in Chapter 641 of M.S.; but requests to be re:..
lieved of the costs incurred for:
1. Purchase of food an_d supplies
·2. Preparation and serving of meals
,.
3 .. Additional costs relative to boarding of prisoners
NOW, 11-IEREFORE, be•it resolved by the Board of County Commssioners
of Otter Tail County, that
Beginning January 15, 1975 the County Board of Otter Tail Count~
will hire the necessary personnel to effectively purchase, prepare and serve to
the prisoners the meals required.
BE IT FURTHER RESOLVED that all costs incurred for properly caring
for prisoners will become a direct· obligation of the County of Otter Tail and that
the Sheriff of Otter Tail County will not receive reimbursement for the· boarding of
prisoners.
